Question for written answer E-002186/2020 to the Commission Rule 138 Antonio Maria Rinaldi (ID), Matteo Adinolfi (ID), Rosanna Conte (ID), Alessandra Basso (ID), Vincenzo Sofo (ID), Valentino Grant (ID), Francesca Donato (ID), Marco Dreosto (ID), Stefania Zambelli (ID), Annalisa Tardino (ID), Simona Baldassarre (ID), Alessandro Panza (ID), Anna Bonfrisco (ID), Luisa Regimenti (ID), Gianna Gancia (ID) Subject: Revision of European food strategies in view of the COVID-19 emergency In the midst of the health and economic crisis that is affecting all of Europe, the food sector, albeit making considerable efforts, has responded efficiently, ensuring the functioning of the entire supply chain and the necessary supplies of products. In spite of the positive response by the sector, there is a concrete risk that the recently adopted work programme on environmental sustainability, and its aspects relating to food, might be totally incompatible with the potential future requirements of European citizens and consumers over the next few months. The investments required of operators to adapt to the measures required by ambitious programmes such as the Green New Deal or the Farm to Fork Strategy, calculated in the context of an essentially healthy economy, based on different fundamentals, could probably now be reviewed in order to create new essential instruments with a view to ensuring food security, improved health conditions in the workplace and the obligation to meet biosecurity requirements. In the light of the serious crisis caused by the COVID-19 virus, it is perhaps necessary to redetermine the arrangements and time frames for these programmes, whilst maintaining production and the functioning of the entire supply chain. In view of the above, can the Commission answer the following question: How does it intend to review the guidelines and roadmap for the launch of these strategies, given the new global and European outlook? The content of the agreement is currently classified, owing to the commercially sensitive information within it. However, this protection of AstraZeneca’s legitimate interests should also be balanced by the need for transparency in relation to citizens and their representatives. It is unusual for even MEPs not to have access to the vital information set out in the trade agreement signed by the Commission, especially considering that on 22 September 2020 the ENVI and ITRE committees had invited the pharmaceutical companies involved in the search for a vaccine to attend a hearing, but AstraZeneca had declined the invitation. In the light of the above, can the Commission answer the following questions: 1. Does it not consider it appropriate to share the content of the agreement with Parliament, while taking due precautions? 2. In its view, could such a situation not set a significant precedent when it comes to balancing the interests of the commercial protection of a company with the need for transparency and citizens’ right to health? On 6 December, the US administration launched a public consultation to assess which of the products already affected by duties should continue to be taxed, and whether any additional duties of 100 % should be imposed on a second product list, which unfortunately includes most European wines. In the case of Italian wines, exports to the US market are strategic. Given that Italy is not involved in the Airbus dispute, a new wave of duties could have a serious impact on an industry whose trade flow is worth EUR 1.5 billion and which, in the first 9 months of 2019, saw its exports grow by 5.9 %. 1. More particularly, in 2015 and 2019, the Commission outlaid EUR 73 3751 and EUR 87 436 respectively2 to the Institute under the Horizon 2020 Programme for promoting research funding. It would appear that the Institute is also receiving an additional EUR 88 433,753 for a virus epidemic monitoring project launched on 1 January 2020. Under the Horizon 2020 Programme, the Commission monitors project participants for up to two years after they receive funding4. This is designed to avert risk and prevent fraud. On several occasions, concerns have been voiced about the withdrawal of this proposal and, above all, about increasingly recourse to the GFCM in taking major decisions, for example those concerning the recent recommendations on the Mediterranean and Adriatic Sea. The Commission’s reluctance to involve Parliament in the adoption of important regulations with a real economic and social impact on the fisheries sector, in which the task of reaching agreement appears increasingly intractable, is a cause for general concern. A similar trend appears to be emerging with regard to the setting of TACs and 2020 quotas for the Atlantic and the North Sea, where technical measures have also been introduced.

On 9 March the President of the European Council stated that the exporting of vaccines outside the Union was the result not only of business decisions made by the producing companies but also of a political strategy put in place by the European institutions to supply countries outside Europe with doses produced within the EU. Can the Commission therefore answer the following questions: 1. Can it confirm the accuracy of the above information? 2. Does it acknowledge that the delegation of powers from the Member States to the Commission to coordinate the procurement of vaccines was intended to ensure the Member States themselves had adequate supplies and not for possible exports outside the EU? 3.
