    Fairness and Justice in Natural Resource Politics As demand for natural resources increases due to the rise in world population and living standards, conflicts over their access and control are becoming more prevalent. This book critically assesses different approaches to and conceptualizations of resource fairness and justice and applies them to the analysis of resource conflicts. Approaches addressed include cosmopolitan liberalism, political economy and political ecology. These are applied at various scales (local, national, international) and to initiatives and instruments in public and private resource governance, such as corporate social responsibility instruments, certification schemes, international law and commodity markets. In doing so, the contributions contrast existing approaches to fairness and justice and extend them by taking into account the interplay between political scales, regions, resources and power structures in ‘glo- calized’ resource politics. Various case studies are included concerning agriculture, agrofuels, land grab- bing, water resources, mining and biodiversity. The volume adds to the academic and policy debate by bringing together a variety of disciplines and perspectives in order to advance both a research and policy agenda that puts notions of resource fairness and justice centre- stage. Melanie Pichler is a Post-doctoral Researcher and Lecturer at the Institute of Social Ecology, Alpen- Adria-Universität Klagenfurt, Austria and an Associate of the Inter- national Political Ecology Research Group at the University of Vienna. This development has passed by German trade unions anchored traditionally among workers in industrial production and stuck in the old model of the full-time employee with a predictable career and a job for life. Consequently, between 1991-98, about 3 million out of the former 11 million members of German trade unions turned their backs on them. Lack of content, financial losses, and changed general economic conditions has ushered in a consolidation process among trade unions. Several mergers have reduced the 16 unions under the umbrella of the German Trade Union Federation (DGB) to 12, but the decline in union membership has continued. The biggest merger of five trade unions to form the United Services Trade Union (ver.di) is imminent. Its champions say ver.di will take account of changed economic and social general conditions in terms of both content and structure and hope it will attract members from the information technology industry, in which unions have so far been unable to gain a foothold.

    BRIEFING Election of the President of the European Commission Understanding the Spitzenkandidaten process SUMMARY The European Parliament has long sought to ensure that, by voting in European elections, European citizens not only elect the Parliament itself, but also have a say over who would head the EU executive – the European Commission. What became known as the 'Spitzenkandidaten process' is a procedure whereby European political parties, ahead of European elections, appoint lead candidates for the role of Commission President, with the presidency of the Commission then going to the candidate of the political party capable of marshalling sufficient parliamentary support. The Parliament remains firmly committed to repeating the process in 2019 and, with EP elections now only weeks away, attention has shifted to the European political parties. A number of parties have nominated lead candidates, and this briefing gives an overview of their nominees, as well as looking more broadly at the process. Dabei müs- sen neben den Kosten auch die Akzeptanz der betroffenen Bürgerinnen und Bür- ger berücksichtigt werden. Ultranet ist eine geplante Hochspannungs-Gleich- strom-Übertragungsleitung. Strom soll über eine Strecke von etwa 340 Kilome- tern transportiert werden und die Stromversorgung in Süddeutschland sicherstel- len. Dabei durchquert die geplante Trasse u. a. hessische Regionen. Federführend ist die Amprion GmbH als zuständiger Übertragungsnetzbetreiber (www.amprion. net/Netzausbau/Aktuelle-Projekte/Ultranet/). Insbesondere im Rheingau-Taunus und im Main-Taunus-Kreis wächst Widerstand gegen die Planung (vgl. www.faz. net/aktuell/rhein-main/widerstand-gegen-ultranet-trasse-der-bundesnetzagentur- 15754706.html). Wir fragen die Bundesregierung: 1. Wie ist es aus Sicht der Bundesregierung zu rechtfertigen, dass Gleichstrom- Hochspannungs-Leitungen in Deutschland grundsätzlich in Erdverkabelung ausgeführt werden sollen, die Ultranet-Leitung (Vorhaben Nummer 2 der Bundesfachplanung) jedoch oberirdisch verlegt werden soll? 2. Ist der Bundesregierung bekannt, dass die für die Verwendung von Ultranet geplante Alttrasse sehr dicht an bestehender Wohnbebauung verläuft und an einigen Stellen einen Abstand von weniger als 20 Meter zu Wohnräumen hat? Falls dies der Bundesregierung nicht bekannt war und sie dies durch Nach- prüfung feststellen wird, hat dies Auswirkungen auf die weitere Bundesfach- planung? 3.

Problem Vor dem Hintergrund, dass rund 842 Millionen Menschen chronisch unterernährt sind und über 2 Milliarden Menschen unter chronischer Mangelversorgung mit lebenswichtigen Mikronährstoffen leiden, haben Weltbank und Vereinte Nationen 2002 den Weltagrarrat mit dem Ziel der Reduktion von weltweiter Unterernährung und Armut berufen. Der Weltagrarrat hat am Ende eines langen Konsultationsprozesses unter Beteili- gung von Regierungen, Nichtregierungsorganisationen und Sponsoren sowie inter- nationalen Agrarunternehmen den Weltagrarbericht (International Assessment of Agricultural Knowledge, Science and Technology for Development – IAASTD) von 2008, „Agriculture at a Crossroads“, verabschiedet. Dieser Bericht, der eine grundsätzliche Neuausrichtung von Agrarpolitik und Ag- rarforschung fordert, insbesondere eine Ausdehnung der ökologischen, bäuerlichen Landwirtschaft, ist bisher von 58 Staaten unterzeichnet worden. Deutschland hat diesen Bericht bislang nicht unterzeichnet. B. Wahlperiode 2008 – 07 - 14 Gesetzentwurf der Landesregierung Entwurf eines Gesetzes zum Elften Rundfunkänderungsstaatsvertrag Federführend ist der Ministerpräsident. Drucksache 16/2178 Schleswig-Holsteinischer Landtag - 16. Wahlperiode A. Problem Die unabhängige Kommission zur Ermittlung des Finanzbedarfs der Rundfunkanstal- ten (KEF) hat in ihrem 16. Bericht vom Dezember 2007 empfohlen, die seit dem Jahr 2005 unveränderte Rundfunkgebühr für die nächste Gebührenperiode (2009 - 2012) ab dem 1. Januar 2009 pro Teilnehmer um monatlich 0,95 €, also um 5,33 %, zu er- höhen. Die Gebühr bleibt dann bis Ende 2012 stabil. Um diese Anpassung umzuset- zen ist der Rundfunkfinanzierungsstaatsvertrag zu ändern. Der vorliegende Staats- vertrag regelt ferner, wie sich der Erhöhungsbetrag auf die Anstalten verteilt. Die ARD erhält 56,5 Cent pro Monat mehr, das ZDF 34,5 Cent und das Deutschlandradio sowie die Landesmedienanstalten erhalten je eine Erhöhung von 2 Cent pro Monat. Die monatliche Gebühr für jeden Gebührenzahler steigt demnach von 17,03 € auf 17,98 €. Die monatliche Grundgebühr für den Hörfunk beträgt dabei künftig 5,76 € und die Fernsehgebühr 12,22 €. Außerdem regelt der Staatsvertrag die Weiterfinanzierung der gemeinsamen Ju- gendschutzeinrichtung der Länder „jugendschutz.net“. B. Lösung Durch das Gesetz zum Elften Rundfunkänderungsstaatsvertrag werden die Rege- lungen dieses Vertrages in Landesrecht umgesetzt. C. Alternativen Keine. D. Kosten und Verwaltungsaufwand 1. Kosten Aufgrund des Elften Rundfunkänderungsstaatsvertrages werden in den öffentli- chen Haushalten die Ansätze für die Rundfunkgebühr steigen, soweit in den je- weiligen Einrichtungen gebührenpflichtige Empfangsgeräte bereitgehalten wer- den. 2.
