RES. 31 CONCURRENT RESOLUTION Whereas Yitzhak Rabin, a true hero of Israel, was born in Jerusalem on March 1, 1922; Whereas Yitzhak Rabin served in the Israel Defense Forces for more than two decades, and fought in three wars in- cluding service as Chief of Staff of the Israel Defense Forces during the Six Day War of June 1967; Whereas Yitzhak Rabin served the people of Israel with great distinction in a number of government positions, includ- ing Ambassador to the United States from 1968 to 1973, Minister of Defense from 1984 to 1988, and twice as Prime Minister from 1974 to 1977 and from June 1992 until his assassination; Whereas under the leadership of Yitzhak Rabin, a framework for peace between Israel and the Palestinians was estab- lished with the signing of the Declaration of Principles on September 13, 1993, continued with the conclusion of a peace treaty between Israel and Jordan on October 26, 1994, and continues today; Whereas on December 10, 1994, Yitzhak Rabin was awarded the Nobel Prize for Peace for his vision and accomplish- ments as a peacemaker; Whereas shortly before his assassination, Yitzhak Rabin said, ``I have always believed that the majority of the people 1 2 want peace and are ready to take a chance for peace. It is doubtful whether U.S. President Donald Trump knows exactly where Ma’aleh Adumim is, or whether the term E-1 – the area that was annexed to the Ma’aleh Adumim municipality – brings back childhood memories. But this won’t last for long. It seems the Israeli government has decided to give Trump a crash course in understanding the Israeli-Palestinian conflict, and, mainly, to give him a loyalty test without any preparation. Only two days after Trump’s swearing-in, the Ministerial Committee for Legislation is scheduled to discuss Sunday the annexation of the West Bank settlement to the State of Israel, in order to quickly prepare a 1 draft of the bill to be presented to the Knesset for approval. The conventional wisdom is that from the moment Trump was elected president, Israel received a stamp of approval to carry out any scheme it could think of in the West Bank and East Jerusalem. >> Citing pressure from Trump, Netanyahu tries to torpedo legislation to annex West Bank settlement << Based on this logic, there is actually no need to put Trump to the test, and no need to rush as if this were a window of opportunity that might close at any second. Armed Conflicts Report - Israel Armed Conflicts Report Israel-Palestine (1948 - first combat deaths) Update: February 2009 Summary Type of Conflict Parties to the Conflict Status of the Fighting Number of Deaths Political Developments Background Arms Sources Economic Factors Summary: 2008 The situation in the Gaza strip escalated throughout 2008 to reflect an increasing humanitarian crisis. The death toll reached approximately 1800 deaths by the end of January 2009, with increased conflict taking place after December 19th. The first six months of 2008 saw increased fighting between Israeli forces and Hamas rebels. A six month ceasefire was agreed upon in June of 2008, and the summer months saw increased factional violence between opposing Palestinian groups Hamas and Fatah. Israel shut down the border crossings between the Gaza strip and Israel and shut off fuel to the power plant mid-January 2008. The fuel was eventually turned on although blackouts occurred sporadically throughout the year. The blockade was opened periodically throughout the year to allow a minimum amount of humanitarian aid to pass through. However, for the majority of the year, the 1.5 million Gaza Strip inhabitants, including those needing medical aid, were trapped with few resources. At the end of January 2009, Israel agreed to the principles of a ceasefire proposal, but it is unknown whether or not both sides can come to agreeable terms and create long lasting peace in 2009. 2007 A November 2006 ceasefire was broken when opposing Palestinian groups Hamas and Fatah renewed fighting in April and May of 2007. Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list. -

The formation of a national unity government strengthens Prime Minister Netanyahu and gives him new leeway during negotiations. Kadima’s entry to the government strengthens moderate forces and weakens the hardliners. There will be no real change in policy. Kadima failed in opposition, and as a government party it will be even less able to push through a different policy. The agreement between Mofaz and Netanyahu was motivated in the main by domestic political reasons. This is the primary field in which moderate changes will take place rather than in foreign policy. There will be new Israeli offers of talks in the peace process, but no real progress should be expected, together with no surmounting of the present stalemate. It is not clear whether Mofaz will join the moderates or the hardliners in Netanyahu’s security cabinet over the Iran question. Rogan and Avi Shlaim Excerpt More information Introduction The Palestine War lasted less than twenty months, from the United Nations resolution recommending the partition of Palestine in November 1947 to the final armistice agreement signed between Israel and Syria in July 1949. Those twenty months transformed the political landscape of the Middle East forever. Indeed, 1948 may be taken as a defining moment for the region as a whole. Arab Palestine was destroyed and the new state of Israel established. Egypt, Syria and Lebanon suffered outright defeat, Iraq held its lines, and Transjordan won at best a pyrrhic victory. Arab public opinion, unprepared for defeat, let alone a defeat of this magnitude, lost faith in its politicians. Within three years of the end of the Palestine War, the prime ministers of Egypt and Lebanon and the king of Jordan had been assassinated, and the president of Syria and the king of Egypt over- thrown by military coups. No event has marked Arab politics in the second half of the twentieth century more profoundly. The Arab–Israeli wars, the Cold War in the Middle East, the rise of the Palestinian armed struggle, and the politics of peace-making in all of their complexity are a direct con- sequence of the Palestine War. The significance of the Palestine War also lies in the fact that it was the first challenge to face the newly independent states of the Middle East. -

A Letter from the Chairman In November 2005, we held the second annual Saban Forum in Jerusalem. We had inaugurated the Saban Forum in Washington DC in December 2004 to provide a structured, institutional- ized annual dialogue between the United States and Israel. Each time we have gathered the high- est-level political and policy leaders, opinion formers and intellectuals to define and debate the issues that confront two of the world’s most vibrant democracies: the United States and Israel. The timing of the 2005 Forum could not have been more propitious or tragic.
