Constitutional provisions The Constitution of the Republic of Portugal lays down detailed rules governing local authorities and expressly establishes the principles of self-government and decentralisation. Article 6 (1) of the Constitution provides that —the state shall be a unitary one organised according to the principles of local self-government and the democratic decentralisation of public administration“. The whole of Section VIII of Part III is devoted to local government. Its provisions: œ define local authorities as territorial bodies corporate with representative organs whose purpose is to further the interests of the local population (Article 235); œ establish the categories of local authorities, namely parishes, municipalities and administrative regions (Article 236); œ recognise the existence of specific functions regulated by law in accordance with the principle of administrative decentralisation (Article 237); œ recognise the principle of autonomy of finances and assets: local authorities have their own assets and own financial resources (Article 238); œ specify the structure of local authority organs, providing for a deliberative assembly and a corporate executive body (Article 239); œ grant local authorities their own powers to issue regulations, within the limits of the Constitution and of the laws and regulations of higher local authorities or authorities

O sentido que devemos emprestar à própria noção de património deve ser percebido nas duas direcções - a de posse e a de pertença - significando assim a assunção de direitos, mas também de deveres, perante um conjunto de bens materiais e imateriais que se herdam e que nos ajudam a melhor apreender o passado colectivo e com o qual ficamos para sempre obrigados a tudo fazer no sentido de o transmitir às gerações vindouras nas melhores condições possíveis. Não sei, portanto, descrever o património cultural da minha terra de outra maneira que não seja esta - objectivo, tanto quanto possível, irremediavelmente panegírico, salpicado, aqui e ali, com algumas pinceladas mais poéticas, sem outra intenção que não seja a de suscitar o interesse de quem tiver lido este breve e despretensioso artigo a fazer uma visita às terras do Douro-Sul.

    According to available records, Oliveira do Bairro appeared before the formation of Portugal. There are indications of Celts and pre-Celts in the parish of Mamarrosa. While parishes like Palhaça and Bustos 1 have signs of Roman presence. There is a document dated 922 d.c. (tenth century) which refers to the donation of land to the Monastery of Crestuma and where the land is said to be "Ulveira" (Oliveira). In a document dated 957, some villages of the municipality, such as "Barriolo", "Aqualada" or "Sancta Eolália" are mentioned. However, it was only granted Charter to Oliveira do Bairro (become a town) on April 6, 1514, by King Manuel I. The grantees were the Counts of Miranda do Corvo and Marquises of Arronches and at a later stage, the Dukes of Lafões. In the sixteenth century Oliveira do Bairro had settlements that still exist today, such as Póvoa do Cercal and Póvoa do Repolão. The name "Oliveira" comes from several centuries ago as a tribute to the culture of the olive trees and olive oil production, but "do Bairro” was added much later. It comes from the word "clay" which evolved into "barro" as it comes from the Latin root "barrium". Thus, "the District" eventually becomes determinative of the type of ground on which the olive trees get along. In 1836 the county “Oliveira do Bairro “ is formed and due to its great location, was highly coveted by its neighbours “Águeda “ and “Anadia”, which led to its extinction in 1895 and its annexation by the municipalities mentioned. However, this annexation was short-lived - in 1898 the municipality of Oliveira do Bairro was restored, with the exception of the parish of Bustos which was only attached to Oliveira do Bairro in 1919.
