The FSP project is managed by the Food Security Group (FSG) of the Department of Agricultural, Food, and Resource Economics (AFRE) at Michigan State University (MSU), and implemented in partnership with the International Food Policy Research Institute (IFPRI) and the University of Pretoria (UP). Together, the MSU-IFPRI-UP consortium works with governments, researchers and private sector stakeholders in Feed the Future focus countries in Africa and Asia to increase agricultural productivity, improve dietary diversity and build greater resilience to challenges like climate change that affect livelihoods. The papers are aimed at researchers, policy makers, donor agencies, educators, and international development practitioners. This quote, an extract from my field notes, describes one of the many techniques to become wealthy through witchcraft which are explored in this thesis. -

Optimization Study for Core Road Network Planning to Link Zambia Working Paper No. 19 February 2014 Zambia Institute for Policy Analysis and Research | www.zipar.org.zm 1 The reported research was undertaken by ROM Transportation Engineering Ltd, Jerusalem, Israel, for and on behalf of the Zambia Institute for Policy Analysis (ZIPAR). The research was commissioned by ZIPAR under the mandate of the Road Sector Programme Support 2 – Institutional Support Component of the Danish International Development Agency (DANIDA). In commissioning this research, ZIPAR partnered with the Ministry of Finance and the Ministry of Transport, Works, Supply and Communications (MTWSC) 2 Zambia Institute for Policy Analysis and Research | www.zipar.org.zm Executive Summary The Zambian road network is undergoing significant improvements which will increase the total length and improve the condition of some of the existing sections. Among the major projects going on are those encompassed by the Link Zambia 8000, Lusaka-Copperbelt Corridor, and Pave Lusaka 400. The Link Zambia 8000 programme for construction and rehabilitation of road infrastructure is expected to increase access to markets, enhance social inclusion and reduce travel time and cost to the benefit of local communities and the whole economy. The Programme has so many projects to be implemented in three phases. Our report presents an assessment of the importance of different road sections and corridors (“projects”) prioritized based on transportation efficiency, accessibility and socio-economic characteristics. To do that, a simplified nation-wide travel demand model (TDM) coupled with a post-processor tool for project evaluation was developed. A TDM is used to support decision- making in the development of different transport facilities and land uses. -

Box 31969, Lusaka Ministerial foreword In both its Vision 2030 and the Seventh National Development Plan (7NDP), the Government of the Republic of Zambia aspires to make WASH services available to all citizens without leaving anybody behind. As stated in the 7NDP: “Access to water and sanitation services by all segments of the population is a key component of all aspects of sustainable development and this challenge becomes more important when the population growth by 2030 is factored in.” The legal and institutional reforms of the Zambian water supply and sanitation sector, which started in the 1990s, are now being consolidated. This streamlining of the management and operations of the sector has highlighted the need for a coordinated approach to communication, guided by a robust and comprehensive national strategy. The National Water, Sanitation and Hygiene (WASH) Communication Strategy is an essential tool in the provision of WASH services and the promotion of behaviour change. The absence of a communication strategy to support behaviour change had the potential to slow the country’s progress towards achieving the development outcomes for water and sanitation. -
