Eligibility Criteria :- The firms / Companies / Organizations should have prior experience of successfully completing at least two (2) projects of conducting survey work using Total Station for preparation of Base Map /Land Use Map & Land Register (LUMR) for an area of not less than 4 Sq. Km. in the last five (5) years. The experience of working with Government Department / Government Organization / Urban Local Bodies will be considered as an added advantage. In this regard, necessary documentary evidencementioning the date of work order and completion date of the said work will have to be furnished. In addition, the following documents will also have to be submitted :- a) Introduction of the company as provided in Company Brochure/ leaflet. b) Financial capability of the company c) Total work experience with documents d) Curriculum Vitae and Profile of Team leader and other Team Members accompanied by letter of association by individual. 2. Scope of Work : - The work includes the following assignments : - a) Conducting a detailed land survey with Total Station of 50 M grid – This should indicate the exiting features, which maycontain the following points : - Disposition of buildings, roads, open spaces, water bodies etc. Indicating broad use of the buildings / structures Existing lines of communications including railways, transports, airports , canals and linkages between towns and villages, if any. Major and minor roads Indicating the present land use with o Existing residential buildings o Existing commercial areas like shops, offices etc. o Existing industries o Existing community structures/facilities. o Green spaces and water bodies Buildings that are presently used for Educational and Religious purposes. b) Imposition of survey maps and digitized Mouza maps on the latest satellite image with high resolution not less than 0.6 meters and verification of present land use with reference to the image. Preparation of existing Land use map with detailed breakup. The road network needs to be identified by using satellite imagery. c) Preparation of a Base Map of the areas surveyed and integration of the said map with the existing Base Map of New Town Project Area d) Demarcation of the boundaries of the police stations by Total station. 3. Terms and conditions : a) The work will have to be completed within six months as per the Delivery Schedule mentioned below b) The applicants should quote a lump sum fee excluding GST for the Total Work and the Consultancy Fee will be paid as a percentage of the Total Fee for the different stages of the work. Payments would, however, be released only after approval by the Competent Authority. The payment of GST will be made if it is applicable for such Consultancy Services. c) The Expression of Interest (EOI) should be submitted in two parts, each part in separately sealed envelopes. One sealed envelope should contain Technical Proposal and must be marked with “Technical Proposal for conducting a detailed land survey for preparation of a Base Map for demarcation of the boundaries of New Town Police Station, New Town Eco-Park Police Station and Techno City Police Station”. Both the envelopes should be addressed to the Chief Planner, WBHIDCO. The address of the applicant along with contact number should also be mentioned there. d) The 02(two) sealed envelopes must be sealed in another bigger envelope, which should be superscripted with „Name of the work, Name of the applicant with his address & contact number’ and duly addressed to the Chief Planner, WBHIDCO. e) The applicants must have ST and PT clearance certificate and IT & PAN valid at least up to the date of submitting their proposals. Application for such clearance addressed to the competent authority, subject to production of authenticated receipt, may also be considered. f) Proposals should be submitted at the Office of the Chief Planner at „HIDCO BHABAN‟ within 3 PM on 26.08.2020. g) The evaluation of the proposals received will be done on a total score of 100 marks. Final selection will be made on the basis of marks obtained in the Technical and Financial Proposals (70 marks for Technical Proposals and 30 marks for Financial Proposal).     Vol. XVII No.1, 2020 Social Change and Development The Land Question: Political Economy of Dispossession and Rural Livelihoods Animesh Roy1 Abstract Land dispossession under the neoliberal capitalist development has become a focal point of debate across the states in India and West Bengal is no exception. Based on primary data collected through three rounds of household-survey in 2009, 2014 and 2016 in Rajarhat, West Bengal, this paper examines the mechanism of land acquisition executed by the former Left Front Government (LFG). It illuminates the impact of large-scale land acquisition for a planned township for Information Technology (IT) parks, business centres and dwelling units. The study shows that the government had substantially diluted several legal provisions laid down in the Land Acquisition Act (LAA) of 1894 and denigrated the Rehabilitation and Resettlement (R&R) benefits recommended in the National Policy for Rehabilitation and Resettlement (NRRP). The ensuant transformation in livelihood activities of the dispossessed in the post-acquisition stage came forth with two key characteristics: first, there had been a sudden increase in the share of non-farm workers; and second, a bulk of this increase in non-farm activities comprised both menial and flourishing livelihood activities. The transitional informal employment opportunities in the form of ‘syndicates’ created by the government for the dispossessed households were ‘non-inclusive’, which kept three quarters of dispossessed households outside their circuits. Comparatively well-off households well-linked with the local authority and political leadership had better access in gaining these opportunities. 1.
