Minutes 30 June PARISH OF ST HELIER Minutes of the Parish Assembly Wednesday 30 June 2021 at 7.00 p.m. Assembly Room, Town Hall 29/21 Welcome and Apologies – Apologies: Procureur Geraint Jennings, Deputy Judy Martin, Deputy Mary Le Hegarat, Barbara Corbett and Steve Beddoe. Deputies in Attendance: Deputy Stephen Ahier Deputy Inna Gardiner could not attend in person but gave her apologies and took part electronically by Zoom. Procureurs in attendance: Peter Pearce 30/21 Item 1: To approve the Minutes of the Parish Assembly held on 26 May 2021; Proposer: Deputy Stephen Ahier Seconder: Barry Le Feuvre The minutes were adopted 31/21 Item 2: To approve the Minutes of the Parish Assembly held on 9 June 2021; Proposer: Deputy Stephen Ahier Seconder: Procureur Peter Pearce The minutes were adopted 32/21 Item 3: To elect a Vingtenier for the Canton de Haut de la Vingtaine de la Ville. Isaura DE CASTRO Proposed: Danny Scaife Seconded: Joe De Castro There being no further nominations Isaura DE CASTRO was elected as Vingtenier for the Canton de Haut de la Vingtaine de la Ville The Constable thanked Isaura for allowing her name to go forward, for the work she has already conducted for Honorary Police, both as a Constable’s Officer and Vingtenier. The Constable formally warned her to appear before the Royal Court at 10am on Friday 2 July 2021 to take her Oath of Office. 33/21 Item 4:To elect a Constable’s Officer for the Vingtaine de Bas du Mont au Prêtre Aneta JEZIORSKA -ENTWISTLE Proposed: Danny Scaife Seconded: Isaura De Castro There being no further nominations Aneta JEZIORSKA-ENTWISTLE was elected as Constable’s Officer for the Vingtaine de Bas du Mont au Prêtre. The Constable thanked Aneta for allowing her name to go forward for the Honorary Police, as Constables Officer. The Constable formally warned her to appear before the Royal Court at 10am on Friday 2 July to take her Oath of Office. 34/21 Item 5: In conformity with Article 5 of the Loi (1914) sur la Voirie, to elect a Parish Roads Inspector for the Vingtaine du Rouge Bouillon for a term of office expiring 31st December 2023 The Constable asked the Assembly for nominations in respect of a vacancy for Roads Inspector for the following Vingtaine: For the Vingtaine du Rouge Bouillon: Michael Channing was Proposed by Kevin Proctor, Seconded by Rosemary Boleat The Constable declared Michael Channing elected, and he was warned to present himself before the Royal Court on Friday 2 July 2021 to take his Oath of Office 35/21 Item 6: To approve a recommendation of the Roads Committee and Procureurs du Bien Public to accept a gift of a section of land alongside Mount Martin, Old St John’s Road, for the purpose of creating a new public footpath. The Assembly is to instruct the Connétable and at least one Procureur du Bien Public to pass a contract, with the owner paying all reasonable legal costs associated with the transfer. P.03/2021. Proposer: Procureur Peter Pearce Seconder: Barry Le Feuvre Silvio Alves, Head of Infrastructure, outlined the Projet. Deputy Stephen Ahier asked if it was possible that the footpath could be placed within the field, behind the bank. Silvio Alves, replied it was not possible as the area would form part of the future development of the field. On being put to a vote, the application was approved unanimously. 36/21 Item 7: To recommend to the Licensing Assembly the following applications for licences for the year 2021 in virtue of the Licensing (Jersey) Law 1974: Name Category Business Address Jonathon Michel 6th Jersey Beans Cocktails Apartment 1 63 Bath House Bath Street Proposer: Jeffrey Carter, Seconder: James Michel Jonathon Michel explained he was requesting a 6th category licence to operate a mobile cocktail service, where he would provide ready-made cocktails for consumption, along with an option to hire dispensers and or slush machines. On being put to a vote, the application was approved unanimously Provisional Application 1st & 3rd Twenty One Alaro Limited 11 Caledonia Place Nina Garcia (Sec) The application was withdrawn The Constable reminded anyone who had spoken in respect of the Licensing application that they were entitled to address the Licensing Assembly, which would sit at 2.00pm Thursday 5 August to hear the application The date of the next scheduled Parish Assembly is Wednesday 7 July 2021 .

The Connétable declared Mr Andrew Peter Hamon elected as a Roads Inspector for the Vingtaine de Noirmont to complete a term which will expire on 31 December 2014 and to appear before the Royal Court of Jersey on Friday 22 November 2013 at 10.00 hours prompt to take the Oath of Office. The Connétable then recorded his thanks to Mr John Michael Le Bas for his service and wishes him luck in the future. The second part of the Law deals with the Visites du Branchage . The Law dates from 1914 with the last substantive changes made in 1995. The Connétables have, for some time, recognised that some of the provisions of the Law need to be updated and there are, from time to time, comments that the dates for the Visites du Branchage , and the height to which the branchage should be cut, should be altered.
