Jordi Hereu i Boher To speak of territorial management is to speak of neighbourhoods. And when Mayor of Barcelona I think of Barcelona’s 73 neighbourhoods, I am once again convinced that our city will emerge stronger from this crisis, which is so greatly affecting so many people. Because it is in the city’s neighbourhoods where I see the effects of this crisis, where this abstract word has a face, but it is also in these neighbourhoods where I see the positive attitude of the people of Barcelona every day, their will to fight and not just sit back idly and do nothing. It is this attitude that makes me feel very proud that the City of Barcelona has so tangibly demonstrated its commitment to be close to people. I think of the year 2010 and the city’s neighbourhoods and many images spring to mind that show how we have been working steadily to bring a quality of life to all corners of the city and to all its citizens. One need only recall the new children’s play centre in Plaçeta del Pi, which is open to all the children and youngsters of Ciutat Vella, or the new Eixample municipal music school in the neighbourhood of Sagrada Família, or the new neighbourhood nurseries in El , Sants, , , , , , , i Les Planes or Roquetes. Do you know what it means for the families of these neighbourhoods to have the opportunity to reconcile work and family life? Do you know what it means for a father or mother to have the peace of mind that their child is receiving professional quality human education? I also think of the elderly and recall the Casanelles or Quatre Cantons day centre for senior citizens, or the Spring for Senior Citizens programme in the Eixample, which celebrated its 22nd edition in 2010. Magnificent opportunities and ideal places to meet, enjoy organised activities, make new friends and enjoy some company. Or the day centres in the neighbourhoods of Can Gili Nou, Vila Olímpica or Poblenou, which help to promote social and association life in the city. What about sport? Making sport a lifestyle is not just a slogan. This can be seen in the city’s new municipal sports centres in Horta, Mundet, Ciutadella Park or Cotxeres Borbó. All of these centres are providing first class amenities for all people to keep fit, have fun and promote the best values of sport. I cannot help but smile when I also recall all the festivals that I had the pleasure to attend in the neighbourhoods, or other popular celebrations such as the festivals of Sant Froila, Els Tres Tombs and Sant Medir or the Aplec festivities in Roquetes. Because even though they are organised by neighbourhood committees, organisations or associations, the City of Barcelona is always there at their side, providing support and collaboration. This is also territorial management. This is also encouraging social cohesion. Another example of our commitment to neighbourhoods and improving accessibility is the installation of an and two inclined in Carrer Telègraf in the neighbourhood of El Guinardó. Again I pose the question: Just imagine how these have improved the mobility of residents in the area, senior citizens and families who need to up and down with their children’s strollers? Or the second stage of the Cases Barates (Cheap Housing) project in , a neighbourhood that has been greatly transformed in recent years with the many improvements it has undergone, such as the arrival of the Metro, which means it can now face the future with confidence. Territorial management in Barcelona is synonymous with management through proximity. And I can safely say that we have achieved this. We have moved from the Barcelona of districts to the Barcelona of 73 neighbourhoods. This could not be otherwise if we are to meet the challenges of the 21st century, because many of these neighbourhoods are much larger than many towns and regional capitals in and, therefore, they need an approach through proximity. This has been made possible because we have continued to work on mechanisms of participation that help us to listen closely to the voice of the people and the opinions and proposals of residents and organisations. But also because the new Barcelona 2.0 management model of the City of Barcelona has been successfully introduced, thanks to the strong political impetus of the municipal government and the excellence and quality of work that each and every one of its 13,000 workers has carried out. It is a new model to meet the changing needs of the people of Barcelona. There has never been such a commitment to neighbourhoods before and there has never been such a presence in neighbourhoods before. And strolling through these neighbourhoods, I, as Mayor of Barcelona, have been able to witness for myself that we have truly kept our promise.

Andreu Puig i Sabanés The main objective of this mandate was to bring the City of Barcelona closer City Manager to its citizens by strengthening the city’s districts as bodies of efficient and accessible management. Our new management model for districts, approved in March 2009, has strengthened organisational structure with a new organisational model that brings centralised policies to neighbourhoods and orders district and sector functions in those areas where the relationship was more blurred. This new organisational model of districts has increased the number of technical officers and encourages versatility in work teams, while incorporating new bodies and new figures to help orientate work towards neighbourhoods. In this new organisational structure, the District Executive Committee formalises and facilitates the relationship between political structure and territorial executive structure. At the same time, it has become a central element in the new scenario of neighbourhood proximity and increased political activity in the area. This change in the territorial management model has allowed for the strengthening of district structure with the creation of four departments to streamline dialogue with relevant sectors and ensure the efficient operation of the municipal management matrix model, a model based on the establishment of service agreements with sectors to ensure that demands are met promptly. As part of the logic of aligning the intensive production of services with functional sectors, the organic dependence of social services centres and citizens’ service offices has been changed, although without changing their territorial location. This change has resulted in the implementation of improved service processes, the adaptation of opening hours and a more structured and balanced offer throughout the city. The changes have also been aimed at strengthening technical positions in terms of prevention and participation. In this sense, the new figure of Neighbourhood Officer, representing the City of Barcelona for citizens and organisations in the 73 neighbourhoods of Barcelona, has helped to improve relations between the City of Barcelona and organisations, associations and citizens in the neighbourhoods, as the responsibility of this figure is to draw up and follow the strategic plans of the each neighbourhood, coordinate neighbourhood laws and develop community plans. This entire process will allow us to acquire direct knowledge of the real problems of citizens in their everyday lives, as well as help us to anticipate the emergence of possible problems of social cohesion or coexistence in public spaces.
