SECRETARY FOR HOUSING (in Chinese): Madam President, according to the current housing demand assessment in 1998, the average annual flat production requirement estimated for the 10-year period from 1997-98 to 2006- 07 for public and private housing is as follows: Public Private Total Total 457 000 343 000 800 000 Annual (average) 45 700 34 300 80 000 A list of accommodation generation rates, splitting ratios and flat production requirements for different components of housing need is at Annex. In 2001-02, we shall make available 38 hectares of land for private housing (including 13 hectares to be disposed of through private treaty grants) and 12 hectares for Private Sector Participation Scheme (PSPS). In the subsequent four years from 2002-03 to 2005-06, about 319 hectares of land for private housing and seven hectares for PSPS will be made available. This new land supply, together with redevelopments on existing sites, will help us to meet the long-term demand for private sector housing. The amount of new land taken up and the actual annual production of flats in any particular year will be determined by private developers on the basis of commercial decision. No estimate is available. In addition to the sites identified for the PSPS, about 110 hectares of new land have been earmarked for public housing over the same five-year period (2001-02 to 2005-06). These sites, together with redevelopment projects of the Housing Authority and the Housing Society, will be sufficient to meet estimated demand for public rental flats and subsidized home ownership flats. Total public housing production over the next five financial years is estimated at about 220 000 flats. Total private housing production over the next two years is estimated at about 58 000 flats: 28 000 in 2001 and 30 000 in 2002. It always results in raising the status of the regional vernacular, but the lan- guage of the ex-colonist still maintains a very strong influence on certain domains. Taking Singapore as an example, English became the dominant language in the work- place and families, and the local dialects were suppressed. It led to the degrading of both English and Chinese proficiency levels according to scholars’ evaluation (Goh 2009a, b).

    Constructing perfect women: the portrayal of female officials in Hong Kong newspapers Francis L.F. Lee CITY UNIVERSITY OF HONG KONG, HONG KONG On 28 February 2000, the Hong Kong government announced its newest round of reshuffling and promotion of top-level officials. The next day, Apple Daily, one of the most popular Chinese newspapers in Hong Kong, headlined their full front-page coverage: ‘Eight Beauties Obtain Power in Newest Top Official Reshuffling: One-third Females in Leadership, Rarely Seen Internationally’.1 On 17 April, the Daily cited a report by regional magazine Asiaweek which claimed that ‘Hong Kong’s number of female top officials [is the] highest in the world’. The article states that: ‘Though Hong Kong does not have policies privileging women, opportunities for women are not worse than those for men.’ Using the prominence of female officials as evidence for gender equality is common in public discourse in Hong Kong. To give another instance, Sophie Leung, Chair of the government’s Commission for Women’s Affairs, said in an interview that women in Hong Kong have space for development, and she was quoted: ‘You see, Hong Kong female officials are so powerful!’ (Ming Pao, 5 February 2001). This article attempts to examine news discourses about female officials in Hong Kong. Undoubtedly, the discourses are complicated and not completely coherent. Just from the examples mentioned, one could see that the media embrace the relatively high ratio of female officials as a sign of social progress. But one may also question the validity of treating the ratio of female officials as representative of the situation of gender (in)equality in the society.
