God bless you. iii ABSTRACT Sustainability of culture-based fisheries (CBF) development in small water bodies (SWBs) largely depends on their ecological conditions and productivity. Studies were conducted from November 2010 to July 2012 in Kesses and Kerita dams in Uasin Gishu and Mauna and Yenga dams in Siaya. Sampling for water quality, phytoplankton, macroinvertebrates and fish parasites was conducted once a month. Phytoplankton and macroinvertebrates were collected using plankton and scoop nets respectively. Water quality parameters were measured in-situ using electronic meters. Parasitological examination was done according to standard procedures. Significant differences in temperature (F=17.38; p=0.000), DO (F=8.76; p= 0.000) and TN (F= 6.34; p=0.01) were found between Uasin Gishu and Siaya dams. Water pH in Kesses was higher during the wet season (F=14.44; p= 0.000) while TN and TP were higher during the dry season (F=9.38; p=0.02) and F=5.02; p=0.023 respectively). -

BOX 3900, ELDORET – Kenya [email protected] 30TH JUNE, 2005 1 EXECUTIVE SUMMARY This report presents a critical review of activities carried out by LVEMP Wetlands Component in the last seven years of the project with a view of coming up with lessons learnt form interventions implemented in the entire basin. The thirty-day exercise was based on both primary and secondary data. Various methodologies were used to collect information from project implementers, beneficiaries and other relevant stakeholders including structured and unstructured interviews. Desk review was also carried out on reports accumulated by the wetlands component, literature from libraries of research institutions, universities, government departments and local and international NGO’s. Field visits were made to selected sites where randomly selected beneficiaries were interviewed and investments inspected. Some information was also obtained through direct observation, workshops and informal interviews. Findings show that the component used appropriate methodologies like PRA’s to find an entry point into the communities. Rapid assessments, inventories and market surveys were also conducted to identify and prioritize activities that would best answer problems faced by the community and the wetland resources. In some cases, the beneficiaries were adequately exposed by sponsoring them to various exhibitions and exchange visits. Membership of all the groups was relatively low, some with no experience in the implementation of such projects which compromised their performance. Supervision and intensity of extension services and training were the major contributing factor in the performance of the group. -

Makala 1 Preface For the last two years, Yala swamp controversy has been in the headlines in the Kenyan media. Although the controversy seem to have been in place for the last 50 years as concerns the infringement and displacement of humans by the papyrus, the ownership of the swamp and, the rehabilitation and development of the wetland, it took a new dimension in the year 2002. In this year Dominion Company from USA showed interest of developing the wetland for rice growing and put its proposal to the Kenyan Government. The Lake Basin Development Authority did the Environmental Impact Assessment (EIA). A perusal through the EIA report, proved the partiality of the study. The poverty level of the locals and the desperation for improved living standard may justify the bias. Immediately it became clear that Dominion was to rehabilitate the wetland, two county councils cum districts (Siaya and Bondo) started boundary tussles over the wetland. It was agreed that the two county councils share the land in question. To date, the inhabitants will show you different boundary points, each respondent impressing you of how the wetland is in their own district. This study was carried out when tension was high in the region, especially in both Bondo and Siaya Districts, where the activities of Dominion Group of Company will have direct impact. Initially most of the locals associated themselves with the developers as they hoped to benefit directly, largely through employment for themselves and their relatives. -

Determinants of Papyrus Harvesting in the Yala Swamp, Kenya S M Mwakubo, M M Ikiara Abstract: Using data from a 2005 field survey, this paper examines the factors that drive papyrus-harvesting pressure in the Yala wetlands. Descriptive statistics were used to understand the socio-economic characteristics of papyrus harvesters and the papyrus production process while a truncated Tobit model was employed to determine the factors influencing the amount of papyrus harvested. The findings show that the number of years one is involved in papyrus activities (proxy for experience), household size, sex of the harvester, and level of ammonia increase the intensity of papyrus harvesting. Non-papyrus income, grass roofed house, and wooden seats, however tend to reduce it. The policy implication emanating from this study hinges on self-regulation, alternative sources of livelihood, and family planning control as the way forward for sustainable utilization of papyrus. Key words: Kenya, Papyrus, sustainable utilization, and wetlands Introduction Wetland ecosystems are amongst the most threatened of all natural resources (Turner 1991: 59). In developing countries, the need to use natural resources wisely is greatest as biodiversity is higher in these regions and basic human needs are most acute. As for wetlands all over the world, papyrus (Cyperus papyrus) swamps in East Africa are under increasing threat (Crisman et al., 1996). These wetlands are degraded by unsustainable levels of resource extraction and structural modification. In Kenya, wetlands occupy about 3-4%, approximately 1400 kilometre square, of the land surface and up to 6% in the rainy season. The National Wetlands Standing Committee (NWSC) 1 has defined Kenyan wetlands as: “ areas of land that are permanently, seasonally or occasionally waterlogged with fresh, saline, brackish or marine waters at a depth not exceeding six metres, including both natural and man- made areas that support characteristic biota ”. -

The Envisioning Framework for Conservation of Lake Kanyaboli as a Ramsar Site by Dr. Obiero Ong’ang’a The Ramsar Convention on Wetlands The Ramsar treaty signed in 1971 in the city of Ramsar, Iran. The Treaty is an intergovernmental treaty which provides the framework for national action and international cooperation for the conservation and wise use of wetlands and their resources. Currently 156 Parties to the Convention, with 1,676 wetland sites, totaling 150 million hectares, designated for inclusion in the Ramsar List of Wetlands of International Importance. Wetlands are defined to include rivers, lakes, swamps, and marine areas less than six metres in depth Goals of the Ramsar Treaty • Member countries of the treaty are obliged to manage all wetlands in a sustainable manner, promoting the wise use of all wetlands within their territory; • consult with other Parties about the implementation of the Convention, especially with regard to trans-frontier wetlands, shared water systems, shared species, and development; • and designate wetlands that meet the criteria for inclusion in the List of Wetlands of International Importance for conservation. The vision of the Ramsar List • At COP7 in 1999, the Convention on Wetlands first adopted a Strategic Framework and guidelines for the future development of the List of Wetlands of International Importance • To develop and maintain an international network of wetlands which are important for the conservation of global biological diversity and for sustaining human life through the maintenance of their ecosystem components, processes and benefits/services. Objectives of the Ramsar List • To establish national networks of Ramsar sites in each Contracting Party which fully represent the diversity of wetlands and their key ecological and hydrological functions. -

Box 3900-30100, Eldoret Abstract: Wetlands are a main source of livelihoods for riparian and estuarine communities in Sub-Sahara Africa. For generations the riparian community of South Central Alego Location in Siaya County, Kenya depended on the Yala Swamp Wetland as their only source of household livelihoods. This natural resource base provided an arena for floodplain activities like livestock herding, farming, fishing, wood logging, hunting, papyrus harvesting and the cottage industry. However, in 2003 the local leaders in South Central Alego leased the Wetland to Dominion Group of Companies for the production of rice. The social exchange process heralded a major social change for the residents of Yala Swamp in terms of lifestyle and resource base. They rejected the change. This study was motivated by media reports of agitation from the residents – discontent arising from claims of takeover and transformation of the Wetland which, according to them, resulted in degradation of the environment and hence, loss of household livelihoods.
