The Price of Alliance: American Bases in Britain
/ THE PRICE OF ALLIANCE: AMERICAN BASES IN BRITAIN John Saville In 1984 there were 135 American military bases in Britain, most of them operational, some still being planned or built. This total was made up of 25 major operational bases or military headquarters, 35 minor or reserve bases, and 75 facilities used by the US Armed Forces. There were also about 30 housing sites for American personnel and their families. The term 'facility' covers a variety of different functions, and includes intelligence centres, stores, fuel supply points, aircraft weapon ranges and at least fourteen contingency military hospitals. Within this military complex there are five confirmed US nuclear weapon stores in the United Kingdom: at Lakenheath in East Anglia; Upper Heyford in Northampton- shire; Holy Loch and Machrihanish in south-west Scotland; and St. Mawgan in Cornwall. Other bases, notably Woodbridge and Alconbury, are thought to have storage facilities for peacetime nuclear weapons. All this information and much more, is provided in the only compre- hensive published survey of American military power in Britain. This is the volume by Duncan Campbell, The Unsinkable Aircraft Carrier. American Military Power in Britain, published by Michael Joseph in 1984. It is an astonishing story that Campbell unfolds, and the greater part of it-and certainly its significance for the future of the British people- has remained largely unknown or ignored by both politicians and public. The use of British bases by American planes in April 1986 provided the beginnings of a wider awareness of the extent to which the United Kingdom has become a forward operational base for the American Armed Forces within the global strategy laid down by the Joint Chiefs of Staff in Washington; but it would be an exaggeration to believe that there is a general awareness, or unease of living in an arsenal of weapons controlled by an outside power. -

(Signature) ……………………………………………………………………………… 1 Abstract There was no special governmental partnership between Britain and America during the Second World War in atomic affairs. A recalibration is required that updates and amends the existing historiography in this respect. The wartime atomic relations of those countries were cooperative at the level of science and resources, but rarely that of the state. As soon as it became apparent that fission weaponry would be the main basis of future military power, America decided to gain exclusive control over the weapon. Britain could not replicate American resources and no assistance was offered to it by its conventional ally. America then created its own, closed, nuclear system and well before the 1946 Atomic Energy Act, the event which is typically seen by historians as the explanation of the fracturing of wartime atomic relations. Immediately after 1945 there was insufficient systemic force to create change in the consistent American policy of atomic monopoly. As fusion bombs introduced a new magnitude of risk, and as the nuclear world expanded and deepened, the systemic pressures grew. -

OFGEM FINANCIAL INFORMATION REPORTING YEAR ENDED 31 DECEMBER 2010 Under the Ofgem issued “Energy Supply Probe – Proposed Retail Market Remedies”, changes to generators and suppliers licences were made requiring licence holders to publish financial information to aid comparability of suppliers and generators. This “Segmental Reporting” satisfies Standard Licence Condition 19A of the Gas and Electricity Supply Licences and Standard Licence Condition 16B of the Electricity Generation Licence. EDF Energy (UK) Ltd and its subsidiaries (“EDF Energy”) operate through 3 operational business units supported by corporate services. These are “Energy Sourcing and Customer Supply”, ”Nuclear Generation”, “Nuclear New Build” and “Corporate Steering Functions and Company Shared Services & Integration”. The principal activities of these business units and support services are: Energy Sourcing and Customer Supply (ESCS): the provision and supply of electricity and gas to residential, commercial and industrial customers, the provision of services relating to energy, including purchasing of fuel for power generation and the generation of electricity; Nuclear Generation (NG): the generation of electricity through its fleet of nuclear power stations and Nuclear New Build (NNB): the development and construction of new nuclear power plants in the United Kingdom Corporate Steering Functions and Company Shared Services and Integration (CSF/CSSI): the provision of support services including HR, Finance, Property and IT, and the development of greater integration and synergies across the company where possible. The results of NNB are excluded from the scope of the Ofgem requirements hence NNB indirect and direct costs are not included in the analysis below. Nuclear Power and Deregulated Electricity Markets: Lessons from British Energy EPRG Working Paper 0808 Simon Taylor Abstract The privatisation in 1996 and subsequent financial crisis in 2002 of the company British Energy plc shed some light on the difficulties of running a nuclear generator in a deregulated electricity market. This paper explains the causes of the company’s financial difficulties and argues that they do not amount to evidence that nuclear power cannot survive in liberalised markets. The causes of the financial crisis were complex and varied but nuclear power risks are not conceptually different from those successfully handled by markets in other sectors. In particular there is no reason in principle why new nuclear power stations should not be viable in a deregulated power market, assuming they are fundamentally cost competitive. Introduction The British government privatised the more modern UK nuclear power stations in the form of the company British Energy plc in 1996. The company was unusual in being a wholly nuclear merchant power generator in a deregulated power market. It was also unusual in having full financial responsibility for its back end nuclear liabilities. The company initially raised output and profits and saw its shares rise strongly. But by 2002 it had run out of cash and had to get emergency financing from the government to avoid going into administration. -

It is clear that maintaining a strong nuclear research and development capability within the UK is important not only in its own right, but also in terms of positioning the UK as a credible partner in the international civil nuclear business and in maintaining the skills pipeline required by the industry in the UK for today and the future. This response has been coordinated by the Royal Academy of Engineering on behalf of Engineering the Future. Engineering the Future is a broad alliance of engineering institutions and bodies which represent the UK’s 450,000 professional engineers. The mission of the IPFM is to analyze the technical basis for practical and achievable pol- icy initiatives to secure, consolidate, and reduce stockpiles of highly enriched uranium and plutonium. These fissile materials are the key ingredients in nuclear weapons, and their control is critical to achieving nuclear disarmament, to halting the proliferation of nuclear weapons, and to ensuring that terrorists do not acquire nuclear weapons. Both military and civilian stocks of fissile materials have to be addressed. The nuclear- weapon states still have enough fissile materials in their weapon stockpiles for tens of thousands of nuclear weapons. (reprinted with permission from Bulletin of the Atomic Scientists, August/September 1986, www.thebulletin.org) Chernobyl: worst but not first Until Chernobyl, only two nuclear reactor accidents had spread significant amounts of ionizing radiation beyond the site of the mishap: a fire at the Windscale No. 1 plutonium production pile in northwest England in 1957, and a 1961 accident at an experimental prototype reactor in Idaho which killed three servicemen. Both the Stationary Low-Power reactor (SL-1) involved in the Idaho accident and the Windscale reactor were of novel and inadequate design; in a sense they were accidents waiting to happen. For that reason the Western nuclear industry now - perhaps too hastily - discounts those two accidents as minimally relevant to nuclear safety in the 1980s. It could make a similar mistake about Chernobyl. The Windscale No. 1 pile was the first large-scale reactor built in Britain; a second was built beside it. Each was cooled by blowing air through the fuel channels in the graphite core and discharging the air directly back to the atmosphere through a tall stack. This primitive system was dictated by the political urgency of Britain's bomb program, but it made the responsible scientists and engineers acutely nervous. While Sir John Cockcroft, head of Britain's Harwell nuclear center, was on a visit to Oak Ridge National Laboratory in the late 1940s, the reactor malfunctioned, sending radioactivity up the stack to settle on the site. Cockcroft returned to Britain insisting that a way be found to ensure that fuel damage in a Windscale reactor would not release uncontrolled radioactivity into the surroundings. -

Introduction The fire at the Windscale Nuclear plant in October 1957 transformed an installation which was once a grand symbol of technological pride into a ‘dirty relic of an early nuclear age’. 2 Nuclear power became associated with destruction, accidents and unimaginable apocalyptic images which reinforced human fallibility and the erratic nature of nuclear material. 3 However, Britain’s post- war society was oblivious to the threat of a nuclear reactor experiencing a meltdown. In fact, during the fifties, politicians, scientists and the general public hoped that Britain’s ambitious atomic energy programme would offer an escape from its dependence on coal for the country’s energy requirements and restore the nation’s industrial prestige. David Edgerton pointed out in Warfare State that techno-nationalism had become a powerful ideology within the realities of ‘austerity Britain’. 4 By investing in nuclear technology, Britain was not only creating the right conditions for the country’s scientific growth but was also supporting its engineering and power- generating development.
