ABSTRACT Despite the importance of satellite-enabled applications to society, geographical discussions of the space sector have been dominated by accounts of the geopolitics ‘up there’, without due consideration of the industry driving the use of space ‘down here’. As a result, the geography of the space sector, and the interactions between the agents and institutions involved, have been overlooked in the academic literature. To address this ‘silence’, this thesis explores the competitiveness, organisation and governance of the UK space sector. The primary method of data collection for this thesis was eighty semi-structured interviews with representatives from the UK space sector. The conceptual framework integrated economic and geopolitical concepts on competitiveness, organisation and governance. Key findings of this thesis include: (i) orbital slots and frequency spectrum are competitive assets, which highlight the verticality of our economy; (ii) heritage is a source of competitiveness, which can cause technological lock-in; (iii) different segments within the UK space sector manage their own production projects, which are linked by buyer-supplier relationships (BSRs); (iv) BSRs are influenced by buyers, contracts, technology, time and geography; and (v) the governance of the UK space sector is multi-centric, with a dominance of regulatory forms. The rights to orbital "parking places" are so defined as to permit their subdivision, recombina- tion, and assignment in lease markets. 2 The lease market approach accom- modates the interests of both developed countries (DCs), who have the technology and domestic demand to establish satellite systems today, and less-developed countries (LDCs), who seek long-range planning to guar- antee them access to the orbit spectrum at a time in the future when they, too, possess the capability and need. 3 In the interim, this plan will provide LDCs with income as the lessors of orbital slots they cannot currently use.

There have recently been many technological breakthroughs, with more still to come. Competition is global and significant economic and sovereignty issues are at stake. Introduction The Workshop on Space Law in the 21st Century, coordinated by the International Institute of Space Law (IISL), was held between 20 and 23 July 1999 in Vienna, Austria, as part o f the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III). More than 120 participants attended the Workshop, all contributing to an active discussion on the future of Space Law. The IISL Workshop comprised eight sessions, covering current concerns in the field of space law. Each session began with the presentation of a discussion paper by an invited speaker, followed by invited papers commenting on the discussion paper, as well as informal discussion and comments. At the end of each session, the Coordinator/Rapporteur of the session presented a summary report on significant issues raised in the session and, following a general discussion, the findings, conclusions and recommendations of the session were consolidated in a single document. At the conclusion of the eight substantive sessions, the “Workshop Executive Committee”, consisting of the chairperson of each session, the Workshop Coordinator, and the President of the International Institute of Space Law, who was the overall chairperson of the Workshop, met to discuss the reports of the sessions. The session reports were integrated into the Workshop’s Final Report to the UNISPACE III Conference.

Many satellites have been placed in orbit and now provide daily data that are used for forecasting the Earth's weather and management of natural resources and disasters, as well as for environmental monitoring. Other satellites provide communication linkages that have greatly enhanced economic and social development while bringing countries closer together. Many challenges remain, however. Unsustainable patterns of production and consumption are putting increasing pressure on the Earth's environment. The physical interaction mechanisms among oceans, land, atmosphere and solar radiation are not fully understood. Natural disasters cause damage totalling billions of dollars and significantly set back development programmes. Large segments of the world population, in particular in rural areas of developing countries, are in need of education and health services. Improved space capabilities and international cooperation could assist in dealing with those and other important issues, thus promoting economic and social progress. Recognizing the need for constructing a practical, well-defined framework for future international cooperation in space activities, the United Nations decided to convene a Third Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE HI), to be held in Vienna from 19 to 30 July 1999.
