RUSNAK* The public lands of the United States have always provided the arena in which we Americans have struggled to fulfill our dreams. Even today dreams of wealth, adventure, and escape are still being acted out on these far flung lands. These lands and the dreams-fulfilled and unfulfilled-which they foster are a part of our national destiny. They belong to all Americans. 1 I. INTRODUCTION For some Americans, public lands are majestic territories for exploration, recreation, preservation, or study. Others depend on public lands as a source of income and livelihood. And while a number of Americans lack awareness regarding the opportunities to explore their public lands, all Americans attain benefits from these common properties. Public land affect all Americans. Because of the importance of these lands, heated debates inevitably arise regarding their use or nonuse. The United States Constitution grants to Congress the "[p]ower to dispose of and make all needful Rules and Regulations respecting the... Property belonging to the United States." 2 Accordingly, Congress, the body representing the populace, determines the various uses of our public lands. While the Constitution purportedly bestows upon Congress sole discretion to manage public lands, the congressionally-enacted Antiquities Act conveys some of this power to the president, effectively giving rise to a concurrent power with Congress to govern public lands. Amis University of Memphis Crystal Southall University of Northern Colorado As the United States’ largest intercollegiate athletic event, the National Collegiate Athletic Association (NCAA) Division I men’s basketball tournament consistently generates high television ratings and attracts higher levels of advertising spending than the Super Bowl or the World Series. Given the limited analysis of the organiza- tional conditions that frame these broadcasts’ production, this study examines the impact of influential actors on the representation process. Using a mixed-method approach, this paper investigates production conditions and processes involved in producing a sample (n = 31) of NCAA Division I men’s basketball tournament broad- casts, examines the extent to which these broadcasts are consistent with the NCAA’s educational mission, and considers the dominant institutional logic that underpins their reproduction. In so doing, this analysis provides a critical examination of the 2006 NCAA Division I men’s basketball tournament broadcasts, and how such broad- casts constitute, and are constituted by, choices in television production structures and practices.     Pecision System Clock Architecture 15 Pecision System Clock Architecture “Time iz like money, the less we hav ov it teu spare the further we make it go.” Josh Billing Encyclopedia and Proverbial Philosophy of Wit and Humor, 1874 225 Pecision System Clock Architecture Limitations of the Art Over the almost three decades that NTP has evolved, accuracy expectations have improved from 100 ms to less than 1 ms on fast LANs with multiple segments interconnected by switches and less than a few milliseconds on most campus and corporate networks with multiple subnets interconnected by routers. Today the practical expectations with a GPS receiver, PPS signal and precision kernel support are a few microseconds. In principle the ultimate expectations are limited only by the 232-ps resolution of the NTP timestamp format or about the time light travels three inches. Improving accuracy expectations below the PPS regime is proving intricate and tricky. In this chapter we turn to the most ambitious means available to minimize errors in the face of hardware and software not designed for extraordinary timekeeping. First we examine the hardware and software components for a precision system clock and evolve an optimal design. Next we survey timestamping techniques using both hardware, driver and software methods to minimize errors due to media, device and operating system latencies. Finally, we explore the IEEE 1588 Precision Time Protocol (PTP), how it is used in a high speed LAN, and how it and NTP can sail in the same boat. The parting shots section proposes a hardware assisted design which provides performance equivalent to PTP with only minimal modifications to the Unix operating system kernel.
