MSEMAJI MKUU WA KAMBI YA UPINZANI WA WIZARA YA AFYA NA USTAWI WA JAMII):- Taarifa ya Msemaji Mkuu wa Kambi ya Upinzani juu ya Wizara ya Afya na Ustawi wa Jamii Kuhusu Makadirio ya Mapato na Matumizi ya Wizara ya Afya na Ustawi wa Jamii kwa Mwaka wa fedha 2012/2013. MASWALI NA MAJIBU Na. 280 Mpango wa Kulinda Mazingira ya Pwani MHE. LETICIA M. NYERERE aliuliza:- Mkutano wa Rio +20 wa mwaka 2012 utaweka msisitizo katika kulinda mazingira ya Pwani kwa kuzingatia mabadiliko ya hali ya hewa kupitia mpango wa Blue Carbon:- (a) Je, Serikali imeandaa mazingira gani ya kutekeleza mpango huo bila kuathiri faida zitokanazo na matumizi ya Bahari na Maziwa nchini? (b) Je, Serikali imeandaa mpango wa kazi gani utakaoendena na matakwa Rio + 20 ya 2012? WAZIRI WA NCHI OFISI YA MAKAMU WA RAIS - MAZINGIRA alijibu:- Mheshimiwa Naibu Spika, napenda kujibu swali la Mheshimiwa Leticia Mageni Nyerere, Mbunge wa Viti Maalum, lenye sehemu (a) na (b) kama ifuatavyo:- (a) Mfumo – Ikolojia wa bahari na ukanda wa pwani (mfano mikoko, matumbawe, mwani nk) unatoa mchango mkubwa katika kupunguza hewa ukaa ambapo mfumo huu una uwezo wa kunyonya zaidi ya asilimia 50 ya hewa ukaa kutoka angani iliyosababishwa na uharibifu wa mazingira. Hewa ukaa iliyonyonywa na iliyotunzwa katika Mfumo huu unajulikana kama Blue Carbon. Mkutano wa Rio +20 uliweka msingi ya jumla ya kuhifadhi mazingira ya mfumo – Ikolojia ya bahari na pwani ili kuongeza kiwango cha upunguzaji wa hewa ukaa angani. Aidha, majadiliano ya msingi kuhusu suala hili yanaendelea pia chini ya Mkataba wa Mabadiliko ya tabianchi. Mheshimiwa Spika, kwa kuzingatia umuhimu wa ukanda wa pwani, bahari na maziwa, mwaka 2008, Serikali iliandaa na kupitisha Mkakati maalum unaojulikana kama mkakati wa hatua za haraka za kuhifadhi mazingira ya bahari, ukanda wa pwani, maziwa, mito na mabwawa. Mkakati huu umeainisha hatua mbalimbali za kukabiliana na mikoko, ujenzi holela, uchafuzi na uharibitu wa maeneo ya ukanda wa pwani na bahari, uharibifu wa bionuai za bahari utokanao na uvuvi usio endelevu, mmomonyoko wa fukwe za bahari na uchafuzi wa maji utokanao na maji taka, taka zenye sumu na matumizi yasiyoendelevu ya dawa na mbolea. Matokeo ya utekelezaji wa mkakati huu kuongezeka kwa upatikanaji endelevu wa mazao ya bahari, ukanda wa pwani na maziwa, kupungua kwa hewa ukaa angani inayosababisha ongezeko la joto duniani na mabadiliko ya tabia nchi. (b) Mheshimiwa Naibu Spika, ili kutekeleza maazimio ya Rio + 20 Ofisi ya Makamu wa Rai iko katika hatua za mwisho za kukamilisha mkakati wa mabadiliko ya tabianchi. Mkakati huu umeandaa mpango kazi wa utekelezaji ambapo umeanisha hatua zinazotakiwa kuchukuliwa katika kukabiliana na changamoto za uharibifu wa mazingira, hatua za utekelezaji na muda wa utekelezaji. Wahusika wa utekelezaji ni pamoja na Serikali Kuu, Serikali za Mitaa, Mashirika yasiyo ya Kiserikali na wadau wengine wakiwemo watu binafsi. Tunatarajia kuwa utekelezaji wa mkakati wa kupambana na uharibifu wa mazingira ya ukanda wa pwani utaenda na maazimio ya mkutao wa RIO +20 ya kuhifadhi mazingira ya Bahari, Ukanda wa pwani, maziwa, mito na mabwawa pamoja na hatua zilizoainishwa katika mkakati wa mabadiliko ya tabia nchi. MHE. LETICIA M. NYERERE: Mheshimiwa Naibu Spika, namshukuru Mheshimiwa Waziri kwa majibu yake. Kwa kuzingatia ripoti ya United Nations Environment Program ya mwaka 2009 inayoweka msisitizo katika kuzingatia uharibifu utokanao na tabia nchi. Je, Serikali inatoa tahadhari gani kwa wananchi waishio pwani? Swali la pili. Kwa kuwa Tanzania ni moja ya mataifa 135 duniani ambayo yapo pwani na kwa kuwa asilimia kubwa ya wakazi hawa hutegemea uchumi wao hutegemea bahari. Kwa kuzingatia madhara yatokanayo na tabia nchi ikiwemo kimbunga na tsunami. Je, Serikali inatoa tamko gani kuhusu blue carbon? WAZIRI WA NCHI, OFISI YA MAKAMU WA RAIS - (MAZINGIRA): Mheshimiwa Naibu Spika, kwanza kabisa napenda kumpongeaza Mheshimiwa Leticia Nyerere kwa kuwa makini sana na kufuatilia kwa karibu sana masuala ya mazingira na pia kufuatilia mikutano mikuu ya kimataifa. Tahadhari tumeshaanza kuzichukua na nyie ni mashahidi mliona kabisa mwezi uliopita tumebomoa nyumba ambazo zipo karibu sana na pwani. Hiyo ni kuchukua tahadhari kwa sababu majanga yanapotokea lawama kubwa inakuwa kwa Serikali. Kwa hiyo ninachosisitiza zaidi tuendelee kutekeleza Sheria ya mazingira ya mwaka 2004 na kuhakikisha kwamba watu wote wanaofanya shughuli za mifugo za kilimo na ujenzi katika mita zile 60 kutoka kwenye kina cha misho ambacho bahari inapiga. Usipime kuanzia kwenye bahari kabisa lakini tunaangalia mahali ambapo bahari inapopiga. Kwa hiyo mwisho wa mapigo yale ya bahari ndipo tunapima mita 60. Kwa hiyo wale wote waliojenga wanaofanya shughuli katika mita hizo 60 tunaomba waache shughuli wahame ili kuacha hizi bahari ziwe endelevu. Mheshimiwa Naibu Spika, kuhusu masuala ya tsunami na vipunga ni kwamba maeneo oevu yote kazi yake kubwa ni kunyonya hiyo carbon lakini vilevile inasaidia kupunguza hizo hatari zinapotokea. Kwa hiyo napenda kusisitiza kwamba wale wote ambao wanafanya shughuli katika hizo sehemu ni lazima watoe. Kwa hiyo kwa kupitia kwenye Bunge lako Tukufu napenda kutoa tamko rasmi kwamba wananchi watii Sheria hiyo, wahame na napenda kuwaambia zoezi hili ni endelevu na tumewasiliana na Mawaziri wenzangu, Waziri wa Ardhi, Waziri wa Maliasili na Utalii tukimaliza tu Bunge tutatembea fukwe zote kuanzia Tanga mpaka Mtwara na kuhakikisha watu wote wanahama. Na. 281 Ahadi ya Kupeleka Umeme Tarafa ya Ndagalu – Magu MHE. RICHARD M. NDASSA (K.n.y. MHE. DKT. FESTUS B. LIMBU) aliuliza:- Serikali imeahidi kupeleka umeme wa grid Makao Makuu ya Tarafr ya Ndagalu, Jimbo la Magu katika Mji Mdogo wa Kabila, kutoka kijiji cha Tallo kupitia vijiji vya kadashi, Nyashana na Maligusu. Je, ni hatua gani zimefikiwa kuhusiana na ahadi hiyo hadi sasa? NAIBU WAZIRI WA NISHATI NA MADINI (MHE. GEORGE B. SIMBACHAWENE) alijibu:- Mheshimiwa Naibu Spika, napenda kujibu swali la Mheshimiwa Dkt. Festus Bulugu, Limbu Mbunge wa Magu Mjini, kama ifuatavyo:- Mheshimiwa Naibu Spika, mradi wa kupeleka umeme wa gridi ya Taifa Makao Makuu ya Tarafa ya Ndagalu, Jimbo la Magu katika Mji mdogo wa Kabila pamoja na vijiji vya jirani utahusisha ujenzi wa njia ya umeme ya msongo wa KV 33 yenye urefu wa kilometa 29 kutokea Magu Mjini. Mradi huu pia utahusisha ufungwaji wa transfoma 5 zenye uwezo wa KVA 50, transfoma 2 za KVA 100 na transfoma 2 za KVA 200. Maeneo yanayotarajiwa kunufaika na mradi huu ni pamoja na maeneo ya Itumbili Sekondari, Kitongo, Sukuma Sekondari, Lumeji, Busalaga Dispensary, Ng’haya Sekondari, Ng’haya Centre, Mwashepi na Kabila. Gharama za mradi huu zinakadiriwa kuwa shilingi bilioni 1.7. Mheshimiwa Naibu Spika, mradi wa kufikisha umeme vijiji vya Kadashi, Nyashana na Maligisu kutokea kijiji cha Tallo utahusisha ujenzi wa kilometa 27 za njia ya umeme wa msongo wa KV 33, pamoja na ufungwaji wa transfoma 3 zenye uwezo wa KVA 200 na moja ya KVA 100. Gharama za mradi huu zinakadiriwa kuwa shilingi bilioni 1.44. Miradi yote hii itatekelezwa kupitia Mfuko wa Nishati Vijijini na kusimamiwa na Wakala wa Nishati Vijijini REA kwenye awamu ya pili. MHE. RICHARD M. NDASSA: Mheshimiwa Naibu Spika, nakushukuru kwa kunipa nafasi. Ninaomba kumwuliza Mheshimiwa Waziri kwa sababu maelezo haya ni ya siku nyingi sana na tuliambiwa kwamba zabuni zingefunguliwa mwezi wa tano, wananchi wa maeneo tajwa wangependa kujua ni lini, sio maelezo tu haya. Ni lini umeme utaanza kupelekwa katika vijiji vilivyotajwa. Lakini la pili, kwa sababu ni maeneo mengi kupitia REA yatapelekewa umeme. Je, Serikali imejiandaa vipi kuhusu suala zima la fidia? Ahsante sana. NAIBU WAZIRI WA NISHATI NA MADINI (MHE. GEORGE B. SIMBACHAWENE): Mheshimiwa Naibu Spika, hili la zabuni nimtaarifu tu Mheshimiwa Ndassa na Mheshimiwa Limbu na wananchi wote ambako miradi ile ya awamu ya kwanza inaishia na hii mingine inaanza ni kwamba mwezi huu wa nane tunatarajia utaratibu wote wa kufungua zabuni utakuwa umekamilika. Kwa hiyo ujenzi utaanza wakati wowote kuanzia kwenye mwezi wa tisa mwishoni au wa kumi. Lakini hili la fidia kwenye miradi ya REA naomba nitumie nafasi hii kuwaomba sana Watanzania na kuwaomba sana Waheshimiwa Wabunge kwamba ile miradi ambayo ni mikubwa, line zile kubwa ambazo mara nyingi tumekuwa tukisaidiwa na nchi marafiki ikiwemo miradi ya MCC ile ilikuwa na package za fidia kutoka huko. Lakini napata shida kuweza kuamini kwa fedha tulizonazo sisi kupitia hii miradi ya REA kama kweli tutakuwa na uwezo wa kulipa fidia na miradi hiyo itatekelezeka. Mimi niwaombe kwamba kwenye miradi hii ya REA ambayo fedha za kwetu wenyewe kipaumbele kiwe ni kupata umeme. Mikoa ambayo imetangulia kupata umeme kama kule Kaskazini wananchi walishiriki hata kuchimba nguzo kusaidia TANESCO wakapata umeme. Lazima tutambue kwamba ni nchi yenye siasa ya ujamaa na kujitegemea. Hivi kujitegemea kumeisha lini, hivi ujamaa umeisha lini? Mimi niwaombe sana habari ya fidia kwa miradi ya kwetu kwa njia hizi ndogo ndogo ambazo si njia za misongo mikubwa na hazichukui eneo kubwa. Waheshimiwa Wabunge niwaombe tukawaelimishe wananchi wetu wapishe miradi hii kwa sababu kupata umeme ni maendeleo makubwa kuliko kudai hicho kifidia cha mti na pengine mti wenyewe unakuta wa asili na kama mradi unapita kwenye nyumba hapo labda tunaweza kuzungumza hilo.

    TANZANIA 2012 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The United Republic of Tanzania is a multiparty republic consisting of the mainland and the semiautonomous Zanzibar archipelago, whose main islands are Unguja and Pemba. The union is headed by a president, who is also the head of government. Its unicameral legislative body is the National Assembly (parliament). Zanzibar, although part of the union, has its own government with a president, court system, and legislature, and exercises considerable autonomy. Tanzania held its fourth multiparty general elections in 2010 in which voters on mainland Tanzania and Zanzibar elected a union president (Jakaya Kikwete) and their respective representatives in the union legislature. The Zanzibari electorate chose Ali Mohamed Shein as president of Zanzibar. The union and Zanzibari elections were judged to be largely free and fair. Union security forces reported to civilian authorities, but there were instances in which elements of the security forces acted independently of civilian control. The three most widespread and systemic human rights problems in the country were excessive use of force by security forces resulting in deaths and injuries, restrictions on political expression, and lack of access to justice as well as a related continuation of mob violence. Other human rights problems included harsh and life-threatening prison conditions; lengthy pretrial detention; some restrictions on religious freedom; restrictions on the movement of refugees; official corruption; societal violence against women and persons with albinism; child abuse, including female genital mutilation/cutting (FGM/C); and discrimination based on sexual orientation. Trafficking in persons, both internal and international, as well as child labor were also problems.
