It represents the experiences made by men and women, the experiences of those who do and live under that flag.” Woodrow Wilson1 “FLAG, n. A colored rag borne above troops and hoisted on forts and ships. It appears to serve the same purpose as certain signs that one sees on vacant lots in London—‘Rubbish may be shot here.’” Ambrose Bierce2 The power of the flag as a national symbol was all too evident in the 1990s: the constitutional debate over flag burning in the United States; the violent removal of the communist seal from the Romanian flag; and the adoption of the former czarist flag by the Russian Federation. In the United States, Texas alone possesses a flag and seal directly descended from revolution and nationhood. These reports are narrative outlines of how Indian and non-native populations have used these -rivers, with emphasis on navigability, tidal influence, riparian interests, settlement patterns, commercial use and fishing rights. These historical reports were requested by the Interdepartmental Reserve Boundary Review Committee, a body comprising representatives from Indian Affairs and Northern Development [DIAND], Justice, Energy, Mines and Resources [EMR], and chaired by Fisheries and Oceans. The committee is tasked with establishing a government position on reserve boundaries that can assist in determining the area of application of Indian Band fishing by-laws. -
FNESS Strategic Plan
Strategic Plan 2013-2015 At a Glance FNESS evolved from the Society of Native Indian Fire Fighters of BC (SNIFF), which was established in 1986. SNIFF’s initial objectives were to help reduce the number of fire-related deaths on First Nations reserves, but it changed its emphasis to incorporate a greater spectrum of emergency services. In 1994, SNIFF changed its name to First Nations’ Emergency Services Society of BC to reflect the growing diversity of services it provides. Today our organization continues to gain recognition and trust within First Nations communities and within Aboriginal Affairs and Northern Development Canada (AANDC) and other organizations. Declining metal prices resulted in the closure of the last producing mine in 1957, but in recent years extensive geophysical and geochemical surveys have been made by several major exploration com panies and new prospects have been discovered. -

To date, there has been limited recognition of this practice’s influence on the development of British Columbia. The historical works that do exist on the subject argue that the practice was not established in the colony owing to the Colonial Government’s allowance for Mining Boards, a representative institution, by The Gold Fields Act, 1859. To the contrary, this thesis looks at the different ways that miners’ meetings and miners’ customary law were expressed and adapted to conditions in British Columbia before and after the passing of The Gold Fields Act, 1859. -

For a number of Indian bands, fish, and partioularly salmon, was the primary food souroe. Contaot with White furtraders initiated a ohange in the Indian lifestyle. -

Provincial Caribou Recovery Program Herd Planning Disclaimer The following herd plans are a result of Phase One planning and are an incomplete product. Additionally, the documents are ‘living’ reports and will be updated regularly as Phase Two progresses. Phase Two planning is currently underway for some herds however still at its early stages of development; many plans reflect this as they are in different stages along their scheduled project continuum. One of the cornerstone guiding principles to the Caribou Recovery Program (the Program) is to use consistent, fact-based approaches for all woodland caribou herds in the province. The Program has refined and adopted a new format to herd planning that will effectively: Provide a consistent approach to managing all woodland caribou herds in BC Recognize the unique circumstances of each herd Build from current (legacy) caribou management plans Consider First Nations’ and stakeholder interests and ideas Be included in larger regional plans Completed herd plans will describe the status of each herd, and the threats faced by that particular herd. The plans will take note of previous actions, and actions that are planned to take place in the future. As we implement the herd plans, the Program will carefully monitor to which extent and magnitude the caribou respond, and modify its actions as accordingly. Herd plans will help us document our decisions and discuss issues with First Nations and with stakeholders. The Native Land Policies of Governor James Douglas
The Native Land Policies of Governor James Douglas Cole Harris* n British Columbia, as in other settler colonies, it was in the interest of capital, labour, and settlers to obtain unimpeded access to Iland. The power to do so lay in the state’s military apparatus and in an array of competences that enabled it to manage people and distance. Justification for the dispossession of Native peoples was provided by assumptions about the benefits of civilizing savages and of turning wasteful land uses into productive ones. Colonization depended on this combination of interest, power, and cultural judgment. In British Columbia, approximately a third of 1 percent of the land of the province was set aside in Native reserves. The first of these reserves were laid out on Vancouver Island in the 1850s, and the last, to all intents and purposes, during the First World War. Not all government officials thought them sufficient, and during these years there were two sustained attempts to provide larger Native reserves. The first, in the early 1860s, was associated with Governor James Douglas, and the second, in the late 1870s, with Gilbert Malcolm Sproat, an Indian reserve commis- sioner who knew Douglas and admired and emulated his Native land policies. Both attempts, however, were quickly superseded. Douglas resigned in April 1864. His Native land policies were discontinued and some of his reserves were reduced. Sproat resigned in March 1880, and over the next almost twenty years his successor, Peter O’Reilly, allocated the small reserves that the government and settler opinion demanded.
