CHAMBERLINt Since Congress' initialregulation of broadcastingin 1927, broad- cast licensees have been required to peiform according to the public interest. The Federal Communications Commission has defined the "'ublic interest" to include requirements that licenseesprovide public issues programming. Recently, much of a complex regulatory system has been abandoned, andfurther deregulation of broadcastprogram- ming is being considered This deregulationhas addedsignfficance be- cause of the new communications technologies that are emerging. Professor Chamberlin analyzes the attempted regulation of issue-oi- entedprogrammingsince 1927,focusingparticularyon theperiodfrom 1960 to the present. The major regulatoryprinciples of public issues programmingare discussed,as are the efforts to dismantle this system. Professor Chamberlinconcludes byprovidingrecommendationsfor any new regulation ofpublic issues and informationprogramming.
