LONG ISLAND SWAP MEET . SFX is swapping its stations for Chancellor Broadcasting's collection in Jacksonville. The deal will give Chancellor hot AC WBLI, Patchogue; rock simulcast WBAB -FM, Babylon and WHFM, Southampton; and news -talker WGBB, Freeport, NY in exchange for its CHR WFYV -FM, Jacksonville and rocker WAPE -FM, Atlantic Beach, FL, plus $11 million cash. SFX will have six stations in Jacksonville as it is just about to close on Prism Radio Partners WOKV, WPDQ, WIVY, and WKQL. Chancellor will add the Long Island stations to its WALK -AM & FM. It also services much of Long Island with WHTZ, Newark NJ.

AN OLD -FASHIONED COMBO DEAL . Evergreen Media is spending $65 million to give its brokered AM- -WVCG, Coral Gables - -a sister. The company will pick up The Rivers Group's urban WEDR in a cash deal. The deal should close in late 1996. The Rivers Group's gospel /urban AM, WRBD, Pompano Beach, is not included in the deal. Charles Giddens of Media Venture Partners brokered the deal.

WASHINGTON THIS WEEK Two AM stations lost their licenses this week after being silent for more than a year. KGPL, Dermott AR, owned by KXSA Radio, Inc., has been silent since 1993. Prather -Breck Broadcasting's KRDG, Redding, CA has been dark since November, 1994.

The Commission has extended the comment and reply date regarding its rule making proposal for new EEO rules or policies. Twenty petitioners filed a motion to extend the comment period to July 31 from July 1, 1996 because they are doing "extensive research on broadcast stations' EEO practices" and staff shortages cause it to be "physically impossible to complete this task by July 1. Comments are due by July 31, replies August 12. The Commission's EEO forfeiture schedule was vacated on February 8, 1996.

Texas Coast Broadcasters, Inc., licensee of KNUZ and KQUE, Houston will have to cough up $18,500 for alleged EEO violations, including poor recruitment efforts and record -keeping. The FCC claims the station didn't respond to the Notice of Apparent Liability issued February 6. There is a sale pending on the two stations to SFX Broadcasting.

The Commission has denied an NAACP petition for reconsideration of a decision to fine Eagle Broadcasting's WHCU and WYXL, Ithaca, NY $6,250 and impose reporting conditions for EEO self- assessment violations. The NAACP wanted a license renewal hearing, which was denied as the Commission found the NAACP had not demonstrated that the original decision contained a material error or omission.

WASHINGTON THIS WEEK (cont'd) The Emergency Broadcast System Advisory Committee has new life after being renamed as the National Advisory Committee. The committee's charter was amended as a result of the new Emergency Alerting System. Committee membership is appointed by the FCC for two year terms representing broadcasting, cable TV, satellite, multipoint distribution service, the non -English speaking and hearing and seeing impaired, state and federal agencies, FEMA, and the National Weather Service.

The NAB has come out in opposition to an FCC Rulemaking Proposal that would put an expanded burden on broadcasters to solve blanketing problems. The Commission has proposed to modify and extend the blanketing interference rules for television stations. NAB asks that the Commission put the responsibility on equipment manufacturers who "should adhere to more stringent standards." In the press release, the NAB goes on to say, "To ask broadcasters to compensate for the inadequacies of the interfered with equipment would be 'unreasonable''. The NAB also believes that since television is converting to digital broadcasting and there have not been enough complaints to warrant any action, there's no reason to adopt new rules. ELSEWHERE

Z- Spanish Network is making another major purchase in the Chicago area. It will spend $7 million for Milner Broadcasting's CHR WBUS, Kankakee, IL. Z- Spanish recently purchased WZCH, Dundee, IL and WWJY, Crown Point, IN for $3.6 million.

Osborn Communications is buying classic rocker WYNU, Milan, TN from Andrew Jackson Broadcasting Corp. for a whopping $3.6 million in the Jackson, TN market. Osborn also owns news -talker WTJS and country WTNV there. The properties will be operated separately till the deal closes, which is expected to be around year -end.

Sound Communications is buying an instant duopoly in the Fayetteville, NC market. It will buy Atlantic Broadcasting's urban WZFX, Whiteville, NC and Lumbee Regional Development Assn.' gospel WYRU, Red Springs, NC and urban WLRD, St. Pauls, NC. No terms were disclosed. This is the first purchase for the newly- formed company.

The Tallahassee, FL and Wilmington, NC radio markets are being added to The Arbitron Company's 1997 Fall roster of survey markets, bringing the number of new markets being measured in Fall to 35.

According to the RAB, the radio industry has enjoyed its 45th consecutive month of revenue gains in May 1996, as combined local and national spot advertising revenue increased 6% vs. the same month in 1995. Local revenue increased 6% and national spot revenue posted a 5% increase. Year -to -date combined revenues gained 6% through May 1996. These figures are based on the RAB Radio revenue index of more than 100 markets.

Mario Cuomo left his weekend radio gig to work on Bill Clinton's reelection campaign and to do some on- camera work for CNN's show "Late Edition ". SW Networks will continue feeding "best -of" programming and guest hosts through September.

TAPSCAN announced the formation of TAPSCAN WORLDWIDE to manage and explore new markets and opportunities. TAPSCAN is the leading provider to the media software systems industry. Drew Simpson will be President /COO of the new division.

New York -based SportsFan Radio Network has gone live 24- hours, seven days. It's added an additional 35 hours of live programming during the weekdays from 8AM -3PM ET. The new additions to the line -up are SportsFan Clubhouse which includes highlights of what happened last night and why and who's in the news today. The Sports Grill with live guests, telephone interviews and listener calls. TICHENOR TEAMS WITH CLEAR CHANNEL. . . The mega deal this week is the planned merger of Heftel Broadcasting and Tichenor Media. The combined group will then be purchased by Clear Channel Communications in a deal valued at $210 million for Tichenor and $480 million for Heftel. The combined operation will be called the "New" Heftel --42% owned by non -voting Clear Channel stock --33% by voting Tichenor- shares. The rest (25 %) will be public. The deal creates the largest Spanish - language radio company in the U.S. Inside Radio reports the Tichenor /Heftel merger exchanges Tichenor stock for 5.68 million class A common shares of Heftel plus $3.2 million cash. When the dust settles Clear Channel will have 36 more stations, most of them in top 10 markets, bringing its U.S. station count to 128. Bill Steding of Star Media Group brokered the Tichenor /Heftel merger and the Clear Channel purchase.

ARBITRON KEEPS ABILENE A SECRET. Arbitron has dropped Abilene, TX as a measured market and will not release the results cf the just completed Spring book after the company discovered that non -subscribing stations were getting their numbers from other sources and there were no other stations paying for the book. The decision to drop the market was made after last- minute negotiations with those involved were unsuccessful. Abilene was a Spring only market ranked at #218 with a population of 121,900.

WASHINGTON THIS WEEK

The Commission has canceled the license of Clarence E. Jones' WMNY, Elloree, SC. The station has been silent since 1994. Red River Broadcasting's KMOA (AM), Kensett, AR no longer has a license after being silent since 1993. Oakhill- Jackson Economic Development Corp.'s KOJC (FM), Cedar Rapids, IA also lost its license after being silent longer than one year. Sidney Broadcasters' KGCX and KGCH -FM, Sidney, MT have also been revoked since both have been silent since August, 1993. Davel Broadcasting Group's KLZE (FM), Owensville, MO is gone after being silent since September, 1994.

Diamond State Broadcasting, Inc.'s KCCL, Paris, AR has been designated for hearing to show cause why its license should not be revoked. It's been cff the air since February of 1993. Great American Broadcasting of Hutchinson, Inc.'s KWHK (AM), Hutchinson, KS has been designated for hearing as well.

Tidewater Communications' WNOR -AM & FM, Norfolk, VA and WAFX, Suffolk, VA have been renewed subject to reporting conditions and a $15,000 fine for EEO violations. Tidewater unsuccessfully argued that a recent Supreme Court decision addressing the constitutionality of a race -based preference program makes the Commission's EEO rules unconstitutional. The case, Adarand Constructors, Inc. v. Pena, 515 U.S. -- 115S.Ct. 2097 (1995) held that where questions arise as to a violation of the personal right to equal protection of the laws as a result of such programs, courts should evaluate such challenges by invoking a review method known as "strict scrutiny," where racial classifications are constitutional only if they are narrowly tailored that further a "compelling governmental interest." The Commission found that the preference program in that case is different because the EEO rule doesn't require that any person be hired based on race.

Evergreen Media's WTOP, Washington DC has had its fine reduced from $5,000 to $3,000 for sponsor- identification violations. The station claimed that a tag line on the spot was enough to satisfy the rules and that the sponsor's name "would not have been informative to listeners." The Commission disagreed but reduced the fine because of the station's history of compliance.

A translator for Moody Bible Institute of Chicago has been canceled by the Commission. The translator served the Winnemucca, NV area on 88.1 MHz.

The Mass Media Bureau's Enforcement Division has been reorganized and consolidated to, "improve efficiency, reduce levels of review, and increase flexibility of staffing so as to better respond to shifts in workload and provide the staff with a wider range of experience." In other words, more work for everyone as the Complaints and Investigations, Political Programming, and Hearing Branches are consolidated into the "Complaints and Political Programming Branch." The restructuring is effective immediately. ELSEWHERE

Osborn Communications is picking up its sixth station in Wheeling with the purchase of Burbach Broadcasting's classic rocker WEGW, Wheeling for $800,000. Osborn owns country /religion WWVA and country WOVK, both Wheeling along with recently purchased standards WBBD, AC WKWK -FM, both Wheeling and classic rocker WRIR, Bethlehem, WV.

Patterson Broadcasting will have six stations in the Savannah market after the purchase of Southeastern Broadcasting's hot AC WAEV, and gospel WSOK, both Savannah and urban AC WLVH, Hardeeville, SC. Patterson owns country combo WCHY -AM & FM, Savannah and soft AC WYKZ, Beaufort, SC in that market. The purchase brings Patterson's group total to 34 stations.

Infinity Broadcasting has signed the NFL's Baltimore Ravens, previously known as The Browns, in a five -year broadcast deal for WLIF and WJFK, Baltimore. MD. This is the eleventh NFL franchise for Mel Karmazin's Infinity.

The Country Radio Broadcasters announced plans for the 28th annual Country Radio Seminar. The 1997 show will be held March 5 - 8, 1997 at the Opryland Hotel in Nashville. The SuperFaces show, absent in years past, will return this year featuring dinner and a performance Wednesday, March 5. The Thursday and Friday Showcases have been eliminated from the program to allow record companies to do their own functions. EVERGREEN GETS THE POINT . Evergreen Media is dropping $68 million to trade up in Chicago with the purchase of AC outlet WPNT -FM from Century Broadcasting Corp. Evergreen, which already owns its legal limit of stations in the market, plans to sell off urban class A WEJM -FM, licensed to Lansing, IL to offset most of the purchase price, although it will be tough to recover that kind of dough for a suburban class A. WPNT -FM is a full class B. Evergreen Chairman Scott Ginsburg says the purchase, "upgrades Evergreen's FM holdings so that all of our signals are full power."

BROWN OUT IN SEATTLE . . . Sandusky Radio is buying another station in the Seattle market, bringing its total there to five. It will spend $29.25 million on Brown Broadcasting's soft AC KRWM, Bremerton, WA. Sandusky already owns standards KIXI, Mercer Island and AC KLSY -FM, Bellevue and recently purchased Park's business news KEZX and jazz KWJZ. Peter Handy of Star Media brokered the deal.

More silent AM stations have been revoked and deleted this week: Cen -Ten Broadcasting's KJCO, Yuma, CO, silent since 1993. Hori zon Broadcast Communications' WHLV, Hattiesburg, MS, silent since mid -19 95. Augustus Broadcasting Network's WTXQ, Andalusia, AL, silent since 1991. Diamond State Broadcasting's KCCL, Paris, AR, silent since February, 1993. Sumter Broadcasting's WDEC, Americus, GA, silent since 1993.

American Family Association has a bit of a dilemma in Bentonville, AR. AFA has (well, uh, had) a construction permit for a new station there. It's even been granted the call letters KAPG. The grant has been rescinded and returned to pending status after a competing applicant successfully petitioned the Commission to reconsider the grant. Its application got lost on the desk of a Commission staffer after the blizzard earlier this year buried the FCC in paperwork. The allocation must now go to hearing to decide who will win the frequency.

Commissioner Susan Ness has a new legal advisor. She's Anita L. Wallgren, who will assist on mass media and cable television issues, as well as other areas. Wallgren was most recently VP /Legal & Business Affairs for SW Networks in New York. ELSEWHERE

Jacor Broadcasting can breathe a little easier as the anti -trust division of the Justice Department has put its stamp of approval on the eight station combo formed in Denver by the purchase of Noble Broadcasting for $152 million. Inside Radio reports federal official had until July 12 to object to the deal, but let the deadline pass. Jacor now has a combined share of 31.3 in Denver with KBCO -AM & FM, KHIH, KHOW, KOA, KTLK, KRFX, and KBPI.

This week's group merger puts two medium -market powerhouses together. Citadel Communications and Deschutes River Broadcasting will combine for a collection of 55 stations either owned or operated. The new group will own big chunks of medium and small markets in , Washington, and Oregon. Deschutes owns station groups in Billings, Bozeman, Medford /Ashland, Tri -Cities WA, and Walla Walla while Citadel is in Albuquerque, Colorado Springs, Salt Lake City, Modesto, Reno, and Spokane. Terms of the deal were not disclosed.

Alfredo Alonso's Mega Broadcasting is buying into the Philadelphia market. $1.57 million will buy Willis Broadcasting's gospel AM WURD. Mega will convert the format to Spanish - language programming and expects to close in 60 days. Alonso was GM at Heftel's WPAT -FM, Paterson, NJ (New York) and also owns Radio & Musica magazine.

Patterson Broadcasting is buying its second FM in the Pensacola market. It will buy hot AC WWSF from Riggs Radio Corp. for an undisclosed amount. Patterson already owns country WXBM -FM, Milton, FL. WWSF has a booster in Fort Walton, FL. The LMA begins immediately.

Eau Claire, WI -based Phillips Broadcasting will own or operate six stations in its home market with the purchase of country /sports WBIZ and CHR WBIZ -FM from Americus, L.P. The purchase price was not disclosed. Phillips manages StarCom's country WQRB, Bloomer, WI; farm /country WMEQ and classic rocker WMEQ -FM, Menomonie, WI; and WVXD, Chetek, WI - -a new CP to be on later this year. The LMA begins immediately.

N. John Douglas' Douglas Broadcasting is buying a station in the Seattle market to air his Personal Achievement Radio network. Country Gold Network will sell KBLV, Bellevue for $450,000 to Douglas, which will air motivational programming relayed from Douglas' KYPA, Los Angeles.

The only three -way time sharing arrangement for a single frequency will become a two -way share as Diamond Broadcasting's only remaining Chicago station, WSBC, is buying Grayce Seablom's WCRW, Chicago for $762,500. Those two stations have shared the 1240 KHz frequency with Foreign Language Broadcasters' WEDC, which broadcasts from Midnight to 6 am, 8:30 to 10 am, 3:30 to 5 pm, 7 to 8 pm, and 10 to 11 pm. WSBC now has the frequency when WEDC does not. All three stations program foreign - language broadcasts.

Williams Communications is buying KMIS (AM), Portageville and KMIS -FM, New Madrid, MO from Julie Sweet and Shelley Rudd for $425,000. Williams owns stations in Ripley, TN and Somerset, KY. Randall Jeffery of Media Venture Partners brokered the deal.

MSNBC, the new cable news channel venture of Microsoft and NBC, will have a new morning host soon as Infinity -owned WFAN, New York's Don Imus will simulcast his morning radio show on the net from 6 am to 9 am. The simulcast begins September 3.

Rush Limbaugh is giving up his television show after clearance times for the show keep getting pushed back. Limbaugh is disappointed as new networks are providing more late night fare, pushing him out of his time slots. The show is syndicated by Multimedia Entertainment, but will be discontinued some time this fall. Limbaugh will continue with his radio show. There is speculation that Rush may show up on the Fox Network at a later date because Roger Ailes, Chairman /CEO of , is the executive producer of Limbaugh's TV show.

The NAB has announced the Marconi Awards nominees. The winners will be announced October 12 during the NAB Marconi Radio Awards Dinner in L.A. during the fall show. There are 100 nominees in 22 categories for this year's awards. Ballots will be mailed to member stations in mid -August and must be returned by September 6. Legendary station of the year nominees are classical KING -FM, Seattle; news KNX, Los Angeles; news -talk KSL, Salt Lake City; talk /oldies WHAS, Louisville; and news WJR, Detroit.

Interep released the findings of its analysis on the share of national spot radio advertising dollars by demographic target in the top 10 radio metros. The findings show that the percentage of dollars going toward the Adult 25 -54 demo is still the most targeted demographic group by a wide margin but declined slightly from 1994 to 1995.

Children's Broadcasting Corporation (CBC) announced that it is a developmental partner with Children's Radio Broadcast Co. Ltd. (CRBC) in bringing Radio AAHS to the London airwaves. CBC will own 24.9% of CRBC. CRBC recently applied for an FM license in the London market where the format will be replicated. The license will be awarded by year's end although there is no guarantee that it will go to CRBC.

"The Black Avenger" Ken Hamblin has switched syndicators. Entertainment Radio Networks pulled the show after two years because of poor clearances. Premiere Radio Networks has picked him up. ERN will announce a replacement next month.

Jones Satellite's Crook & Chase Country Countdown is offering holiday "CenterStage" specials which will feature four -hour music and interview shows for Labor Day, Thanksgiving, and Christmas. For more info, call (303) 784 -8700.

According to Inside Radio, Radio Network will debut a new "Work & Family" radio show. The two -hour weekend show will be hosted by veteran Journal columnist Sue Shellenbarger. The nationwide roll -out is scheduled for Saturday, September 7 with live feeds from 10 am - noon. This is the Journal's first venture into regularly -scheduled long -form talk programming.

Sports Byline announced "Sports Byline Spanish," a three hour sports talk show that will air Monday- Friday from 10pm to lam ET, beginning January, 1997. It is the first national, Spanish - language sports program and will focus on sports traditionally associated with Hispanic audiences, such as soccer, boxing and baseball, as well as on the NFL, NBA and NCAA. The show will feature nightly interviews with major Spanish- speaking sports personalities and fans will be able to talk to their sports heroes via a toll free 800 number. Bailey Broadcasting Services' "RadioScope: the Entertainment Magazine of the Air" has been awarded several honors from the National Association of Black Journalists. Desireia Valteau won first place in the documentary /feature category with "Can Slavery be Blamed for Everything ?" and Kim Cohn won first place in the news category for her feature "Have Black Athletes Stepped Up to the Plate ?" The awards will be presented in Nashville this summer and the winners will be featured in a commemorative book.

Universo, a two minute daily Spanish - language astronomy radio program produced by The University of Texas at Austin, now airs on 136 stations and reaches 28 of the top 30 Hispanic markets. Universo focuses on astronomy and space science, including sky watch information, space program updates and explanations of everything from the composition of stars to new celestial discoveries. Patch Products, a board game manufacturer which specializes in games that can easily be played over the radio, is introducing a new game called Mad Gab. Patch supplies radio stations with monthly sheets of clues and provides copies of the board games to be given away during play. There is no charge to the station, but the station must mention the name of the game and that it is available at "fine stores everywhere." The game is offered on a format- exclusive basis. AAAA CONCERNED ABOUT RADIO. . . Radio mergers facilitated by the Telecommunications Act have ruffled some feathers at the American Association of Advertising Agencies (AAAA). The organization that claims to be responsible for 80% of national advertising says the new rules may distort advertising prices, "thereby undermining the diversity of programming available to the public." The organization wants to see the FCC develop conditions that would prohibit monopoly pricing, require owners offer unbundled pricing on all owned stations, and prohibit cross -station makegoods. The AAAA says Jacor Broadcasting's pending purchases in Tampa and Cincinnati seem to be going down the right path as Jacor has said they'll keep the sales staffs separate.

CAPSTAR TAKES THE FAST- TRACK. . . Steven Hicks' Capstar Broadcasting Partners, backed by his brother Tom Hicks, has announced plans to acquire Frank Osborn's Osborn Communications for just over $100 million. The cash deal has Capstar picking up Osborn's outstanding stock at $15.375 per share for 17 stations in six markets: Dayton, OH; Ft. Myers, FL; Asheville, NC; Wheeling, WV; Gadsden, AL; and Jackson, TN. No mention of what happens to the purchase option for WING -FM, Springfield, OH (Dayton), presently in an LMA with Great Trails Broadcasting's WING and WGTZ. Also in question is Osborn's half- interest in WDRR, Carlos Park, FL (Ft. Myers). The deal brings to 50 the number of stations Capstar has agreed to acquire after announcing it will buy Commodore Media earlier this month. Frank Osborn will stay on with the new venture.

Westinghouse and Infinity Broadcasting filed papers with the FCC and the Justice Department hoping to entice them into approving the $4.9 billion merger. The papers outline a plan to sell two Chicago radio stations to minority owners and add on -air radio "Parents' Program Guides" for CBS' educational television programming schedule that will air on the company's radio stations. Westinghouse /Infinity claim the radio guides will be heard by over 850 million radio listeners each year. The new group has not disclosed which stations in Chicago will be sold nor who the minority broadcasters might be.

The FCC's 1996 fee schedule has been released. It's no surprise that most fees are up from last year. Here's the radio list:

EEO problems will cost Emmis Broadcasting's WCDJ, Boston $15,000 and reporting conditions. Emmis had record -keeping problems that originally cost $18,750. The Commission dropped the fine down after reviewing the-station's compliance record. The same problems for Benchmark's WTAR /WLTY -FM, Norfolk, VA and WKOC, Chesapeake, VA will cost $12,000 and reporting conditions. ELSEWHERE

American Radio Systems strikes again, this time in the Fresno market. It will buy Osborn Communications' country combo of KNAX and KRBT for $11 million, bringing its total stations in that market to five. It already has country KSKS, classic rocker KKDJ, and news /talk KMJ. The LMA begins August 1.

Nationwide Communications is planning to pick up classic rock KGB and standards KPOP from Brown Broadcasting in the San Diego market. The acquisition gives Nationwide three stations there as it owns classical KFSD. The LMA begins soon.

A duopoly grows in Champaign- Urbana as a local group Liberty Radio II buys rocker WHZT, Mahomet, IL for $900,000 from Odyssey Broadcasting. Liberty owns CHR WQQB and rocker WZNF, both Rantoul, IL. The LMA begins immediately, and the deal is expected to close this fall.

In a July 19 meeting, the National Public Radio Board approved major revenue and distribution initiatives. The Board also authorized the establishment of a task force to oversee a one -year Internet experiment set to begin October 1, 1996. During the experiment, NPR member stations will be permitted to distribute national programming, such as and from their Internet sites. The Board authorized adoption of the Rural Station Discount Policy, which will enable stations who provide the only NPR service to small populations and meet certain financial qualifications to receive a discount of 70% for fiscal year 1997 which changes to 65% thereafter.

Interep Research released a presentation entitled "What About Radio," which focuses on the benefits and unique features of radio, in comparison to and in conjunction with other media. The reports compares radio against television and cable, newspapers and magazines, and outdoor. It also discusses radio's reach and cost efficiency versus other media. Interep has launched CityNets, an unwired network which consists of radio stations in the top 20 markets. CityNets allows an advertiser to go into target markets and buy a network of radio stations in that market to replace or compliment a newspaper campaign. The market list will be expanded in 1997. Salem Radio Network announced it has signed Republican presidential candidate Alan Keyes to host a new daily nationwide radio talk show. The Alan Keyes Show will debut Monday, September 2 and will air from 10 am to 1 pm ET. The show will feature occasional high visibility guests but will primarily focus on interaction between Keyes and callers from around the country. For more info, call (214) 831 -1920.

Ray De La Garza has left ABC Radio's to Estrella Radio Networks. The new venture will syndicate short and long -form Spanish programming both domestically and internationally. Anthony Bass has joined The Interep Radio Store as Vice President, Urban Marketing. Bass comes from Savior Marketing Associates, a promotional event management company he founded in 1994. He will work with advertisers and stations on developing radio campaigns to reach the urban market.

COAST -TO -COAST WITH ARS. . . American Radio Systems is still on a buying spree. It picked up two stations in Worcester, MA, two in Fresno, and three in Sacramento. The Worcester /Boston purchase includes rocker WAAF and sports WWTM, both Worcerster -from Zapis Communications for $24.8 million. ARS owns two AM's and two FM's in nearby Boston: talk WRKO, sports WEEI, and hot AC WBMX, all Boston; and 70's oldies WEGQ, Lawrence. In Fresno, it picks up Regional Mexican twins KOQO (AM), Clovis, CA and KOQO -FM, Fresno, CA from D &V Equinox, Inc. for $6 million. It's buying oldies KXOA (AM), classic rocker KXOA -FM, and new rock KQPT, Sacramento from The Brown Organization for $50 million. When all is done, ARS will own eight stations in Sacramento (five FM /three AM) and seven in Fresno (five FM and two AM).

CBC AND DISNEY WON'T PLAY TOGETHER. . . Disney -owned ABC Radio is getting out of its barely -off -the- ground joint venture with Chris Dahl's Children's Broadcasting Corp. in order to launch its own children's web. Dahl, in a press release, stated ABC's intention "presented a conflict for Disney /ABC." ABC was to provide advertising and affiliate sales, research, marketing, and promotion to CBC. ABC's test of a 24 -hour kids format should be in a couple of major markets by the end of this year. Just days before the announcement, CBC, in a press release, said

". . . it was an appropriate time to examine all opportunities to benefit the

company and its shareholders." It has retained Southcoast Capitol Corp. to ". . . study a number of alternatives including possible joint venture opportunities, a sale or a merger."

The renewal application of Jotocon Communications' WBEM, Windber, PA was dismissed this week. The station has been silent since 1991.

Radio Dinuba's KRDU and KJOI -FM, Dinuba, CA will spend $17,500 for EEO fines and will have to deal with reporting conditions after the FCC found poor assessment and record -keeping. Ridge Harlan's KUBA, Yuba City, CA was hit for the same penalties for poor recruiting efforts. The NAACP's petitions to dismiss the stations' renewal applications were denied. Bloomington Twin Cities Broadcasting Corp.'s WJBC and WBNQ, Bloomington, IL will be subjected to reporting conditions for poor record -keeping, but will not have to pay any fine.

Sandab Communications LP II's WTTB and WGYL, Vero Beach, FL got through a petition filed by the National Rainbow Coalition alleging "extremely low minority employment." Sandab countered with documentation of meetings with local minority recruitment sources in an attempt to up minority referrals. The Commission found that Rainbow failed to establish a case. Sandab's stations were renewed without any conditions or penalties. ELSEWHERE

Jacor Broadcasting has picked up three stations in the Sarasota market for $12.5 million. New Wave Communications is selling news WSPB and oldies WSRZ -FM, Sarasota and rocker WYNF, Coral Cove, FL. The purchase combos the trombo with oldies WAMR and country WCTQ, both Venice, FL. It also owns stations in Jacksonville and nearby Tampa. Blackburn & Company brokered the deal for New Wave.

American Broadcasting Systems two stations in the Phoenix market were sold at auction in U.S. Bankruptcy Court. The Spanish -AC stations, KVVA -AM, Phoenix and KVVA -FM, Apache Junction for a combined $13.475 million. The AM went to Pulitzer Broadcasting, which owns news /talk KTAR and soft AC KKLT for $4.925 million. Z Spanish Network picked up the FM for $8.55 million.

Max Media Properties, L.L.C. is buying three more stations in the Norfolk market, bringing its total there to five. It will buy soft AC WFOG, Chesapeake, VA and its sister WFOG -FM, Suffolk, as well as hot AC WPTE, Beach for $15 million. Max owns AC WWDE -FM, Hampton and dance WNVZ, Norfolk. Blackburn & Co. brokered the deal.

Former ABC Radio President Jim Arcara has formed a new radio company in conjunction with Clear Channel Communications. David Arcara will be the company's President /CEO. They will buy Maximum Media's news /talk WQBK (AM) and new rock WQBK -FM, both Rensselaer and new rock WQBJ, Cobleskill, NY for $7.5 million as well as rocker WZRQ, Ballston Spa. WZRQ is already owned by David. The stations serve the Albany, NY market. Blackburn & Company brokered the deal. The LMA will begin immediately.

Zimmer Broadcasting is doubling up in the Cape Girardeau market with the purchase of sports KGIR and rocker KCGQ -FM, Gordonville, MO. Target Media, Inc. is giving up the stations for $1.35 million. Zimmer already owns country KEZS -FM and news /talk KZIM there, as well as nine other stations in .

Point Communications is buying into Savannah. Furman Selz Investments will give up urban WSGF, Springfield, GA. No terms were disclosed. Point, through its subsidiary Savannah Communications, has been managing rocker WIXV and news /talk WBMQ, which are owned by Radio Southeast. It will manage WSGF beginning immediately.

Southern Broadcasting Corp.'s country combo of WPTX and WMDM -FM, Lexington Park, MD have been sold to Patuxent Radio Partners for $800,000. Milt Mounts of Media Services Group brokered the deal.

Atlanta -based will spin off the radio division into a public company of which 30% will be offered to the public. According to Knight Ridder /Tribune Business News, the company plans to raise $120 million to pay off debt and fund the acquisition of NewCity Communications. Pending regulatory approvals, the stock should be available this fall.

Salem Radio Networks has purchased the contemporary Christian music service The Word In Music, which is based in Colorado Springs, CO. No terms were disclosed. Salem will take over the affiliate and advertising sales shortly, which were previously 'handled by Denver -based Jones Satellite Networks.

According to the RAB, the Radio industry enjoyed its 46th consecutive month of revenue gains in June, 1996, as combined local and national spot advertising revenue increased 6% vs. the same month in 1995. Local revenue increased 5% and national spot revenue posted a 9% increase when compared to last June. These figures are based on the RAB revenue index of more than 100 markets.

ABC Radio Networks announced a new radio feature called From the Archives of the History Channel," highlighting the greatest memories and milestones from the 1950's to present day. The 60- second feature, with actualities and audio clips spotlighting each days most important events, debuts on September 2. The feature is available as a fully -produced, hosted segment with scripts and audio feeds ready for immediate broadcast or in a version with the materials needed for on -air broadcasts, including scripts and produced audio beds, but is packaged for local station production and customization.

National Public Radio's Board of Directors elected four member station managers and two public members to the organization's Board of Directors. Those elected were: James V. Paluzzi, GM of KBSU -FM, Boise, ID; Jack Mitchell, Director of Radio for , Madison, WI; Don Mullally, Director of Broadcasting and GM of WILL -AM, FM & TV, Urbana, IL; and Jon Schwartz, GM of , Laramie, WY. Public members elected were Patricia Diaz Dennis, Sr. VP and Asst. General Counsel, SBC Comms., Inc., San Antonio, TX, and Chase Untermeyer, Director of Public Affairs for Compaq Computer, Houston, TX. Terms will begin in November, 1996. Also elected to a non -Board position on the Distribution Committee was Kimberly L. Haas, an Executive Producer associated with PA Public Radio Associates, Inc.
