Gender on the Billboard Hot Country Songs Chart, 1996-2016 Jada Watson (University of Ottawa) [email protected] In May 2015 radio consultant Keith Hill revealed that country radio programmers have strict rules on how many female artists can be included in airplay rotation. Referring to females as the “tomatoes” of the country salad, Hill’s remarks have sparked debate about gender-representation in country music. This paper examines gender-related trends on Billboard’s Hot Country Songs chart between 1996 and 2016, aiming to investigate how female artists have performed on the charts over this two-decade period. Analyzing long-term trends in frequency distribution, this study uses statistical results to unpack assertions made about women’s marginal status in country music. Keywords: country music; gender; Billboard charts; radio Introduction: #TomatoGate In a 26 May 2015 interview with Russ Penuell of Country AirCheck on the subject of country radio scheduling and ratings, consultant Keith Hill spoke candidly about how female artists factor into the format’s airplay rotation: If you want to make ratings in Country radio, take females out. The reason is mainstream Country radio generates more quarter hours from female listeners at a rate of 70 to 75%, and women like male artists. I’m basing that not only on music tests from over the years, but more than 300 client radio stations. The expectation is we’re principally a male format with a smaller female component. I’ve got about 40 music databases in front of me and the percentage of females in the one with the most is 19%. -

Christmas may be the most wonderful time of the year for AC stations that trade Sam Smith for sleigh bells. But the holiday format is more like Mr. Grinch to country radio. No format takes a bigger ratings hit from the seasonal format than country. Nielsen analysis shows the average country station’s 6+ share declined by 13% from the November survey to the Holiday book in each of the last two years. This year the holiday audience churn comes as country is coming off a four-month ratings slide. In what Nielsen says is unprecedented for the format under PPM measurement, country’s shares have been trending down since August. Despite the erosion, country still has enviable ratings: No. 3 in 6+ (8.0), No. 2 in 18-34 (9.2) and No. 2 in 25-54 (7.8). Based on historical trends, those shares are expected to sag in the next two surveys. How big will the Christmas ratings kiss be for AC? Last year, the average soft AC’s ratings surged 83% from the November survey to the Holiday book while AC shot up 61%. Track the fast-growing number of stations converting to all Christmas programming, continually updated at InsideRadio.com. Bucking trend, a country station owns Christmas in Kansas City. In a market with three strong country stations, one of them has boosted its ratings by commandeering the Christmas position for a fourth consecutive year. -

The Local Radio Station Ownership Rule in its current form, including current numerical maximums on the number of AM/FM radio stations that one owner can own in a single market, and also including the current AM/FM subcaps, remain necessary in order to promote diversity, competition, and localism in AM/FM radio in local communities served. Importantly, the Commission should not expand its current definition of the relevant product market beyond broadcast radio stations for purposes of analyzing the Local Radio Station Ownership Rule. The Commission must not abdicate its legal obligation to promote the public interest in diversity, localism, and competition in radio broadcasting at local market levels by applying a purely competitive analysis of how the AM/FM radio industry is perceived to compete with other audio and Internet platforms for global advertising revenue. -

Abstract This thesis analyzes facets of resistance in the lyrics of female country music performers and explores how their articulations of female resistance draw on and rework Appalachian folk traditions within country music. Beginning with the musical practices of Appalachian women, who used music to lament their lives restricted by domestic responsibilities, this thesis examines expressions of female resistance through lyrical analysis, with a concentration on female country performers from 1995 to the present. Despite evolving into a performance tradition, female resistance in country music continues to address the lived experiences of its female audience. As such, the female resistance tradition is an enduring component of country music that has addressed women’s issues for over a century. -
