Capstar Partners will spend $60 million for twenty stations in four separate transactions covering five markets. Terms of the individual deals weren't disclosed. Two of the deals involve Point Communications, which is the managing partner of six stations in Madison, WI and owns five in the Roanoke - Lynchburg area, owned through a subsidiary. In Madison, the stations are standards WTSO; CHR WZEE; news -talk WIBA; rock WIBA -FM; new rock WMAD -FM, Sun Prairie, WI; and soft AC WMLI, Sauk City, WI. In Roanoke - Lynchburg -- simulcast WLDJ, Appomattox and WRDJ, Roanoke; urban oldies WJJS, Lynchburg; and dance combo WJJS -FM, Vinton, and WJJX, Lynchburg. The third deal gives Capstar three stations in the Yuma, AZ market, including oldies KBLU, country KTTI, and classic rocker KYJT, from Commonwealth Broadcasting of , LLC. Finally, COMCO Broadcasting's Alaska properties, which include children's KYAK, CHR KGOT, and AC KYMG, all Anchorage; and news -talk KIAK, country KIAK -FM, and AC KAKQ -FM, all Fairbanks.

WE DON'T NEED NO STINKIN' LICENSE . It's spent almost ten weeks on the air without a license, but the new religious -programmed station on 105.3 MHz in the Hartford, CT area, is being investigated by the Commission's New England Field Office. According to the Hartford Courant, Mark Blake is operating the station from studios in Bloomfield, CT, and says that he "stands behind" the station's operation. Although there have been no interference complaints filed, other stations in the area are claiming they are losing advertising dollars to the pirate. The station could be fined up to $100,000 for each day it is on the air.

The request to amend the FM Table of Allotments to add a channel on 95.5 MHz to Asbury, IA was incorrectly issued by the Commission for class A and should be corrected to spec.fy class C3. Replies should be submitted no later than February 12, 1997. A correction to the FM Table of Allotments for Humboldt, KS was issued to show comments due March 24, replies April 8. THIS WEEK

The Commission renewed the Lutheran Church / Synod's licenses for KFUO (AM & FM), Clayton, MO for a full term, subject to reporting conditions based on the Church's failure to comply with EEO requirements. In addition, the Commission concluded that the Church made misleading statements about its EEO practices but, in view of a pertinent provision of the statute of limitations, imposed a forfeiture of $25,000, reduced from $50,000, for this misconduct. Specifically, the Commission questioned the licensee's affirmative recruitment efforts and noted in particular that its reasons for failing to recruit -- among them, that it required "Lutheran training" and "classical music expertise" for certain positions -- unacceptable because they had a direct adverse impact on the recruitment of African Americans. The Church argued that the Commission's requirements violated its constitutional right to religious freedom. In response, the Commission pointed out that, where a job position has no substantial connection with program content, enforcement did not violate a licensee's First Amendment.

License renewals for Guaranty Broadcasting Corp.'s KJIN(AM) and KCIL(FM) in Houma, LA were granted subject to reporting conditions and a Notice of Apparent Liability for forfeiture in the amount of $10,000. A Petition to Deny the renewals was filed by the Southern Region of the National Rainbow Coalition alleging EEO Rule and policy violations. The Commission found no evidence of employment discrimination, but the licensee's overall EEO efforts with respect to minorities was deficient and it failed to provide correct information concerning its renewal year upper -level hires.

The Commission denied Talkline Broadcasting's Application for Review regarding a letter ruling by the Mass Media Bureau on the assignment of license for WLIR(AM), Spring Valley, NY from Tsooris Corp. to Talkline. The letter upheld the NY State court ruling that consummation of the assignment had not occurred and Tsooris remains the licensee. Talkline argued that the courts have not resolved the issue as Tsooris has been dissolved for non -payment of NY State franchise taxes and may not currently carry on broadcast business in the state. The FCC asserts this must be resolved in the courts and does not affect their determination that Tsooris is the licensee. The Motion to Stay filed by Tsooris was dismissed as moot.

On Sept. 17, 1996, the Commission adopted a Notice of Inquiry regarding its policy for waiving the Newspaper /Radio Cross -Ownership Rule. Comments were initially due to be filed by December 9, and replies Jan. 8, 1997. The Commission extended the deadlines to coincide with the comment and reply deadlines in the national ownership, local ownership, and attribution proceedings. As a result of a request by Media Access Project, and given the number of comments the Commission expects to receive, the complexity of the issues involved, and the interrelated issues raised, the Commission granted an extra 14 days in which to file reply comments. Replies are now due Mar. 21, 1997.

Ray White has been named Special Assistant to the Chief of the Mass Media Bureau. For the last four years, White was an Attorney Advisor in the Complaints and Political Programming Branch of the Commission's Enforcement Division. CANADA THIS WEEK

The CHR format may soon be an option for Canadian FM broadcasters. The Candian Radio -television and Telecommunications Commission (CRTC) is considering relaxing its twenty -year -old limits on the amount of "hit" music that FM stations can play. The limits were originally adopted to protect AM music formats against new FM competitors. In calling for comments on changes to the FM programming rules, the CRTC said that with declines in the number of hit -music -intensive AM stations over the past decade, the current law protects relatively few broadcasters and limits FM radio's ability to fill a programming niche. Rick Buckley's Buckley Broadcasting is picking up another station near Hartford, CT. It's buying talk WWCO, Waterbury, CT for $500,000 from Mattatuck Communications, Inc. Buckley has entered into an LMA -to -buy WSNG, Torrington, CT from Consumer Service Radio. It already owns standards /talk WDRC (AM) and oldies WDRC -FM, Hartford. WSNG currently simulcasts WDRC (AM), Hartford.

Rich Communications is making an exit from radio and has announced plans to sell its two remaining Buffalo stations, news - talker WGR and urban oldies WWWS, to for a modest $1.5 million. Sinclair was doing the selling for the two stations. In 1995, Rich sold classic rocker WGRF and new rock WEDG to Mercury Broadcasting.

Root Communications is spending $3.4 million cash for classic hits WRBA, Springfield, FL and country WAKT, Panama City Beach, FL, both serving the Panama City market. Styles Communications is the seller. Styles is currently in separate LMA's with Tideline Broadcasting's talker WYOO, Springfield, FL and Community Service Broadcasting's sports WDLP, Panama City Beach. -based Patterson Broadcasting adds another Pensacola station with the agreement to purchase WMEZ -FM, Inc.'s soft AC WMEZ, which also serves Mobile. Terms of the deal weren't disclosed. Patterson already owns country WXBM, Milton FL and oldies WWSF, Andalusia AL. WMEZ sister, oldies WBSR, remains with WMEZ, Inc.

Regardless of what you may have read elsewhere, Former Noble Broadcasting exec. John Lynch's Lartigue Multimedia Systems is moving forward with the purchase of American General Media's four Boise, ID stations -- standards KGEM and classic rock KJOT, Boise; new rock KQXR, Payette; and silent KCID -FM, Caldwell - -but not oldies KQOL, Boulder City, which serves Las Vegas; and country KNYN, Santa Fe and progressive KTMN, Los Alamos serving Santa Fe and Albuquerque. In documentation filed with the Commission, LMS originally planned to buy all seven stations for $26 million, but has now revised its purchase to correctly reflect only the four Boise stations.

Faircom, Inc. ventures out of its only market with the announced purchase of two Mansfield, OH stations. It's buying talker WMAN and CHR WYHT for $7.65 million from Treasure Radio Associates, L.P. Faircom owns three stations in the Flint, MI market. Joe Sitrick of Blackburn & Company, Inc. brokered the deal.

Alan Brill's Brill Media is picking up a third station in the Owensboro, KY market. It's buying country WKDQ, Henderson, KY, which also serves the Evansville, IN market, for $8 million cash from Bristol Broadcasting Company, Inc. Brill owns news -talk WOMI and country WBKR, both Owensboro. Blackburn & Company, Inc.'s Tony Rizzo and Bruce brokered the deal.

American Radio Systems is moving to the Stock Exchange under the symbol "AFM." The listing is effective February 5, 1997. ARS began public trading on the NASDAQ in June, 1995 as "AMRD." The company will issue additional stock soon to help with its purchase of EZ Communications.

For those programming to the senior audience, here's another reason why you should look a little further than 25 -54. The Consumer Electronics Manufacturers Association conducted a national survey of older Americans which gives two sharply contrasting views of the nation's senior population. One portrays a group of modern, free spending consumers whose home entertainment equipment and choices of entertainment options essentially mirror the rest of the adult population. The other depicts a group of very budget- conscious consumers who are significantly less interested than younger adults in modern technologies. Gary Shapiro, CEMA President, sums up the survey stating, "The research makes it very clear that while some segments of our industry have gained wide - spread acceptance among seniors, others still have a long way to go to reach this large and affluent market." According to the US Census Bureau, the nation's 68.2 million seniors comprise about a third of the adult population and are the wealthiest consumer segment with the largest disposable income of any group. It's spending $19 million for El Dorado Communication's 650 watt Spanish hits station, KRTO, West Covina. Cox owns talker KFI, AC KOST, and urban oldies KACE, Inglewood. El Dorado plans to keep its AM sister station, Ranchero KRRA, West Covina, which it recently purchased from Robert Burdette & Associates.

The budget represents a decrease of 100 full -time employees from 1997 and a net increase in the funding level of $30 million. The $30 million increase is requested to reimburse the General Services Administration for the initial costs associated with the move of FCC Headquarters into a consolidated facility. Of the proposed budget, $162,523,000 would come from regulatory fees collected and $56,556,000 from direct appropriations. The Commission granted the renewal of license for Chester Broadcasting Company Inc's WGCD(AM) in Chester, SC and determined Chester was qualified to be and remain the licensee of the station. WGCD suspended operations July 31, 1993 when the station's GM resigned and the licensee's principals claimed they were unable to manage the station. The station was put up for sale with plans to dissolve the corporation and surrender its license if the efforts were not successful by June 30, 1994. The efforts were not successful, but the licensee filed for license renewal in July, 1995. The license for the station was to be terminated if it failed to resume operations by Feb. 8, 1997. WGCD resumed regular broadcast operations with its licensed facilities on Jan. 4, 1997 and entered into an LMA with prospective buyer, Frank Neely, who assured the Commission that the station will have sufficient revenue and programming to continue operation until consummation of the proposed sale.

PolarComm Corp. was granted a temporary request for waiver of the Commission's one -to -a- market rule to permit common ownership of WKIZ(AM) and WEYS(TV), Key West, FL and assignment application from Spectrum Radio, Inc. The grant is subject to the condition that within twelve months of the date of consummation of the proposed assignment of WKIZ(AM), PolarComm files an application for Commission consent to assign WEYS(TV) to a new party. WKIZ(AM) has been off the air since Dec. 6, 1994 and does not meet the guidelines for a permanent waiver grant. PolarComm has six months to return WKIZ(AM) to its fully authorized facilities.

The National Association of Broadcasters filed four sets of comments urging the Commission to make substantial changes to its ownership rules. For the radio industry, the NAB supports the proposal to increase benchmarks for attribution of holders of voting stock and certain classes of passive investors, broad deregulation of station ownership, the elimination of television -radio cross - ownership restrictions, liberalizing the waiver criteria for the radio -newspaper cross -ownership rule and the proposal to count satellite stations and LMA stations only if they operate in different markets when counting stations for national audience reach limits.

Jac -Vin Religious Broadcasters, Inc.'s WJTD(FM), McArthur, OH was granted a license to cover to change its status to non -commercial.

Assignment of license for WNRJ(AM), Circleville, OH from Tel Lease, Inc. to J.G. Corporation was dismissed. The station's license was canceled and call letters deleted.

Karen Kornbluh was named Acting Director of the Office of Legislative and Intragovernmental Affairs at the Commission. She had been serving as Assistant Chief of The International Bureau.

www.americanradiohistory.com THE M STREET JOURNAL page 11 Feb. 12, 1997 ELSEWHERE Calling it "the mother of all challenges," NAB President Eddie Fritts is hopping mad at the Consumer Electronics Manufacturer's Association for its request to the FCC to allocate L -band spectrum for DAB. NAB is a proponent of the in -band, on- channel system that allows existing broadcasters to keep the frequencies they have while making the transition to DAB. CEMA didn't discuss the proposal with the NAB before making the request. So in a speech at the Radio Advertising Bureau's Atlanta board meeting, Fritts said the CEMA's "underhanded- backhanded tactics will not engender future cooperation. You can be sure NAB will be standing in the doorway to block any of your cockamamie schemes." Fritts said the NAB is also concerned about the move by Seagrams to bring hard liquor ads to radio as well as Congress' interest in free political ads. American Radio Systems' tower business got a little bigger this week as it picked up two tower companies through its "American Tower Systems" division. Terms were undisclosed for the purchase of-Meridian Communications and Diablo Communications, both of which lease tower space to hundreds of stations in the state. The deal brings ATS' total towers owned or managed to over 450.

Rumors are flying that Viacom is closer to a deal that will rid itself of its radio division. A story in USA Today reports that Infinity Broadcasting may have put in a huge bid on only one of Viacom's radio markets, which now has Sumner Redstone rethinking his strategy of selling the whole group to one buyer. The company is hoping to generate $1.4 billion from the sale of the radio division, but may have to settle for less. Viacom is trying to buy down an estimated $10 billion in debt. Westinghouse Electric Corporation announced plans to acquire TNN: The Nashville Network and CMT: Television from Gaylord Entertainment Company. The merger encompasses domestic and international operations of TNN, US and Canadian operations of CMT, including a joint venture with Shaw Cable of Canada, several cable production companies, and NASCAR Thunder, a chain of retail stores. The merger also contributes approximately $50 million of working capital. Gaylord shareholders will receive $1.55 billion in Westinghouse common stock; one share for every three shares held. At the close of the transaction, David Hall, President of Gaylord Communications Group, will join CBS Cable as President, TNN and CMT. Non -commercial news, talk, and classical station WFCR, Amherst, MA has entered into an agreement to provide programming to cross -town commercial news station WTTT(AM), Amherst. WFCR will provide National Public Radio and Public Radio International programming for broadcast by the commercial station from 10 am to 6 pm daily. WTTT will retain their local news programming in morning drive and will receive 50% of the revenues generated by WFCR from underwriting credits.

Interep announced that "CBS Radio Sales" has been selected as the name for the new company formed to provide exclusive national sales representation for CBS Radio Stations. Michael Weiss is President of the new company, which is comprised of four teams, CBS Radio Representatives, headed by Chad Brown; Group W Radio Sales, headed by Tony Miraglia; and two Infinity Radio Sales teams headed by Sue McNamara and Peggy Kafka.

Caballero Spanish Media, a division of Interep, announced it will handle national ad sales for Spanish Broadcasting System. Spanish currently owns nine stations in New York, Los Angeles and Miami, with annual billings of approximately $14 million. The stations were previously represented by Katz Radio Group.

Interep Research released a new report focusing on the role of sports in Americans' lives entitled "Sports in America /Our National Obsession." The report shows all time highs in the number of Americans participating in sports and although the big winner in sports dollars continues to be television, the report lists a variety of lifestyle and media changes that may convince advertisers that dollars are better spent in other areas - like radio. The report points to athletic shoe companies, some of the biggest spending sports- oriented advertisers, to illustrate the opportunity for advertisers to gain share of voice on radio. Broadcast Data Systems has launched a new "Preferred Data" Music Monitoring Service that enables programmers to view on- demand playlists and trends for thousands of stations in the U.S. The system continuously monitors AC, country, top 40, and modern rock stations, with more formats to be added soon. It then delivers airplay information in printed form or electronically. The system is available on a barter basis through MediaAmerica. The new company will deliver both long- and short -form syndicated radio programming including general talk and sports, as well as a la carte services for outside show producers, including market clearances, advertising sales and state- of -the- art billing and affidavit services. Media Sports Partnership was formed in February, 1996 when the McMullen Group, Inc. purchased Prime , America One Television, and Prime Sports Interactive from Liberty Sports. Among the new shows is the NASCAR program, "In the Garage with Donnie Allison." The call -in show gives listeners a behind - the -scenes look every Sunday immediately following that day's race in addition to a Monday- Friday 90- second feature, "Donnie Allison Unplugged," that gives listeners a daily look into NASCAR racing.

Radio One Networks' newest 24 -hour satellite format, CHOICE /AC, plays the hits of the 80's and 90's with "an upbeat alternative flavoring. The format is consulted by Joel Folger and programmed by Tony Mauro. The target demo for the modern AC format is 25 -54, with a core of 25 -44 year olds, skewed 60% female. The show is enhanced with local windows and liners that are delivered several times an hour allowing stations the ability to give time checks to the appropriate time zone, use calls and positioning statements, update local weather and traffic, and do contesting and remotes. Joan Rivers is stepping in to fill the shoes of the late Barry Gray on the WOR Network. Inside Radio reports the show will premiere Mar. 3 in the 7 to 9 pm weeknight time slot.

The One -On -One Sports Radio Network announced a new deal with the National Association of Basketball Coaches resulting in three interview segments during the week and a one -hour show on Sundays. The ten -minute interview segments feature interviews with nationally- ranked basketball coaches from Division 1 programs and will air Mondays at 9:25 am EST, Wednesdays at 1:25 pm ET, and Fridays at 5:25 pm EST. Sunday's show airs at 8:06 pm EST and is hosted by Larry Cotlar.

VIACOM DEAL WORTH 272 MILLION RENTALS OF "GONE WITH THE WIND" . . . Three radio giants will combine forces to form a new 103 station group valued at $5 billion with revenues of $700 million a year. Evergreen Media and Chancellor Broadcasting will put their two companies together to form "Chancellor Media Corporation." The new company will then plunk down $1.075 billion in stock to buy Sumner Redstone's radio division at Viacom. Redstone was trolling for a $1.4 billion offer on his radio collection to help pare down the company's $10 billion debt burden and was considering selling things off market by market. The mega group holds 103 stations in 21 markets, and includes at least four FM's in New York, L.A., Detroit, and Washington, , Chicago and Philadelphia. To comply with the rules, the company will have to spin an FM in Detroit, two FM's in both San Francisco and Chicago, and an FM and two AM's in Washington, DC. Evergreen's Chairman, Scott Ginsburg, will be President of the new company. Chancellor Chairman and Hicks, Muse, Tate, & Furst partner, Tom Hicks, will serve as Chancellor Media's Chairman. Steve Dinetz and Jimmy de Castro will be co- COO's. The sale is expected to close in the third quarter of 1997.

THE NETWORK HAS LEFT THE SANDBOX . KidStar, the 24 -hour children's radio network, suspended operations this week when negotiations for additional capital failed to materialize. The Seattle station, KKDZ(AM), was the flagship station for the network, which launched in 1993. About 50 people were laid off and five LMA'd stations are left without programming. They are KMPQ, Rosenberg, TX (Houston); WNFT, Boston; WDOZ, Dearborn, MI (Detroit); KDFC, Palo Alto, CA (San Francisco); and KDDZ, San Diego. Among the services offered, KidStar provided a magazine and an interactive telephone system. Advertising revenues were slow to materialize without the benefit of Arbitron ratings even though KidStar compiled names and addresses from magazine and online registrations into demographic data.

The make -up of the FCC will undergo a major change if Senator John McCain, Chairman of the Senate Commerce Committee, has his way. He's bucking to replace Rachelle Chong and retiring Commissioner Jim Quello, and fill the vacant Democratic seat with a "package" of three people. Dow Jones reports McCain has no interest in keeping Commissioner Chong at the end of her term in June, although the NAB has come out in support of Chong. The two other names in the hat are Michael Powell, who is the son of former Joint Chiefs Chairman General Colin Powell, and FCC General Counsel Bill Kennard.

More silent station licenses fell to the Commission this week. AJI Broadcasting Inc.'s, KYEG(FM), Canadian, TX had its license revoked by the Commission on December 12, 1996. The licenses for WQQW (AM) Waterbury, CT, and WLNG (AM) Sag Harbor, NY were canceled and call signs deleted February 7, 1997, after their purchase by Unity Broadcasting. Unity bought the stations in order to eliminate them so that it could expand the signal from gospel WWRL, New York.

The Commission granted a waiver of the restrictions on settlement agreements to EZ , Inc. and Allegheny Communications Group, Inc. because the settlement was proposed prior to the release of an Initial Decision in this proceeding and because the proposed payment to Allegheny exceeds the amount permitted by that rule. The Commission's freeze of comparative proceedings has precluded release of an Initial Decision in this case and, in light of the adoption of the Telecommunications Act of 1996, which eliminated the right of challengers to file applications for new facilities against an incumbent licensee's renewal application, for applications filed after May 1, 1995, the Commission's limitation on the amount to be paid to such a competing applicant in order to deter non -bona fide filings no longer serves any public interest purpose. Nine other pending requests involving similar comparative renewal proceedings will be considered under this precedent.

An Application for Review was denied by the Commission for consent to assign the licenses for KKIC(AM), Boise, ID from Northwest Broadcasting, Inc. to Western Pacific, Inc. and KJHY(FM), Emmett, Idaho from Radio Broadcasting, Inc. to Capital West, Inc. Petitioners sought to reverse the decision which granted the assignments. The two transactions were related in that the two assignors are sister corporations and the two assignees are also sister companies. The assignments were unopposed and consummated on Dec. 6, 1995. According to petitioners, both assignments were void from the start because Steve Sumner, the assignors' corporate President, acted without corporate authority. The transfer grant was affirmed but the petitioners are still litigating the related issues in an ongoing Idaho proceeding.

Northern Colorado Radio, Inc., licensee of KUAD -FM, Windsor, CO was ordered to pay a $3,000 forfeiture for violation of the Commission's sponsorship identification section of the Rules. Northern argues that its announcements included an "800" telephone number that, if called, would lead the listener to the sponsoring company. The Commission's rule requires on -air notice that broadcast matter has been sponsored, and by whom.

The Commission denied a Petition filed by Classical Acquisition, former licensee of WTEM(AM), Bethesda, MD for reconsideration of a $4,000 forfeiture resulting from the violation of the Commission's sponsorship identification rules. ELSEWHERE

Heftel Broadcasting has closed on its merger with Tichenor Media System. The deal, which came about last fall, will give the new group coverage of the top ten Hispanic markets. Clear Channel Communications has a controlling interest of Heftel, which will operate 38 stations in 11 markets, including three stations in New York, L.A., and Chicago, four in Miami, and six in Dallas and Houston.

Heritage Media and Susquehanna Radio will swap stations aimed at giving the two companies a better presence in Norfolk and Cincinnati, respectively. Heritage will give up jazz WVAE, Cincinnati in exchange for Susquehanna's sports WGH and country WGH -FM, both Newport News, VA and oldies WVCL, Norfolk. LMA's will begin 60 days after FTC approval. Susquehanna owns AC WRRM, Cincinnati while Heritage enters Norfolk for the first time.

Root Communications is picking up an eight station group this week with its acquisition of Atlantic Broadcasting's group, which covers two more southeastern markets for Root. In Florence, SC, it will buy talker WJMX, Florence, CHR WJMX -FM, Cheraw, SC, soft AC WSQN, Scranton, and country WDAR -FM, Darlington. In Myrtle Beach, country WGTR, Bucksport, hot AC WWSK, Mullins, unbuilt WGSS, Kingstree, and an FM construction permit in Ocean Isle Beach, NC (which will simulcast WGTR). Terms of the deal weren't disclosed. Root recently announced purchase plans in Brunswick, GA and Panama City, FL.

American Radio Systems is selling WCMF (AM), Rochester, NY to Don Crawford's Crawford Broadcasting for $650,000 cash. This despite previous plans to donate the station to a local college. WCMF currently simulcasts its rock sister, WCMF -FM. Crawford will combo the AM with its religion - formatted WDCZ, Webster, NY. Look for the AM station to switch to religion, as well. Bruce Houston of Blackburn & Company brokered the deal.

The Mid -West Family Broadcast Group is picking up another combo in its home market of Madison, WI. It's buying Enterprise Media Partners' sports WHIT, Madison and country WWQM, Middleton, WI for $6.4 million. The deal will give Mid -West five stations there with talk WTDY and AC WMGN, Madison, and classic rock WJJO, Watertown, WI. Blackburn & Company's Richard Sharpe did the deal.

Near North Broadcasting, Inc. has sold talker WMAM and AC WLST, Marinette, WI to Badger Communications, Inc. for $1 million. Badger has no other interests.

Arbitron has reissued the Fall 1996 Eau Claire Market Report. Listeners estimates for WAYY(AM) was based on the 6am -7pm, Mon -Sun daypart, which had previously been in effect at the station. Listener estimates for WEAQ(AM) was based on the 24 -hour broadcast schedule and should have been based on the station's updated broadcast hours of 6am -7pm, Mon -Sun. Revised Fall 1996 client tapes have been mailed.

The National Association of Broadcasters has announced the results of the 1997 NAB Television and Radio board elections. The terms of the newly elected Board members will begin with the June 1997 Board Meeting and will serve for two years. New board members are: Richard Osborne, Pres. /GM, WKXL AM & FM, Concord, NH, District 1, New England; James Carter, VP /GM, WTAE(AM) and WVTY(FM), Pittsburgh, PA, District 3, PA; Walter May, Pres. /Owner, WBPA(AM), Pikeville, KY, District 5, WV /KY; Louis Vito, Pres., WPKO /WBLL, Bellefontaine, OH, District 11, OH; and David Benjamin, Pres. /CEO, Community Pacific Bcstg., District 23, (N. CA /AK).

Citing projections of a 75% increase in vehicle traffic in the Washington DC area over the next 25 years, according to the Washington Post, officials from the Montgomery County Department of Public Works and Transportation have presented a plan to purchase the license, transmitter and antennas of WINX (AM), Rockville, MD for $450,000. The station would increase the overall radio reception area from the 36 square miles currently served by a weaker system to 615 square miles. In addition, the county plans to spend as much as $150,000 for upgrades to the equipment and possible relocation of the station's towers and from Rockville to county -owned land. Half the costs are to be paid by the state. The station's simulcast of WINX -FM's oldies format -- and the station's heritage call letters - -move to WNTL, Indian Head, MD, which is on 1030 KHz. The purchase drew skeptical reactions from some Council members.

Malou Watterson has been appointed training specialist, Radio Station Services in Chicago, for the Arbitron Company. Watterson comes from WKQX -FM in Chicago where she was an account executive. Watterson will be responsible for training clients on Arbitron computer services, which include Maximi$er, RetailDirect and MapMaker. Vicki Murphy has rejoined Arbitron as a client training specialist, Chicago, after being on maternity leave. In her new position, Murphy will be responsible for training clients on Media Professional and RetailDirect in the Midwest. Murphy originally joined Arbitron in 1989.

New analysis from Interep Research shows the average number of persons listening to radio is generally higher in midday than in PM Drive. AM Drive still remains the most listened to daypart. Interep points to several trends that will continue of affect traditional radio listenership patterns. These include the growing use of "flex- time" by employers, the rapid rise in the number of at -home workers, the spreading of population centers to the suburbs, and the increasing number of cars on the road causing greatly extended rush hour periods. CBS TO THE MAX IN L.A. . . CBS and Greater Media will swap stations that nicely fills in holes for both groups. Greater Media will give up Los Angeles FM talker KLSX and oldies KRLA in exchange for three stations in Boston and Philadelphia -- alternative WBOS, Brookline, MA and jazz WOAZ, Lowell, MA with classic rocker WMMR, Philadelphia. No cash will change hands in the tax -free exchange. The two companies will hold off on LMA's pending DOJ approval. The deal will give Greater Media five FM's in Boston with AC WMJX, country WKLB -FM, and oldies WROR -FM, Framingham, MA, as well as AM WNFT, which simulcasts WKLB -FM. CBS will hold eight stations in L.A. -- jazz KTWV, oldies KRTH, new rocker KROQ -FM, classic rock KCBS -FM, and news outlets KNX and KFWB.

SFX TO GET 'RFX AFTER ALL. . . After a failed earlier bid to acquire WRFX, Charlotte, SFX Broadcasting and EZ Communications have decided to swap stations to accomplish the deal. SFX will pick up rocker WRFX, Kannapolis, NC in exchange for country WDSY -FM, Pittsburgh and $20 million cash. SFX is currently in the process of acquiring WDSY -FM from Secret Communications, along with rocker WDVE, jazz WJJJ, and new rock WXDX, all Pittsburgh. An LMA of WRFX begins shortly. Included in the acquisition is the syndication of WRFX' morning show John Boy & Billy. SFX owns soft AC WLYT, Hickory, NC and country WTDR, Statesville, NC, both serving Charlotte.

Sam Inc.'s KKIT(AM) in Taos, NM renewal of license has been cancelled. ELSEWHERE Jacor Communications is buying three more stations in the Rochester, NY market with the purchase of Auburn Cablevision's progressive WMAX -FM, Irondequoit, NY and the LMA -to -buy with simulcast partner WMHX, Canandaigua and jazz WRCD, Honeoye Falls, NY. WMHX and WRCD are owned by George Kimble. Purchase price is $7 million. No word on what happens to Kimble's standards WCGR (AM), Canandaigua. Bruce Houston from Blackburn & Co. was the broker. Jacor is buying news -talk WHAM, news -talk - sports WHTK, and AC WVOR -FM and the option to purchase new rock WNVE, South Bristol, NY.

Clear Channel Communications is diversifying a bit, spending $1.15 billion for outdoor media company Eller Media Corporation. Eller owns billboards holding 50,000 "display faces" in 15 major markets, including L.A., Chicago, San Francisco, Dallas, Houston, Miami, Atlanta, San Diego, and Tampa. Eller is in seven markets where Clear Channel owns radio stations. Clear Channel will pay approx. $750 million in cash and $400 million in stock.

ELSEWHERE (coot' d ) John Lynch's Lartigue Multimedia Systems is buying Henry Broadcasting's dance combo KHTX and KDON -FM, Salinas and classic rock KRQC -FM, Marina in the Monterey /Salinas, CA market for $8,250,000. It will be Lartigue's first purchase in that market. Austin Walsh and Tom McKinley of Media Services Group brokered the deal.

Indianapolis' Bill Shirk is adding a third FM to his collection in that market with the purchase of country WIRE, Lebanon, IN from Boone County Broadcasters. No terms were disclosed. Shirk, along with partner Bill Mays, owns dance WHHH, and urban AC WGGR, Greenwood, IN.

ABC Radio Networks is shutting off its rock alternative format, MR -35. ABC plans to flip the switch on the year -old format May 1, 1997, leaving nine affiliates searching for new programming.

In a unique public /private co- operative arrangement, the Florida Department of Transportation and the new Traveler Information Radio Network will phase in a travelers information service that will air on 19 commercial radio stations over six months beginning in April, 1997. FDOT will install 4,600 blue information signs on highways throughout the state. The talk programming will consist of information about Florida's tourism, attractions, and restaurants, and will also carry emergency information and public service announcements. FDOT is spending $12 million on the two -year test project. None of the affiliate stations have been announced.

Legendary disc jockey and radio pioneer Bill "Hossman" Allen died this past week in Nashville. He was 74 years old. Hossman, who was one of the first to play the likes of black artists B.B. King and James Brown, launched his career in 1949 on WLAC, Nashville. Allen is credited with pioneering R & B music on commercial radio and helped to launch the careers of stars like Chuck Berry, Fats Domino, and Muddy Waters.

Radio broadcasters can now access selected U.S. News stories from a toll -free telephone line, NewsDirect, at 1- 888 -NEWS DIR, and from the Internet at each Saturday afternoon for free and unrestricted use. Audio on RadioSpace is available in several different digital formats including the RealAudio format. Stations can subscribe to NewsDirect to receive news and programming alerts via E -mail or fax by sending an E -mail message to newsdirectsubs @nan.com.

Radio broadcasters will soon be able to receive a monthly multimedia report, featuring radio, television and newspaper advertising expenditure information for all active radio advertisers in their respective markets. Through an exclusive agreement, television and newspaper data from Competitive Media Reporting (CMR), will be incorporated into the Radio Market X -Ray Report. The Windows -based data program will be compiled by Miller, Kaplan, Arase & Co., a certified public accounting and consulting firm. Also soon to be available, the Radio Market X -Ray Plus Report, which tracks and reports on all accounts using local newspapers and spot TV irrespective of their use of radio. Sony's SW Networks has signed celebrity journalist and talk show regular Florence Anthony for a new daily gossip show set to debut in April. The show will be structured as a produced report that can be easily integrated into local newscasts and morning shows.

Westwood One Radio Networks' NBC Radio and Mutual News networks are each producing a 20 -part series of tax tips now available. Each 60- second feature will also air daily on NBC Radio's "First Light' and Mutual's "America In the Morning" during March. For NBC Radio, Len Wiener, of U.S. News and World Report, discusses topics such as When the Standard Deduction Makes Sense," "Health Insurance for the Self -Employed," "Tax Angles on Mutual Funds," and "Tax Considerations for Moonlighters." For Mutual, Mary Sprouse of Money Magazine will discuss topics such as "Overlooked Deductions," "Tax Planning for Baby Boomers," "Mistakes to Avoid When You File," "Tax Law Changes in 1997," and "Last- Minute Filing Tips."

Third Coast Radio Network has released "The Song Remembers When." The short -form weekly programs feature songwriter's stories of how they were inspired to write Country Music's biggest hits. SJS Entertainment will present the World Premiere of Tracy Lawrence's sixth album "The Coast is Clear," live from the Country Radio Seminar at the Opryland Hotel.
