Persbericht 08/04/2016 Parquet fédéral Federaal Parket Rue aux Laines 66/1 Wolstraat 66/1 B-1000 Bruxelles B-1000 Brussel Communiqué de presse du Parquet fédéral (3) Persbericht van het Federaal Parket (3) Press Release by the Federal Public Prosecutor’s Office (3) Bruxelles, le 8 avril 2016 Brussel, 8 april 2016 Brussels, 8th April 2016 Dans le cadre de l’enquête ouverte à la suite des attentats du 22 mars 2016 à l’aéroport de Bruxelles National (Zaventem) et dans la station de métro Maelbeek (Bruxelles), le nommé Osama K., alias Naim Al Ahmed, a été interpellé ce matin à Bruxelles, de même que Hervé B. M. L’instruction sur les attentats de Paris a pu mettre en évidence que c’est au moyen d’un véhicule loué par Salah Abdeslam que Osama K. a été pris en charge le 3 octobre 2015 à Ulm, en Allemagne, et ramené en Belgique. L’enquête se poursuit activement afin de vérifier si Osama K. est la seconde personne qui était présente lors de l’attentat dans la station de métro Maelbeek. Cette personne avait été aperçue en compagnie de Khalid El Bakraoui, juste avant les attentats. De plus, cette personne avait été filmée dans le complexe City 2 à Bruxelles lors de l’achat de sacs qui servirent lors des attentats à l’aéroport de Bruxelles National à Zaventem. 1 Cet après-midi, Mohamed Abrini a également été arrêté à Anderlecht, Place Albert. En même temps que lui, deux personnes ont également été privées de liberté. Ses empreintes digitales et son ADN ont été identifiés dans les planques rue Max Roos et rue Henri Bergé à Schaerbeek, ainsi que dans la voiture Renault Clio qui a été utilisée lors des attentats de Paris. Mohamed Abrini faisait déjà l’objet d’un avis de recherche dans le dossier relatif aux attentats de Paris du 13 novembre 2015. Il avait été aperçu en compagnie de Salah Abdeslam le 11 novembre vers 19h dans la station-service de Ressons (sur l’autoroute en directions de Paris). De plus, il ressort de l’instruction sur les attentats de Paris que Mohamed Abrini et Salah Abdeslam ont loué l’appart-hôtel à Alfortville, juste avant les attentats. C’est dans cet appartement que plusieurs des terroristes kamikazes ont séjourné peu avant les attentats de Paris. Enfin, l’enquête se poursuit activement afin de déterminer si Mohamed Abrini est la troisième personne présente lors des attentats à l’aéroport de Bruxelles National à Zaventem, l’homme au chapeau. L’instruction se poursuit. Dans l’intérêt de celle-ci, nous ne pouvons pas communiquer plus de détails actuellement. *** In het kader van het onderzoek na de aanslagen van 22 maart 2016 op de luchthaven Brussel Nationaal (Zaventem) en het metrostation Maalbeek (Brussel), werd deze morgen de genaamde Osama K., alias Naim Al Ahmed, gearresteerd, samen met Hervé B.M. Het onderzoek naar de aanslagen te Parijs heeft aangetoond dat Osama K., met een voertuig gehuurd door Salah ABDESLAM, op 3 oktober 2015 werd opgehaald te ULM (Duitsland) en naar België gebracht. Er wordt nu onderzocht of Osama K. kan geïdentificeerd worden als de tweede persoon die aanwezig was bij de aanslag in het metrostation 2 Maalbeek. Deze persoon werd opgemerkt in het gezelschap van EL BAKRAOUI Khalid die even later de aanslag in de metro zou plegen. Deze tweede persoon werd bovendien gefilmd in het City2 complex te Brussel bij de aankoop van tassen die gebruikt werden bij de aanslagen op de luchthaven Brussel Nationaal te Zaventem. Deze namiddag werd eveneens ABRINI Mohamed gearresteerd op het Albertplein te Anderlecht. Samen met hem werden twee andere personen van hun vrijheid beroofd. De vingerafdrukken en het DNA van ABRINI werden niet alleen teruggevonden in de schuilplaatsen in de Max Roosstraat te Schaarbeek en Driesstraat te Vorst, maar eveneens in het voertuig Renault Clio dat werd gebruikt tijdens de aanslagen te Parijs. Naar ABRINI Mohamed werd in het verleden reeds een opsporingsbericht uitgevaardigd in het kader van het onderzoek naar de aanslagen te Parijs van 13 november 2015. Hij werd opgemerkt in het gezelschap van Salah ABDESLAM op 11 november omstreeks 19h in een tankstation te Ressons (op de autosnelweg richting Parijs). Bovendien is uit het onderzoek naar de aanslagen in Parijs gebleken dat Mohamed ABRINI en Salah ABDESLAM het apparthotel huurden te Alfortville, vlak voor de aanslagen. In dit appartement verbleven enkele van de zelfmoordterroristen net voor de aanslagen te Parijs. Op dit ogenblik wordt nagegaan of ABRINI kan geïdentificeerd worden als de derde persoon die aanwezig was bij de aanslagen in de luchthaven Brussel Nationaal van Zaventem, de zogenaamde “man met de hoed”. Het onderzoek gaat onverminderd verder. In het belang van dit onderzoek, kunnen op dit ogenblik geen verdere preciseringen gegeven worden. *** In connection with the investigation concerning the terrorist attacks of March 22nd, 2016 at Brussels National Airport (Zaventem) and the 3 Maelbeek subway station (Brussels), this morning, Osama K., alias Naim Al Ahmed, was arrested in Brussels, as well as Hervé B.M. The investigation into the Paris attacks has shown that Osama K. was picked up in Ulm (Germany) and brought to Belgium on October 3rd, 2015, with a rental car hired by Salah ABDESLAM. The investigators are now verifying whether Osama K. can be positively identified as being the second person present at the time of the attack in the Maelbeek subway station. This second person was seen in the company of EL BAKRAOUI Khalid, a while before he committed the terrorist attack in the subway. Moreover, this second person was filmed at the City 2 shopping mall in Brussels, when buying bags that were used later in the attacks in Brussels National Airport (Zaventem). Also, this afternoon, Mohamed ABRINI was arrested at Place Albert in Anderlecht. At the same moment, two other persons have been arrested. Fingerprints and DNA of ABRINI were retrieved not only in the safehouses in Rue Max Roos, Schaerbeek, and Rue Dries, Forêt, but also in the vehicle Renault Clio that was used during the Paris attacks. Some time ago already, a look-out warning was issued for ABRINI Mohamed in connection with the investigation concerning the Paris attacks of November 13th, 2015. He was seen in the company of Salah ABDESLAM on November 11th at about 7 pm in a gas station in Ressons (highway in the direction of Paris). Moreover, the investigation into the Paris attacks has shown that Mohamed ABRINI and Salah ABDESLAM rented the Apparthotel in Alfortville, sometime before the attacks. Some of the suicide bombers stayed in this rented flat just before the attacks in Paris. At the moment, the investigators are verifying whether ABRINI can be positively identified as being the third person present during the attacks in Brussels National Airport (Zaventem), the so called ‘man with the hat’. The investigation continues. Currently, in the interest of the investigation, no further details can be given. 4 .

    Belgium: Extremism and Terrorism On February 5, 2020, it was reported that prosecutors in Belgium are currently seeking to bring eight men to the country’s highest court for their alleged role in carrying out an ISIS-inspired triple suicide bombing in Brussels in March 2016. The ringleader, Oussama Atar, who was allegedly a senior figure in ISIS’s intelligence service, purportedly died in Syria in 2017. One other suspect, Salah Abdeslam, is already in French jail due to his role in the Paris 2015 attack that killed 131 people. The other suspects have been formally charged, but their trials are not due to start until 2021. (Source: The National) On January 30, 2020, the Belgian Court of Cassation confirmed a ruling by the Brussels Court of Appeals that the Kurdish Worker’s Party (PKK) should not be classified as a terrorist organization. Although the Belgian government considers the PKK to be a terrorist organization, the Court of Cassation represents the opinion of the judiciary which is an independent body from the executive branch. The ruling claimed that EU anti- terrorism legislation cannot be applied towards the PKK as it is involved in a non-international armed conflict or civil war and is thus allowed to use legitimate military force. The PKK is an internationally designated terrorist organization that has been in conflict with the Turkish government for decades. Although it is uncertain if the ruling will create diplomatic altercations with Turkey, the Belgian government depends on stable relations with Ankara to track Belgian nationals who joined ISIS in Syria and continue to remain in the region.

    White Paper THE ATTACKS ON PARIS: LESSONS LEARNED A Presentation of Findings Courtesy of HSAC and the Paris Public Safety Delegation June 2016 Prepared by QuinnWilliams, LLC 2 Preface The purpose of this white paper is to document the findings of the Los Angeles delegation that traveled to Paris in April 2016, to meet with key members of the Parisian law enforcement and intelligence communities, as they shared their lessons learned from the attacks on Paris in November 2015. The November 13 attacks were the deadliest on French soil since WWII. The terrorists targeted the Stade de France, restaurants in the 10th and 11th arrondissements and the Bataclan concert hall. In a little over three hours, the nine attackers killed 130 and wounded 368. The Paris law enforcement community did a commendable job responding to coordinated, simultaneous attacks. The death toll likely would have been much higher if not for several key decisions made immediately after the attacks began. The Los Angeles delegation returned with a deeper understanding of the Parisian response and how these lessons learned can be best applied in the Southern California region. These findings are summarized in this "unclassified” white paper and presented to local public safety agencies in the Los Angeles area. There is an image is of Najim Laachraoui and Ibrahim El Bakraoui who were the suicide bombers. Accompanying them is the man in the hat who left the bag with an explosive charge in the terminal and reportedly fled while the other two detonated their bombs. Twenty-nine-year-old Ibrahim El Bakraoui, a Belgian was a former armed robber sentenced to 10 years in prison in 2010. He was arrested on the Syrian border by Turkish police and deported to the Netherlands. It was not followed up. Najim Laachraoui had been an engineering science student and its reckoned he had had technical training. He could have been the armourer. His DNA was found on two belts which were discovered in Paris. He went to Syria in 2013. The identity of the man in the hat remains a mystery after the release on Monday of a suspect. The hunt goes on. The suicide bomber who blew himself up in a metro train at the station was Khalid El Bakraoui the brother of Ibrahim. The 27-year-old had been sentenced to five years in prison for car-jacking in 2011.

Sicurezza, Terrorismo e Società si avvale dei contributi di studiosi, policy maker, analisti, operatori della sicurezza e dei media interessati all’ambito della sicurezza, del terrorismo e del crisis management. Essa si rivolge a tutti coloro che operano in tali settori, volendo rappresentare un momento di confronto partecipativo e aperto al dibattito. La rivista ospita contributi in più lingue, preferendo l’italiano e l’inglese, per ciascuno dei quali è pubblicato un Executive Summary in entrambe le lingue. La redazione solle- cita particolarmente contributi interdisciplinari, commenti, analisi e ricerche attenti alle principali tendenze provenienti dal mondo delle pratiche. Sicurezza, Terrorismo e Società è un semestrale che pubblica 2 numeri all’anno. Oltre ai due numeri programmati possono essere previsti e pubblicati numeri speciali.
