Another example and the subject of this article is the mercury pollution at a chemical facility near the city of Pavlodar. Pavlodar is located in the northeastern part of the republic of Kazakhstan (near Semey) and situated on the Irtysh River. It has a population of more than 330,000 people. The Pavlodar Chemical Plant is contaminated with mercury as a result of industrial activity that produced chlo- rine and alkali during the 1970s, 1980s, and 1990s. Studies have identified significant amounts of mercury pollution in the soil, water, and sediments. Organic mercury com- pounds, particularly methylmercury, are present in the sedi- ments. Methylmercury rather than inorganic mercury is bioconcentrated because organisms at various levels of the food chain better retain it. In particular, high levels of this compound were found in fish from Lake Balkyldak, which is located adjacent to the Pavlodar Chemical Plant. Intergovernmental Water Relations in Ile-Balkhash Basin
Promoting IWRM and Fostering Transboundary Dialogue Project is financed In Central Asia by the European Union Intergovernmental water relations in Ile-Balkhash Basin Review of water relations and main problems in transboundary management of water resources in Ile-Balkhash basin In compliance with the signed agreement between the Government of the Republic of Kazakhstan and Chinese People Republic on partnership in the sphere of use and protection of Transboundary rivers the Kazakh-Chinese joint commission on use and protection of Transboundary Rivers was created. In compliance with regulation of Commission the objectives include realization of indicated agreement, and the coordination of the work, connected with use and protection of Transboundary Rivers; endorsement and determination of the seat of posts of monitoring and measuring of content and quality of water. One more objective of the commission is researching of the integrated methods of monitoring of measuring, analyze and evaluation, conducting of the joint researches on prevention and mitigation of the influences of flood, freezing and other natural disaster. Commission competencies include researching of tendencies of the future changes of water and quality of water of transboundary river; conducting of joint researches and experience sharing in the sphere of use and protection of Transboundary rivers. Three years of not simple negotiations and hard work were necessary for agreement signing, during that 5 rounds of negotiations of the Kazakh-Chinese joint commission on tarnsboundary rivers took place and two meetings of the working groups of experts, which cause definite harmonization of the position of parts on problems. Lower the full review of the meetings of Kazakh-Chinese joint commission on use and protection of Transboundary Rivers will be provided. -

BACKGROUND The Ministry of Health of the Republic of Kazakhstan (the “MoH”) is developing a new Hospitals Modernisation Programme (“State Programme”), which envisages the construction of up to 19 new hospitals to replace 40 outdated existing facilities and the upgrade of up to 50% of the hospital bed capacity in Kazakhstan. Hospital projects under the State Programme will follow the facility management model and will be procured as Public Private Partnerships (“PPP”) or utilise the Design, Build, Operate and Maintain (“DBOM”) approach. The purpose of this healthcare planning consultancy assignment is the development of comprehensive hospital healthcare needs assessments and hospital functional specifications for 6 of these new hospitals. How Kazakhstanis Migrate from South to North in Pursuit of Better Life Since 2017, Kazakhstan has had a programme of voluntary migration from densely populated southern regions to labour-scarce northern regions. The migrants receive social package, namely, employment and accommodation assistance. Follow us on LinkedIn Many people dream of «better life» and seriously think of relocation and drastic changes. Moreover, a decision to move from the warm and prosperous south to the cold and windy north of Kazakhstan requires a well thought approach to little details. The housing problem motivates people to relocate. 32-year-old Asiya Sharipova has been moving with her family in Shymkent from one rented apartment to another. In recent months, they have lived in a temporary construction with five children. «We wanted to stay and work in the south. But we don’t have a permanent job, you know. We did not need to earn millions. The main thing is to feed our kids and to have food in the fridge. My life there was difficult,» she said hardly holding back tears. One year ago, she with her family moved to Ekibastuz in Pavlodar region under the state voluntary relocation programme. At the new place they with the husband got a job and the house – the akimat offered the vacancies of mechanic and seamstress. However, they have a language barrier. «I speak only Kazakh, but local residents prefer speaking Russian. At first, it was hard, but we could get used to the cold climate. Also, we all have different mentality, though we live in the same country. -

Today there is no single universally accepted method for assessing the competitiveness of the country's regions. For this reason, the research created a methodology for assessing competitiveness at the regional level for Kazakhstan. The three-factor model of Huggins for ranking the regions of Great Britain by the level of competitiveness was used as the basis, and then the model was expanded on the example of a study assessing the competitiveness of the regions of the European Union countries. All data for assessing the competitiveness of the regions of Kazakhstan were collected from the official website of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan. In the article, 14 regions and 2 cities of republican significance were ranked in terms of competitiveness. As a result, the most competitive regions of Kazakhstan were Almaty city, Atyrau region and Nur-Sultan city, the worst indicator was found for the North Kazakhstan and Zhambyl regions. 1 Introduction Today, one of the highest priorities facing each state is increasing national competitiveness. National competitiveness reflects the country's ability to achieve high rates of economic growth and maintain it in the long run, control the efficient use of resources and compete in the international arena. For increasing the level of national competitiveness, it is important to understand its formation structure. -

Toraighyrov Pavlodar State University, Kazakhstan *Corresponding Author, Received: 13 July 2019, Revised: 12 Aug. 2019, Accepted:29 Aug. 2019 ABSTRACT: Before building the storm sewer networks the analysis of precipitation is very important. The issues of assessing the reliability of the information on the annual amounts of precipitation in the meteorological monitoring system of the KazHydroMet State Hydrometeorological Service of Kazakhstan are considered. An assessment is made of the homogeneity of the spatial correlation function, as the basis of the cartographic modeling of the statistical parameters of annual precipitation amounts. A special study aimed at studying the processes of cyclical fluctuations in the temporal variability of annual and summer precipitation amounts for stations representing all regions of the country. The data of daily precipitation of Kazakhstan in the period 1936-2017 were processed. When processing data, an open-source computer program R was used. The results will be useful for designers and researchers. A statistically significant increase in the maximum daily precipitation of 2–4 mm per 10 years was recorded at the Arkalyk, Aksay, Atyrau, Ushtobe, Bektauat and Karabalyk meteorological stations. At some stations in the Akmola and Pavlodar regions, as well as in the south and southeast of the republic, a statistically significant reduction of 2-6 days per 10 years was observed for the maximum duration of the period without precipitation.
