Yuri Rudenko from Almaty Region was the third unregistered Baptist pastor to be jailed for three days for refusing to pay fines for unregistered worship. Baptists point out that this breaks Kazakhstan's Constitution, but officials have refused to discuss this with Forum 18. The jailing took place as Elizaveta Drenicheva, a Russian working as a missionary for the Unification Church (commonly known as the Moonies), was jailed for two years for sharing her beliefs. Other religious believers who strongly disagree with her beliefs, as well as human rights defenders, are alarmed by the jail sentence. "This is a highly dangerous precedent," one Protestant who preferred not to be identified told Forum 18. "It seems to me that any believer who preaches about sin and how to be saved from it could be convicted in the same way." Baptist churches in Akmola region have also been raided and their members questioned, and another Baptist pastor is facing the threat of jail tomorrow (4 February). Kazakhstan has punished a third unregistered Baptist pastor in Almaty Region with three-day imprisonment, Forum 18 News Service has learnt.

So far in 2013, at least 142 administrative fines have been imposed on 116 named individuals, some of whom have been fined up to five times, according to a list compiled by Forum 18 News Service. Fines have mostly been equivalent to either one or two months' average salary. Such fines, including fines for refusal to pay such unjust penalties, have been imposed on Protestants, Jehovah's Witnesses, Hare Krishna devotees and Muslims. In addition, nine fines were imposed on commercial booksellers and other traders. If people refuse to pay such fines - imposed against Kazakhstan's international human rights obligations - they can also be banned from leaving the country. The list of documented fines is incomplete as state authorities refuse to make information public. Fines for the "offence" of exercising a human right without state permission are still being imposed. At least 142 administrative fines have been handed down in Kazakhstan so far in 2013 on 116 named individuals (some of them up to five times) to punish them for exercising the right to freedom of religion, according to a list compiled by Forum 18 News Service.

Nazarbayev Ave., 162, Uralsk, 514266, Kazakhstan #e-mail:[email protected] ##e-mail: [email protected] DOI: 10.31857/S0006813621060041 The results of long-term studies of the flora of Bolshaya Ichka Mt. located in the West Kazakhstan Region in the Taskala District are presented. Growing here are 350 vascular plant species belonging to 222 genera and 56 families. Taxonomic, biomorphological and geographical analysis has revelaed the steppe nature of the flora. According to the biomorphological analysis, the main place is occupied by herbaceous polycarpic plants characteristic of temperate floras. The geographical analysis revealed the dominance of Eurasian and European species, as well as the participation of local and narrow-localized species. The specificity of adven- tive species is revealed. Rare and endangered species listed in the Red Data Book of Kazakhstan and the Green Book of the West Kazakhstan Region were identified in the studied flora. Theretra alecto (Linnaeus, 1758) is widely distributed in the Indo-Malayan and western Palaearctic Regions reaching in the north and north-west Transcaucasia and Mediterranean.     HISTORY 1913 FIRST MINING WORKS IN ZHEZKAZGAN The first large-scale mining works started on the Zhezkazgan copper deposit. Processing of copper ore into finished products was performed at Sarysuiskaia Enrichment Factory by Spasskoe JSC, which was headed by the Englishman Leslie Urkart. The company was nationalized after the October Revolution in the 1920s. 1928 OPENING OF THE KONYRAT COPPER DEPOSIT Academician Mikhail Petrovich Rusakov discovered the Konyrat copper deposit, which became the basis of the Balkhash complex. LAUNCH OF KARSAKPAI COPPER SMELTER First non-ferrous metallurgy of Kazakhstan. On October 18, the first coarse copper from Zhezkazgan ores was issued. 1929 GEOLOGICAL EXPLORATION OF ZHEZKAZGAN In 1927 the work of K.I. Satpaev “Karsakpaiskii raion i ego perspektivy” [Karsakpaiskii region and its prospects] was published. There the scientist proves the fundamentality and importance of the study and exploration of the Zhezkazgan deposit. In 1929, the geological exploration was entirely entrusted to the scientist. By the end of 1931, a team of geologists led by K.I. Satpayev had proved the presence of large deposits of copper in Zhezkazgan, many times greater than the predictions of the Geological Committee. 1934 Launch of the Konyrat mine. 1937 Balkhash heat and power plant (BTETS) was put in operation. 1938 OPENING OF BALKHASH COPPER SMELTER In April 1931, the board of Tsvetmetzoloto of the Supreme Council of the National Economy of the USSR decided on the construction of a pyrometallurgical plant in the area of Lake Balkhash. On April 23, 1938, the first copper concentrate at Balkhash Enrichment Factory was issued. On November 24, 1938, the first coarse copper from the Pribalkhash’e Ores was received in Balkhash, and the anode copper was poured in the same year.

The Project is being developed by Samruk Green Energy LLP (referred to as “SGE” or “the Project Developer” ), a renewable energy subsidiary of the state owned power holding Samruk-Energo JSC. A project company, Wind Power Yereymentau (“WPY”), was set up by SGE to develop the Project. The Project is part of Kazakhstan’s strategy to increase the renewable energy generation with an expected emission reduction of more than 150,000 tCO 2/year. Stakeholder engagement refers to a process of sharing information and knowledge, seeking to understand and respond to the concerns of others, and building relationships based on collaboration.
