Al so included was r econstr uction of the KY 550 and KY 160 i nt er sect i on, which r equi r ed new traffic signals and pedest r i an cont r oller s. Additional traffic capacit y at the i nt er sect i on was gai ned by widening the bridge to t hr ee l anes and providing a dedi cat ed r i ght turn at the intersection onto KY 160 eastbound towar d the Knot t County H i gh School. The existing bridge abutments wer e r et ai ned and modified for use with the new bridge. All exposed sur f aces on the new por tions of the br i dge substructure and superstructure wer e made to appear similar to wet st one masonr y by the use of for m liners. Community input to the devel opment of plans for the pr oj ect was obt ained by numerous meet i ng of pr oj ect t eam member s with the local Community Devel opment Initiative (CDI ) T eam. Pr oj ect included r emoval of existing concr ete pavement and r epl acement with asphalt pavement and stabilization of subgrade. Traffic maintained through pr oj ect using lane reductions but limited to maximum day cl osur es. The PROJECT St or m Sewer t hen t r aver ses underneath sever al st r eet s, buildings, parking lots and event ual l y Richmond, Kentucky drains into a ditch located on East Irvine St r eet bet ween N. Collins St r eet and N. Madison Avenue. The total drainage ar ea to the outfall is appr oxi mately 240Ac. The stor mwater analysis and desi gn is being conducted by utilizing SWMM and HEC-RAS. Par ts of the sani t ar y sewer CLI ENT: wer e constr ucted sever al decades ago with por ti ons of possi bl y being over a century old. The City of Richmond existing syst em is dilapidated over the year s. The existing sanitar y sewer is an 18” Clay line and the city exper i ences sever e sani t ar y sewer over f l ow due to infiltration of wat er into the syst em. This sewer shed is appr oxi mately 240acr es with an appr oximate populati on of 8,000 people. A 24” ductile ir on sewer is pr oposed for the wat er shed. Desi gn includes constr uction plans for the new syst em and bypass pumping plans during constr uction. CLINTON COUNTY – US 127 Pr oj ect Appr oach | Page 7A Section 3

November 14, 2011 was an important milestone in advancing needed improvements to US 127 between the Ja mest own B ypa ss and KY 90. FH WA’s approval of the FONSI and the decision reflected in that document about the location and desired roadway allowed final desi gn to begin. House is pleased to respond to the request for P ha se II D esi gn Services for Section 3 of that project, approximately 2.37 miles between Aaron Ridge Road and a cr ossi ng of existing US 127 south of the Clinton – R ussel l County line. The ending point serves as a common terminus for Section 2 and Section 3. We have reviewed the documents provided and are prepared to supply the District 8 Project Team with right of way and construction plans that honor the decision and commitments in the environmental document and provide for a st a bl e roadway along Lake Cumberland with emphasis on cost to ensure the continued viability of this project.

PROJECT APPROACH

Phase II Desi gn essentially involves the devel opment of details for the al i gnment and r oadway sel ect ed in Phase I Desi gn to acquire the needed r i ght of way and easement s and t hen construct the new r oad. It is easy to see after r evi ewi ng the preliminary wor k and infor mation provided that the primary emphasi s of Phase II Desi gn must be on how the sel ect ed r oadway can be fine-tuned to provide the most economical and best fit into the existing lake landscape. Much of the al i gnment falls within Cor ps-owned property, and all of the dr ainage is into the lake wat er shed. While the cost i ssue of br i dge ver sus cul ver t and fill is impor tant for two tributaries to the lake – T ur k eypen Cr eek and upper end of the West For k of Indian Cr eek – even that i ssue is dependent upon how the new r oad fits into the r ugged terrain. Our project approach, therefore, is focused on using our best terrain modelers to identify “alignment adjustment[s]… [that are] advantageous to the Department” and respecting the decision made through the environmental process about where and what to build. Changes ar e always likely during final desi gn as additional infor mation is obtained, geot echni cal investigations compl et ed, and final gr adi ng plans ar e prepared. For this pr oj ect , the need for prudent and feasible changes to the Phase I Desi gn al i gnment ar e essent i al to devel op r i ght of way and constr uction details for a pr oj ect that involves r emovi ng t r ees, opening deep cuts and placing hi gh fills or tall bridges in the Lake Cumberland wat er shed. Minimizing the impact of this constr uction is not only essent i al fr om the environmental perspective but critical fr om a cost standpoint. Terrain modeling and visualizations to depict how the Phase I Design fits and how changes reduce undesirable results will be used as a significant tool to transform the pr oj ect i n a bet t er pr oj ect .

Ear thwor k, str uctur es, and pavement ar e the thr ee maj or cost items for the US 127 Pr oj ect between KY 90 and the Jamestown Bypass. For this project (Section 3), the selection of an alignment in Phase I Design in close proximity to Lake Cumberland and through Corps of Engineers’ property (fee simple) magnifies the importance of refining the line and grade to reduce the overall footprint of the project. Phase I I Design can be summed up in two simple tasks – find the right balance of horizontal alignment and vertical profile and decide if culverts and embankments can be substituted for the bridge crossings of two Lake Cumberland tributary streams. The r ugged terrain ar ound the edge of Lake Cumberland r esul t s in 200’ – 300’ changes in el evat i on for m the r i dge lines to the cr eek and smal l st r eams flowing into the Indian Cr eek for k of Lake Cumberland. While the pr oj ect cr osses near the upper end of t hese cr eek s and st r eams, critical lake elevations such as 723 (summer pool el evat i on) and 760 (flood contr ol el evat i on) ar e significant in resolving the i ssue of fill ver sus bridge.

After r ecei pt of the updated mapping, our initial focus for Phase II Desi gn will be on the two t ask s not ed previously – (1) r ef i ned line and gr ade and (2) culvert/fill in l i eu of bridges. In preparing our r esponse to the pr oj ect adver t i sement , we used the infor mation provided on the Phase I Desi gn al i gnment and undertook a preliminary evaluation to “ def i ne” the r ange and potential impact of r ef i nement s to the line and gr ade. The table bel ow provides some infor mation fr om that preliminary wor k. Alternate 1 is the Phase I Desi gn Al i gnment , and Alternate 2 is a possi bl e change, involving a shi f t to move away fr om the lake. Both ar e based on usi ng br i dges for the two lake tributary cr ossi ngs. Al t er nat es 1A and 2A use cul ver t s and fill in place of bridges. A shi f t in the hor izontal al i gnment has much l ess value in reducing the l engt h of cul ver t s – 10-18%.

Fr om our anal ysi s, it is cl ear a change in both the hor izontal and ver t i cal al i gnment is needed and would be benef i ci al in providing a mor e balanced gr ade, reducing the dept h of cuts and fills, and increasing the opportunities for reducing project cost s. The scope of this analysis provides an impor tant measur e of possi bl e changes to the hor izontal and ver t i cal al i gnment s, in the r ange of 20’-40’ for the gr ade and shifts in the hor izontal al i gnment up to as much as 200’.

While it appear s the most economical decision about the cul ver t -fill ver sus bridge is clearly in favor of the cul ver t and fill option, House pr oposes a mor e det ai l ed r evi ew of this i t em ear l y in Phase II Desi gn after an initial coor dination with the local Cor ps of Engi neer s’ Office. We pr opose that r epr esent at i on fr om the Nashville Office be r equest ed and the meet i ng be hel d in the Somer set Cor ps office to allow for both an office and field r evi ew of t hese situations. Significant fill into the Lake Cumberland watershed and within Corps- owned property is an important project i ssue that must be thoroughly coordinated before finalizing the decision. T hr ough this ear l y exchange of infor mation about the two options, we bel i eve consensus for the best one can be achi eved. Page 7C

While r ef i nement s to the line and gr ade and selecting ei t her fills with cul ver t s or bridges have a maj or impact on two of the t hr ee cost i t ems – ear thwor k and structures – t her e is l ess influence on the pavement cost , ot her than in the amount of pavement r epl aced by br i dges. T her e ar e, however , two i t ems important on this i ssue. Fi r st , t her e is likely to be sufficient r ock for a r ock subgrade; and second, a temporary connection to existing US 127 nor th of the Aar on Ri dge Road Intersection is pr oposed. T her e appear s to be little benef i t in providing the tempor ar y connection and al so paving mor e than 4,000 f eet of the new r oad fr om this connection sout h of Aar on Ri dge Road. We suggest surfacing plans for the 4,000-foot sect i on be def er r ed. At a minimum, the gr ade could be constr ucted through the subgrade in the Sect i on 3 plans.

One of the most effective ways to reduce paving cost s would be to r educe the paved width of the shoulders. But, having r ecent l y dr i ven the US 127 cor r idor bet ween Fr ankfor t and KY 90 a number of t i mes, we bel i eve a r educed paved shoulder may not be a prudent choice for the pr oj ect . It is important to note that this is a two- lane facility on right of way that is not designed to accommodate a four-lane facility in the future. For consistency, and for the likely traffic that can be expected (including boat traffic and truck traffic), constructing 8’ paved shoulders is recommended. H owever in the tr uck climbing l anes, we do st r ongl y r ecommend reducing the shoulder desi gn (4’) and amount of paved shoulder (2’) and adding a pull-off ar ea either at the top or bottom of the gr ade.

OT H ER D ESI GN I SSUES

A number of ot her pr oj ect i ssues will be important in the devel opment of this pr oj ect in accor dance with current Depar t ment policies and pr ocedur es. T hese include coor dination (with Sect i on 2 and the Cor ps of Engi neer s), access, structure desi gn, utilities, and schedule.

Coordination is always impor tant for pr oj ect s br ok en into multiple desi gn sect i ons, but mor e so for this pr oj ect because of the r ugged t er r ai n and likely cost benef i t of slight shi f t s in the hor izontal al i gnment and changes in the gr ade that reduce the hei ght of fills and pr oj ect cost . The common point for this pr oj ect and the adj acent one (sect i on 2) is the cr ossi ng of existing US 127. Because the hi gh probability for some slight change in ei t her the hor izontal or ver t i cal al i gnment or both, House pr oposes to wor k with the Pr oj ect Manager to est abl i sh a coor dination mechani sm with the adj acent pr oj ect . By exchangi ng possi bl e changes ear l y, and throughout the pr oj ect as necessar y, both pr oj ect s can advance with confidence that t hey will fit at this cr itical juncture.

In addition to the coor dination with the adj acent pr oj ect , we al so r ecommend a coor dination mechani sm and schedule be included with the local Cor ps of Engi neer s’ Office. We met with Resour ce Manager Br ant Nor r is in the Somer set Office to gai n a better understanding of Cor ps’ r equi r ement s for devel opment ar ound the lake. While a hi ghway pr oj ect does not fit into the standar d criteria set by the Cor ps for r esi dent i al devel opment s adjacent to the l ak e, the goals of t hei r criteria in limiting impacts to the lake ar e impor tant. This pr oj ect encr oaches within f ee simple property acquired by the Cor ps and for which easement s will need to be obtained to build the US 127 pr oj ect . I nfor mation was obtained on t hose cor ps pr oper t i es. Excavation, fills, and tree cutting will be involved and detailed surveying will be required to tie the project to the Corps’ property boundaries. Coor dination on the r eal estate i ssue as wel l as Sect i on 404 per mi t s for any fill pl aced bel ow or dinar y hi ghwat er will be r equi r ed due to the fairly substantial i nvol vement in Cor ps-owned property. House pr oposes to maintain contact with the local Cor ps office as an impor tant st ep to gai n consensus locally on how the pr oj ect can best fit within t hose pr oper t i es and minimize impacts to Lake Cumberland.

Access is typically an impor tant i ssue during Phase II Desi gn, especi al l y in the devel opment of r i ght of way plans. H owever for this pr oj ect , the proposed r oad for much of the al i gnment essent i al l y ser ves as a border around the lake and access requirements ar e most significant along the west si de, at points wher e the US 127 gr ade allows for ent r ances to be constr ucted. Access to a couple of knobs near the southern end of the pr oj ect will have to be consi der ed. A decision about the Page 7D use of par tial contr ol of access may not be a significant factor for this pr oj ect due to the location constr aints on access, and we bel i eve will not be an impor tant factor in developing the Phase II Desi gn plans.

Structure D esi gn was not ed as being an i t em that could be included through contr act modification. House has an exper i enced structure desi gn staff available for the pr oj ect and that will be used in preparing the Advance Situation f ol der s for the pr oj ect . Regar dl ess of the decision about cul ver t -fill ver sus br i dges for the two lake tributary cr ossi ngs, the structures involved ar e substantial fr om a structural desi gn perspective. As not ed in the table provided earlier, the bridges will r ange fr om 150’ to 200’ in hei ght and the cul ver t s will be desi gned for embank ment s in the 150’ – 200’ r ange. Our staff has the exper i ence necessar y for providing the r equi r ed desi gns for ei t her option.

Utility relocations ar e not a maj or desi gn i ssue, but identification of existing over head and any underground utilities will be important in refining the al i gnment and avoiding r elocations. The pr esence of numerous gas wells within the ar ea al so mak es it impor tant to accur ately locate all active wells and lines leading to and fr om t hose facilities. Identifying any abandoned or cl osed wells will al so be impor tant as we l ear ned on one of our pr oj ect s in Meade County. Si nce surveying will be per f or med by our in-house staff, Mr.Tritter who has vast exper i ence with t hese t ypes of i ssues will pr ovide the needed over si ght to avoid pr obl ems in producing r i ght of way plans and on constr uction.

Schedule is important for any pr oj ect but will require speci al attention due to coor dination requirements with the adjacent pr oj ect , possi bl e r ef i nement s in the line and gr ade, and coor dination r ecommended ar ound with local Cor ps office in Somer set . A schedule devel oped ar ound the specific mi l est ones identified in the bulletin supplemented to include the i t ems not ed above will be provided as par t of the negotiation pr ocess. We have staff available to meet the dat es provided for in the bulletin.

DBE REQUIREMENTS R oswel l Engineer ing, PLLC is included on our Desi gn T eam to address DBE r equi r ement s but mor e impor tantly pr ovide an important ser vi ce – developing dr ai nage plans that will addr ess nor mal runoff desi gn requirements with speci al attention to the planned constr uction within the Lake Cumberland wat er shed. R oswel l Engineering is pr equal i f i ed for Rur al Roadway Desi gn, Ur ban Roadway Desi gn, and Surveying and has considerable exper i ence in the desi gn of both rural and urban dr ainage syst ems. Sect i on 3 of the US 127 Pr oj ect will r equi r e consider ation for specially-desi gned det ent i on basins as a means of contr olling sedi ment -l aden runoff during the constr uction of drainage structures and embankments within the tributaries f eedi ng into Lake Cumberland. Roswell’s exper i ence in the desi gn of urban ponding basins will t her ef or e pr ove invaluable in the desi gn of this pr oj ect .

H OUSE PROJECT TEAM The best t eam for a pr oj ect is one with exper i enced, t r ai ned per sonnel familiar with the specific requirements of that pr oj ect . We have r evi ewed the infor mation provided on the pr oj ect and wal k ed the r ugged t er r ai n. This project is all about using terrain modeling to refine the preliminary line and grade and provide the best and most economical fit within the rugged Lake Cumberland landscape.
