    1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

Ltd., Hungary E-mail: [email protected] Ágnes Szlávicz University of Novi Sad, Subotica, Serbia E-mail: [email protected] Abstract The students motives of enrolment to tertiary educational institutions crucially influence their academic achievement and behaviour during studies. This research focuses on the Hungarian students’ reasons for choosing university in Hungary and in Serbian Vojvodina: whether they decide on their own or are influenced by other factors. The quantitative research also examines whether there is valid similarity or difference between the tertiary educational decisions of Hungarian people and those living in a neighbor- ing country as the latter share a lot of common roots with their mother country. The results show that there are similarities between the choices of young people from both areas, regard- less of their mother country. Young people typically seem to choose further education on their own, and their surroundings or material considerations are only secondary motivational factors in their decision. However, it is also true that direct social factors and financial conditions have a considerable impact on whether they can actually acquire their diplomas. Dr. Thomas Dillinger E280/7, Center of Regional Planning and Regional Development Department of Spatial Planning Vienna University of Technology Faculty of Architecture and Planning Robert Kolerovic, BSc Student ID: 0626019 Hetzendorferstraße 48 1120 Vienna Vienna, 3rd November 2014 Abstract Serbian cities and municipalities are facing many challenges when adopting spatial and urban plans and implementing them. One aspect, which is often mentioned by Serbian planners, is that the implementation of legal obligations, which are provided mainly by the 2009 Law on Planning and Construction, is insufficient. Another main aspect is that the degree of plan implementation is not very high. Both aspects lead to the hypothesis that the adoption of spatial and urban plans is done formally, especially because of the legal obligation, but the role and importance of the plans is neglected in reality, which is why plan implementation seems to be poor. The framework and preconditions of the case studies Subotica and Petrovac na Mlavi are different which is intended. Subotica is a city in the very north of the rather prosperous Autonomous Region of Vojvodina. Petrovac na Mlavi on the other hand is a municipality close to the Romanian border in the east of Serbia and is strongly influenced by agricultural structures. It can be concluded that smaller municipalities like Petrovac seem to have more problems with adopting and implementing plans, especially in regard to capacities of planning staff.     Vesna Dimitrijević DOI: 10.2298/BALC1142117D PhD in History Original scholarly work Belgrade Serbian Landowners in the Kingdom of Yugoslavia The Case of Bogdan Dundjerski Abstract: Originally from Herzegovina, the Dundjerski family moved to south Hunga- ry, present- day Serbia’s province of Vojvodina, in the seventeenth century. From the 1820s the family’s progress was marked by the enlargement of their landed property. In the early twentieth century the family owned or rented about 26,473 ha of land in Vojvodina. Bogdan Dundjerski (1860–1943), the third generation landowner, was brought up in a mixture of different traditions including the ethic of Serb highlanders of Herzegovina, central-European middle classes and Hungarian nobility. A wealthy landowner, Serb patriot and benefactor, whose political role in the Second World War remains controversial, described himself as: Serb, Christian Orthodox, landowner. From the 1820s, in the process of gradual modernization, Serb craftsmen, merchants, priests, civil servants, persons of various professions and wealthy farmers began to invest in the education of their children, thereby creating opportunities for their social advancement. Village schools, where Serb children acquired basic literacy and knowl- edge, were of particular importance. The Gymnasium in Sremski Karlovci (the seat of the Serbian Metropolitan) and the Gymnasium in Novi Sad, the largest Serbian city and cultural centre in the 1860s (known as the “Serbian Athens”), as well as the secondary schools in Vrbas and Pozsony (Bratislava), were the usual destinations of Serbian students.

The most distinguished Croa- tian political theorists and activists during this period – Bogoslav Šulek, Ivan Kukuljević, Josip J. Strossmayer, Franjo Rački, Mihovil Pavlinović, Ante Starčević, Eugen Kvaternik, Frano Supilo, Stjepan and Antun Radić and others – advocated different variants of a Croatocentric ideology within which the South Slav or Slavic framework was sometimes entirely rejected (in Starčević’s case), but more often accepted. Starčević and some of his followers denied the existence of the Serbian minority, believing that all South Slavs, except the Bulgarians, were Cro- ats. However, the vast majority of Croatian politicians and national activists ac- knowledged the existence of the Serbs and the Serbian minority in Croatia. They adhered to the concept of the “Croatian political nation,” which encompassed all citizens of the Triune Kingdom (Croatia, Slavonia and Dalmatia) regardless of ethnic origin. Most Serbian politicians, accepting the identification of speakers of the Shtokavian dialect as Serbs, believed that the Serbs in the Triune Kingdom were a separate nation, which had to be bearer of statehood. Over the long term, they expected that considerable portions of the Triune Kingdom – Slavonia, the Military Frontier and Dalmatia – would become part of an enlarged Serbian state after the collapse of Austria-Hungary.
