The Sikh Dilemma: The Partition of Punjab 1947 Busharat Elahi Jamil Abstract The Partition of India 1947 resulted in the Partition of the Punjab into two, East and West. The 3rd June Plan gave a sense of uneasiness and generated the division of dilemma among the large communities of the British Punjab like Muslims, Hindus and Sikh besetting a holocaust. This situation was beneficial for the British and the Congress. The Sikh community with the support of Congress wanted the proportion of the Punjab according to their own violation by using different modules of deeds. On the other hand, for Muslims the largest populous group of the Punjab, by using the platform of Muslim League showed the resentment because they wanted the decision on the Punjab according to their requirements. Consequently the conflict caused the world’s bloodiest partition and the largest migration of the history. Introduction The Sikhs were the third largest community of the United Punjab before India’s partition. The Sikhs had the historic religious, economic and socio-political roots in the Punjab. Since the annexation of the Punjab, they were faithful with the British rulers and had an influence in the Punjabi society, even enjoying various privileges. But in the 20th century, the Muslims 90 Pakistan Vision Vol. 17 No. 1 Independence Movement in India was not only going to divide the Punjab but also causing the division of the Sikh community between East and West Punjab, which confused the Sikh leadership. So according to the political scenarios in different timings, Sikh leadership changed their demands and started to present different solutions of the Sikh enigma for the geographical transformation of the province. -

KASHMIRIYAT couv Janv 09:Layout 1 8/04/09 11:58 Page 1 Madanjeet Singh The two unique and memorable events that South Asia Foundation (SAF) organized in Srinagar to commemorate the Bhakti-Sufi-Rishi culture of Kashmiriyat, featured a jointly held India/Pakistan music concert Junoon and the Singhs, and an unprecedented exhibition of paintings by South Asian women artists. Madanjeet Singh narrates an account of these events, providing insights into age-old links between the music and art of South Asia and the pluralist culture and legacy of Kashmiriyat. KASHMIRIYAT Madanjeet Singh was born on 16 April 1924 in Lahore, present-day Pakistan. A well-known painter and a distinguished photographer, he is an internationally known author of several books on art and other subjects, closely interwoven with UNESCO’s programmes, principles and ideals. During Mahatma Gandhi’s ‘Quit India’ movement in 1942 against colonial rule, Madanjeet Singh was imprisoned. He later migrated to newly partitioned India in 1947 and worked in a refugee camp. He joined the Indian Foreign Service in 1953 and served as Ambassador of India in Asia, South America, Africa and Europe before joining UNESCO in1982, based in Paris. South Asia Foundation At the inaugural ceremony of the Institute of Kashmir Studies on 26 May 2008, Madanjeet Singh presented President Pratibha In 1995, in recognition of his lifelong devotion to the cause of Patil with a copy of his book, This My People, to which Prime communal harmony and peace, the UNESCO Executive Board Minister Jawaharlal Nehru handwrote a preface, shortly after created the biennial ‘UNESCO-Madanjeet Singh Prize for the India’s Partition in 1947. -

LE RÔLE DU CINÉMA INDIEN DANS LA PROMOTION D’UN « ESPACE SÉCULARISÉ » Jitka de Préval Teaching history through films gives an excellent opportunity to help the students to relativize [sic] their notion of history. (Roberge 134) Chez les peuples ex-colonisés, particulièrement ceux qui n’ont pas de tradition historique écrite, la connaissance historique se trouve plus encore qu’ailleurs sous la dépendance des media, même s’il survit une forte tradition orale. (Ferro 217) Dans une Inde où l’accès à l’éducation est difficile, dans cette grande démocratie en proie à des conflits identitaires religieux, culturels, linguistiques et ethniques, pour maintenir ensemble la mosaïque des communautés que compose la nation indienne, il faut un espace commun, une identité et une culture commune, un sentiment d’appartenance à une même nation. Le cinéma populaire, animé par le souci de toucher une population hétérogène à multiples visages, avec un fort pourcentage d’illettrisme, contribue à la construction d’une identité nationale en offrant un espace culturel commun où tous peuvent coexister harmonieusement et où tous peuvent se reconnaître. La nation indienne représentée par le cinéma apparaît comme un artefact culturel, une « imperso-nation. » (Chakravarty 4) Monopolisant pendant une longue période l’espace du divertissement populaire, le cinéma indien s’impose naturellement comme un important promoteur d’une certaine idée du sécularisme1 et de la coexistence pacifique. Le choix d’appuyer nos réflexions sur un corpus de deux fictions historiques Gaddar : Ek Prem Katha (A. Sharma, 2001) et Pinjar (Ch. P. Dwivedi, 2003) est délibéré. JOHANNA OGDEN Ghadar, Historical Silences, and Notions of Belonging Early 1900s Punjabis of the Columbia River ON MAY 30, 1913, the Astoria Budget printed a notice from “Munsii [Munshi] Ram, Secretary of the Hindu Association, Astoria, Oregon.” It was an invitation to hear Har Dyal, a Stanford professor and “noted philosopher and revolutionist in India,” deliver a special “lecture on India for the Ameri- can residents of Astoria” at the local Finnish Socialist Hall. That a Hindu Association and a Finnish Socialist Hall existed in remote, 93 Astoria is its own startling news for many. But this was far more than a lecture in a “red” hall arranged by a surprising organization. Dyal’s 93 speech in Astoria was the keynote at the founding of the revolutionary nationalist Ghadar Party, an uncompromising and radical new direction in Indian nationalist politics. Created by the Asian Indians (or Hindus, as they were referred to at the time) of the U.S. West Coast, Ghadar’s aim was nothing less than the armed overthrow of British rule in India.2 The group included intellectu- als such as Dyal as well as students, but its ranks were the laboring Punjabi men who worked the region’s mills and farms. Men from the length of the Columbia River and beyond filled the hall that May in Astoria. Within a year of the meeting, hundreds of Punjabis, overwhelmingly laborers from the West Coast led by Sohan Singh Bhakna from Portland, returned to India with the hope of sparking an insurrection against British rule. Most were promptly captured, detained, tried, or executed; Ghadarites were the target of conspiracy trials in Lahore, India, and San Francisco, California, the lat- ter at the time the most costly trial in U.S. -

Chapter 3 Representing Women’s Issues: from Victimhood to Agency In our day, the political partition of India in 1947 has become a condensed metaphor for ethnic conflicts and atrocities against women. Time and again, major ethnic conflicts in the Indian subcontinent have called forth Partition memories: the 1962 “Hazrat Bal” riots in East Pakistan, Hindu genocides and mass evacuation from East Pakistan in 1971, Sikh massacres in Delhi, 1984; Bhagalpur riots of 1989, the Ram Janam Bhoomi crisis in Ayodhya, 1992; and the Gujarat ethnic cleansing of 2002. Instead of fading into a sepia-coloured history, the trauma of Partition still remains unhealed. The major violence that flared in Delhi, Mumbai (then Bombay) and other major cities in the turn of the millennium provoked responses from the leftist intellectuals as well as the Indian Women’s Movement. As I have mentioned in the introduction, the April 24, 1993 issue (28:18) of the Economic and Political Weekly was a landmark publication, featuring eight key articles by Urvashi Butalia, Ritu Menon and Kamla Bhasin, Ratna Kapur and Brenda Cossman, Karuna Chanana, Achin Vanaik and Bhattacharya| Chapter 3 | 157 others, under the collective heading “Community, State and Women’s Agency”. The Other Side of Silence: Voices from Partition of India by Urvashi Butalia and Borders and Boundaries: Women in India’s Partition by Ritu Menon and Kamla Bhasin followed in 1998. These groundbreaking works incorporated interviews of Partition survivors, mostly women, and the authors’ complex musings on these dialogues from a feminist perspective into a moving narrative on Partition and its historiography. -

INDIA COMMITS SUICIDE by G.S.Dhillon. INTRODUCTION This study seeks to make an analysis of the Punjab history since 1947 leading to the Dharam Yudh Morcha, the Operation Blue Star, the Operation Wood Rose and the Accord of 1985. The Moicha and the demolition of Akal Takhat during the attack on the Golden Temple are major landmarks in the history of Punjab. We shall examine the events that led to the demolition and the im¨plications there of, whether or not these are going to leave a major scar on the life of Punjab, giving a turn to history. No doubt, these events are too recent for any proper historical analysis. But a watchful historian can certainly exercise his judgement and discern the broad trend of policies and events that have taken place in the last four decades. The need for a perceptive record of the forces and interests that have shaped the socio-political happeningss necessary, especially because many of the reports and writings on the subject are, to a great extent, superficial, journalistic or an evident attempt to camouflage and distort the realities of the situation and motives. Emotions have blurred facts. For example, issues of water, territory, language, etc., simple inter-state contro¨versies, became matters of confrontation between the Hindus and the Sikhs. All this has led to mutual mistrust and driven the two communities to develop antagonistic attitudes and to take almost intractable positions. It is true that a historian’s job is considerably hampered owing to the nonavailability of authentic information especially from Government records on the related issues. -
