Volume II, Issue V, September 2014 - ISSN 2321-7065 Azadi: A Freedom with Scar Dr. Anand Kumar Lecturer in English at Mauri (Bhiwani) Abstract The partition of India was one of the most critical events in the history of world. It was a significance event that had far-reaching political, social, cultural, religious and psychological impacts on Indian as well as the Pakistan common mass. The historical process of partition had a profound impact on contemporary social culture, literature and history. This historical event of partition left a traumatic impression on the minds of the people. Even the effect of the partition can be seen at presenting in various types. Introduction Indian novel in English emerged in its full swing from last seven decades. The three prominent writers and old masters of Indian fiction English are Mulk Raj Anand, R.K. Narayan and Raja Rao contributed to enrich the Indian writing in English through their exclusive writing of short stories and novels. These pre-Independent Indian novelists have made use of history, social, cultural and political events in their writing. The second generation writers include Bhabani Bhattachary, Kamala Markandaya, Manohar Malgonkar, Khushwant Singh, Chaman Nahal Singh, Bhisam Sahni and many others also tried to capture Indian reality of partition in their own way and have narrated historical events truthfully in their Indian perspective. http://www.ijellh.com 434 Volume II, Issue V, September 2014 - ISSN 2321-7065 Chaman Nahal is one of the brilliant Indian English authors in the field of contemporary Indian English novels. He enriched the field of political fiction which is very poor as compared to other forms of Indian English fiction. -

COMMON PERSPECTIVES IN POST-COLONIAL INDIAN AND AFRICAN FICTION IN ENGLISH ABSTRACT THESIS SUBMITTED FOR THE AWARD OF THE DEGREE OF Bottor of IN ENGLISH LITERATURE BY AMINA KISHORE DEPARTMENT OF ENGLISH ALIGARH MUSLIIVI UNIVERSITY ALIGARH 1995 Abstract The introduction of the special paper on Commonwealth Literature at the Post Graduate level and the paper called 'Novel other than British and American' at the Under Graduate level at AMU were the two major eventualities which led to this study. In the paper offered to the M A students, the grouping together of Literatures from atleast four of the Commonwealth nations into one paper was basically a makeshift arrangement. The objectives behind the formulation of such separate area as courses for special study remained vaguely described and therefore unjustified. The teacher and students, were both uncertain as to why and how to hold the disparate units together. The study emerges out of such immediate dilemma and it hopes to clarify certain problematic concerns related to the student of the Commonwealth Literature. Most Commonwealth criticism follows either (a) a justificatory approach; or (b) a confrontationist approach; In approach (a) usually a defensive stand is taken by local critics and a supportive non-critical, indulgent stand is adopted by the Western critic. In both cases, the issue of language use, nomenclature and the event cycle of colonial history are the routes by which the argument is moved. Approach (b) invariably adopts the Post-Colonial Discourse as its norm of presenting the argument. According to this approach, the commonness of Commonwealth Literatures emerges from the fact that all these Literatures have walked ••• through the fires of enslavement and therefore are anguished, embattled units of creative expression. -

However, there is little work on the nature of of capacity deficits faced by local governments and whether these deficits are acting as a constraint on performance. We use financial accounts data from Punjab’s local governments for 2018-19 to measure their ability to utilize budgets and find that there is considerable variation in this metric across local governments. We supplement this with a management survey with the top managers whose decisions affect budget utilization in a random sample of 129 out of 193 urban local governments in Punjab. We find that the capacity deficits in local governments are particularly challenging in terms of human resource capabilities, the adoption of automated systems, and legal and enforcement capacity. We also find that better human resource capabilities and the use of managerial incentives are positively correlated with budget utilization. Our evidence provides new insights on the importance of management and human resource capabilities and systems capacity in local governments in a developing country setting. -

The Sikh Dilemma: The Partition of Punjab 1947 Busharat Elahi Jamil Abstract The Partition of India 1947 resulted in the Partition of the Punjab into two, East and West. The 3rd June Plan gave a sense of uneasiness and generated the division of dilemma among the large communities of the British Punjab like Muslims, Hindus and Sikh besetting a holocaust. This situation was beneficial for the British and the Congress. The Sikh community with the support of Congress wanted the proportion of the Punjab according to their own violation by using different modules of deeds. On the other hand, for Muslims the largest populous group of the Punjab, by using the platform of Muslim League showed the resentment because they wanted the decision on the Punjab according to their requirements. Consequently the conflict caused the world’s bloodiest partition and the largest migration of the history. Introduction The Sikhs were the third largest community of the United Punjab before India’s partition. The Sikhs had the historic religious, economic and socio-political roots in the Punjab. Since the annexation of the Punjab, they were faithful with the British rulers and had an influence in the Punjabi society, even enjoying various privileges. But in the 20th century, the Muslims 90 Pakistan Vision Vol. 17 No. 1 Independence Movement in India was not only going to divide the Punjab but also causing the division of the Sikh community between East and West Punjab, which confused the Sikh leadership. So according to the political scenarios in different timings, Sikh leadership changed their demands and started to present different solutions of the Sikh enigma for the geographical transformation of the province. -
Khushwant Singh
Author of the Week: Khushwant Singh “Morality is a matter of money. Poor people cannot afford to have morals. So they have religion.” ― Kushwant Singh Life and career: Khushwant Singh was one of the paramount Indian writers and journalists of all times. He was born in the year 1915 in Hadali, Pakistan. His experience in the 1947 Partition of India inspired him to write Train to Pakistan in 1956 (made into film in 1998), which became his most well-known novel. Khushwant Singh was educated in New Delhi, and studied law at St. Stephen's College, Delhi, and King's College London. After working as a lawyer in Lahore Court for eight years, he joined the Indian Foreign Service upon the Independence of India from British Empire in 1947. He was appointed journalist in the All India Radio in 1951, and then moved to the Department of Mass Communications of UNESCO at Paris in 1956. These last two careers encouraged him to pursue a literary career. As a writer, he was best known for his trenchant secularism, humour, sarcasm and an abiding love of poetry. His comparisons of social and behaviour characteristics of Westerners and Indians are laced with acid wit. He served as the editor of several literary and news magazines, as well as two newspapers, through the 1970s and 1980s. Between 1980-1986 he served as Member of Parliament in Rajya Sabha, the upper house of the Parliament of India. Khushwant Singh was bestowed with the Padma Bhushan in 1974. But he returned the award in 1984 in protest against Operation Blue Star in which the Indian Army raided Amritsar. -

KASHMIRIYAT couv Janv 09:Layout 1 8/04/09 11:58 Page 1 Madanjeet Singh The two unique and memorable events that South Asia Foundation (SAF) organized in Srinagar to commemorate the Bhakti-Sufi-Rishi culture of Kashmiriyat, featured a jointly held India/Pakistan music concert Junoon and the Singhs, and an unprecedented exhibition of paintings by South Asian women artists. Madanjeet Singh narrates an account of these events, providing insights into age-old links between the music and art of South Asia and the pluralist culture and legacy of Kashmiriyat. KASHMIRIYAT Madanjeet Singh was born on 16 April 1924 in Lahore, present-day Pakistan. A well-known painter and a distinguished photographer, he is an internationally known author of several books on art and other subjects, closely interwoven with UNESCO’s programmes, principles and ideals. During Mahatma Gandhi’s ‘Quit India’ movement in 1942 against colonial rule, Madanjeet Singh was imprisoned. He later migrated to newly partitioned India in 1947 and worked in a refugee camp. He joined the Indian Foreign Service in 1953 and served as Ambassador of India in Asia, South America, Africa and Europe before joining UNESCO in1982, based in Paris. South Asia Foundation At the inaugural ceremony of the Institute of Kashmir Studies on 26 May 2008, Madanjeet Singh presented President Pratibha In 1995, in recognition of his lifelong devotion to the cause of Patil with a copy of his book, This My People, to which Prime communal harmony and peace, the UNESCO Executive Board Minister Jawaharlal Nehru handwrote a preface, shortly after created the biennial ‘UNESCO-Madanjeet Singh Prize for the India’s Partition in 1947.
