In particular, its antagonistic, cross-strait relationship with China has led to various negative consequences and cast a spotlight on the country on the international diplomatic front for close to over six decades. After the end of the Cold War, the democratization of Taiwan altered her political identity and released a nation-building process that was seemingly irreversible. Taiwan’s nation-building efforts have moved the nation further away from reunification with China. -

Reviews Mao’s War Against Nature: Politics and the Environment in Revolutionary China, by Judith Shapiro, Cambridge: Cambridge University Press (2001), xvii, 287 pp. Reviewed by Gregory A. Ruf, Associate Professor, Chinese Studies and Anthropology Stony Brook State University of New York In this engaging and informative book, Judith Shapiro takes a sharp, critical look at how development policies and practices under Mao influenced human relationships with the natural world, and considers some consequences of Maoist initiatives for the environment. Drawing on a variety of sources, both written and oral, she guides readers through an historical overview of major political and economic campaigns of the Maoist era, and their impact on human lives and the natural environment. This is a bold and challenging task, not least because such topics remain political sensitive today. Yet the perspective Shapiro offers is refreshing, while the problems she highlights are disturbing, with significant legacies. The political climate of revolutionary China was pervaded by hostile struggle against class enemies, foreign imperialists, Western capitalists, Soviet revisionists, and numerous other antagonists. Under Mao and the communists, “the notion was propagated that China would pick itself up after its long history of humiliation by imperialist powers, become self-reliant in the face of international isolation, and regain strength in the world” (p.6). Militarization was to be a vehicle through which Mao would attempt to forge a ‘New China.’ His period of rule was marked by a protracted series of mass mobilization campaigns, based around the fear of perceived threats, external or internal. Even nature, Shapiro argues, was portrayed in a combative and militaristic rhetoric as an obstacle or enemy to overcome. -

U.S.-China Sanya Initiative Dialogue Report from the 10th Anniversary Meeting U.S. and Chinese delegates meet with Admiral Miao Hua of the Central Military Commission of the People’s Republic of China. he EastWest Institute (EWI) convened the 10th anniversary of the U.S.-China Sanya Initiative from October 27 to 29, 2018. The dialogue was made possible through the generous support Tof the China-United States Exchange Foundation (CUSEF) and other private donors and was organized in close partnership with the China Association for International Friendly Contact (CAIFC). Retired American and Chinese senior flag officers and executives of the hosting organizations met in Beijing to discuss critical issues of mutual concern and interest impacting the U.S.-China military-to-military relationship, including North Korea, Taiwan, the South China Sea, emerging technologies, as well as other regional security challenges. The dialogue afforded timely opportunities for substantive exchanges prior to the November 9th meeting between U.S. Secretary of Defense James Mattis and Secretary of State Mike Pompeo, and Chinese Minister of Defense Wei Fenghe and State Councilor Yang Jiechi. The Commission’s first interim report, containing initial findings and the description of a strategic plan to complete our work, was delivered on June 5, 2006. The second interim report, delivered on March 1, 2007, was required by Public Law 109-364, the John Warner National Defense Authorization Act for Fiscal Year 2007, enacted on October 17, 2006. -

INDO-PACIFIC Chinese Central Military Commission Issues New Outline of Joint Operations OE Watch Commentary: China’s Central Military Commission (CMC) has issued an outline for improving the joint combat capabilities of the Chinese People’s Liberation Army (PLA). The CMC is China’s senior military authority. According to a press release regarding the outline (which itself is not public) published by state-run press agency Xinhua, the document represents the highest level of the Chinese military’s system of operational regulations and is meant to clarify responsibilities and generally standardize how operations work at higher levels across the PLA. While references to the PLA’s joint operations appeared in white papers in the early 2000s, real progress toward actually reaching that goal has only appeared in the past ten years. At the end of 2015, the CMC reorganized China’s military regions into a system of joint Theater Commands and abolished the General Staff Department in favor of a Joint Staff Department with clearer lines of communication and a less dominant role for PLA ground forces.
