1 COMMITTEE SUBSTITUTE FOR 2 HOUSE CONCURRENT RESOLUTION NO. 27 3 (By Delegates Stowers and Eldridge) 4 5 6 7 Requesting that bridge number 322-10-28.14 on West Virginia Route 8 10, crossing the Guyandotte River, currently known as the 9 “West Hamlin Bridge” in Lincoln County, West Virginia, be 10 named the “Army SSGT Arthur N. McMellon Memorial Bridge”. 11 WHEREAS, Staff Sergeant Arthur N. McMellon was the seventh 12 child born to Frank and Garnett McMellon of West Hamlin, Lincoln 13 County, and attended Guyan Valley High School; and 14 WHEREAS, SSGT Arthur N. McMellon had four brothers, Frank, Jr. 15 of West Hamlin, Forrest of Barboursville, Gerald of Alum Creek and 16 Jimmy of Star Route 10, near Barboursville, and three of the four 17 also served in the military; and 18 WHEREAS, SSGT Arthur N. McMellon saw combat action in the 19 United States Army in Korea at the age of seventeen, where he was 20 missing in action once for 18 days but returned uninjured; and 21 WHEREAS, SSGT Arthur N. McMellon never intended to make a 22 career of the Army, but later reenlisted because he was unable to 23 find a job in West Virginia and was deployed to a combat area in 24 Vietnam; and 1 1 Whereas, While serving as a mess sergeant, SSGT Arthur N. 2 McMellon was able to scrounge up supplies for and serve a turkey 3 feast for 71 Vietnamese children who unexpectedly visited his First 4 Division Company on a Thanksgiving day; and 5 WHEREAS, SSGT Arthur N. McMellon’s letters home to his wife and 6 mother described the debilitating heat and humidity endured by the 7 troops in Vietnam, the intense fighting in the area where he was 8 stationed near Ben Cat and his desire to be home; and 9 Whereas, While riding in a Jeep to secure supplies for his 10 unit, SSGT Arthur N. McMellon was killed December 1, 1965 by a Viet 11 Cong grenade; and 12 WHEREAS, SSGT Arthur N. McMellon was buried in Arlington 13 National Cemetery on December 16, 1965; and 14 WHEREAS, Then Rep. Ken Hechler, D. W.Va., who arranged for the 15 sergeant’s burial at Arlington, said of him, “He showed that human 16 kindness and love can shine through and can never be obscured by 17 the muck and grime of a brutal war”; therefore, be it 18 Resolved by the Legislature of West Virginia: 19 That bridge number 322-10-28.14 on West Virginia Route 10, 20 crossing the Guyandotte River, currently known as the “West Hamlin 21 Bridge” in Lincoln County, West Virginia, be named the “Army SSGT 22 Arthur N. McMellon Memorial Bridge”; and, be it 23 Further Resolved, That the Commissioner of the Division of 24 Highways is hereby requested to erect signs at both ends of the 2 1 bridge containing bold and prominent letters proclaiming the bridge 2 the “Army SSGT Arthur N. McMellon Memorial Bridge”; and, be it 3 Further Resolved, That the Clerk of the House of Delegates 4 forward a certified copy of this resolution to the Commissioner of 5 the Division of Highways. 3.
