Performance Overview

1. What output level results were achieved that contributed towards to the outcome level results?

Thanks to the CSSF and since the establishment of the SSR project, UNDP, in partnership with the Ministry of Interior, has been able to achieve many results contributing to security sector reform in Tunisia. The results achieved, by theme, are as follows:

1. Development of the legal and institutional framework:

- Development of the legal reference framework on the community policing and submission to the Ministry of Interior. - Drafting of the Code of Conduct for Internal Security Forces and submission to the MOI - Development and adaptation of the Departmental Inspection Policy for submission to MOI - Development of the plan for the implementation of the Departmental Inspection Policy and submission to the MOI - Development of the draft final report on the Complaints Management Mechanisms Framework and submission to MOI - Development of a Standard Operating Procedures (SOPs) guide for ISF and dissemination of the SOPs guide in pilot stations - Development of a sectoral training manual on community policing and security sector governance for MTT - Development of the Strategy for the Generalization of the community policing and the multi-year action plan for its implementation followed by their submission to the MoI.

2. Improvement of the infrastructure, means and equipment:

- Construction and equipment of 04 simulation centers at the National Security School of Byrsa, the National Guard School of Bir Bourgeba, the National Guard School of Chbika and the National Security School of . - Rehabilitation and equipment of 16 pilot stations (10 during the reference period). - Rehabilitation, equipment and inauguration of 2 Citizen Spaces of the Ministry of the Interior in accordance with international standards. - Rehabilitation and equipment of the National Security Operations Room based on international standards and operational efficiency requirements and optimization of information management between local and national levels. -National Guard crisis cell equipped and equipped.

3. Reinforcement of the technical and logistical framework:

- The simulation centers have been connected to the MOI's computer network, giving them access to a range of applications to facilitate their work and reduce data processing times. - Implementation of IT tools for management and decision support (management dashboard and criminal mapping) linking regional and central units - Deployment of the crime mapping tool in pilot stations - Deployment of a new information system to handle complaints and inspection tasks at the Ministry of the Interior - Training capacity building: - Development of a single reference document for community policing training - Finalization of the training course in Community Policing for ISF - Organization of a training of trainers on community policing for 16 ISF managers - Training of more than 1021 ISF agents on communication, reception and interpersonal management - 1,021 ISF officers received training and mentoring by Mobile Training Teams (MTTs) in community policing, the care of women and children victims of violence and the prevention of violent extremism.

4. The involvement of local communities and CSOs in SSR and the improvement of services provided by ISF:

- Establishment of 16 local security committees in the 10 pilot localities. - Training of LSC members on community policing - Support for the organization of more than 200 activities set up by the various LSC - The organization of a national LSC forum to strengthen the exchange between the different LSC. - The organization of a regional forum in the pilot governorate of Medenine to present the objectives of the newly established LSC in this governorate. - The definition of a communication strategy within the MoI relating to community policing and its generalisation.

5. Establishment of a national strategy and capacity building to strengthen gender mainstreaming and equal opportunities

- Conducting an audit on the safety of women WSAs in 4 pilot localities in order to better identify citizens' expectations in terms of safety. - Preparation, in collaboration with CREDIF, of a new training manual on violence against women and how to deal with it, for use by ISF. - Organization of training of trainers on the care of women victims of violence for 16 managers of ISF - Elaboration of a Training of Trainers' Guide on violence against women and children and their care by the ISF - Technical and logistical support to 68 units specializing in violence against women and children to enable them to comply with articles 29 and 39 of Organic Law No. 2017-58 of 11 August 2017 on the elimination of violence against women - Implementation of the Sectoral Plan of UNSC Resolution 1325 "Women, Peace and Security" on gender-based violence and gender and the inclusion of women in their participation in peace negotiations and post-conflict reconstruction in Tunisia.

6. SSR and Covid health crisis-19

- Strengthening the capacity of the Internal Security Forces Health Hospital through the purchase of two state-of- the-art medical packs with 6 multi-parameter physiological monitoring monitors and 6 Electronic Resuscitation Ventilators

2. Detail any notable results.

Activity 1.1. Reinforce the capacities of the internal security forces of the pilot stations regarding community policing model

UK government officials visit in the pilot station in , October 2020

To learn about the achievements of the project, a delegation of UK government high-ranking officials has paid last October an official visit to the pilot station of the National Guard in Sousse and was able to observe the predisposition of the ISF officers and agents working there to offer quality services to citizens in their charge.

For a better quality service from ISF to citizens End of 2017: Inauguration of the first Citizen Space of the Ministry of the Interior Within the framework of result 4.3 namely ''the new public service/community policing approach is implemented in pilot areas'' and after the completion of the rehabilitation work of the Citizen's Space of the Ministry of Interior, the Ministry and its partners officially inaugurated on 22 December 2017 the first Citizen's Space of the MoI in the presence of Mr. Diego Zorrilla, UNDP Resident Representative in Tunisia, Mr. Lotfi Brahem, Minister of the Interior, Mrs. Louise de Sousa, Ambassador of the United Kingdom, Mr. Mikio Shiokawa, Ambassador of Japan in Tunisia, Mrs. Anna Gabrielle Younès, Programme Officer at the Canadian Embassy in Tunisia, as well as in the presence of a large number of national media. Opening its doors to the public on 24 December 2017, the Citizen's Space at the Ministry of the Interior has been set up in order to improve the conditions of reception of the citizens who use it, to guide them and to deal quickly and efficiently with their requests and queries.

Inauguration of the Citizen Space of the Ministry of the Interior in , 22 December 2017 Rehabilitation and inauguration by the Minister of the Interior of the Citizen's Space at the headquarters of the General Directorate of the National Guard

The Minister of the Interior inaugurated, on February 13, 2020, the second Citizen Space within the headquarters of the National Guard Directorate General in Aouina. The inauguration was held in the presence of the UNDP Resident Representative in Tunisia, the Ambassadors of Canada, Japan and the Deputy Ambassador of the United Kingdom.

Inauguration by the Minister of the Interior of the Citizen's Space at the headquarters of the General Directorate of the National Guard in Aouina, February 13, Tunis The Citizen's Space is above all an extension of the experience of the implantation of the Community Policing and meets international standards by distinguishing itself by a practical and modern architectural design. It covers an area of 600m2 on two levels and is equipped with the best environmentally friendly equipment and advanced information systems. The building is staffed by highly qualified managers and employees in the field of reception, guidance and administrative services.

On the ground floor of the Space includes, in addition to the Citizen Relations Office and the Reception and Orientation Office, the services of the General Inspectorate of the National Guard in charge of citizens' complaints and grievances, as well as the General Directorate of the Road Guard in charge of receiving appeals and objections against contraventions and the granting of traffic permits and the cancellation of vehicle search notices and the granting of certificates of declaration of loss of driving licenses.

4 years: Rehabilitation of 10 pilot stations and 10 local security committees

From 2017 until nowadays,10 pilot stations of the National Guard and the National Police, including 7 in the governorate of Medenine alone have so far been rehabilitated and equipped and 10 local security committees have thus been set up with a view to strengthening the security work and the quality of services offered by the internal security forces and to promote them in a framework of partnership with the citizens1. The aim is to prevent crises, crime and, above all, violent extremism through the community policing. In these localities and more particularly in the governorate of Medenine, the Local Security Committees have carried out various actions in partnership with the local authorities and the components of local civil society to raise awareness and prevent crises, crime but also and above all violent extremism and SGBV.

Activity 1.2: Provide support to the MOI Training Mobile Team in the dissemination of the community policing approach

1) 2 Sectoral Training Sessions in Community Policing and Security Sector Governance

Under Activity 1.2, during the month of January 2020, from 6 to 9 January 2020 in Zarzis and from 20 to 23 January 2020 in Tunis, on the basis of the training methodology adopted on the MTT, two trainings were provided by the MoI trainers on the following three themes, namely community policing, care of women and children victims of violence and prevention of violent extremism. While the first had 49 participants, including 45 ISF agents comprising 37 young people under 35 years of age and 2 women, the second had 92 participants, including 57 ISF agents comprising 13 women.

During the reference period, a total of 102 ISF agents were able to benefit from training and coaching on the new requirements and challenges of safe work. In short, the 5 MTT trainers strengthened the capacities of the ISF on the new reference framework for safe work, in other words on the new laws and structures, but also and above all on the code of conduct, on the standard operating procedures of the SOPs). In addition, the principles and pillars of the community policing approach and its Mechanism through the Local Security Committees, diagnosis and action plan. Finally, ISF officers have been trained on the care of women and children victims of violence and on the prevention of violent extremism through community policing.

2) Training of 15 heads of public security brigades of police stations rehabilitated and equipped by the SSR project in community policing.

The main objective of this training is, under Activity 1.2, to involve the supervisors of the heads of pilot stations in the coaching process and coaching activities in the field of community policing. This training workshop enabled them to better master the above-mentioned concepts in order to better understand their roles as well as my standard operational procedures relating to the operation of a community policing station.

The 15 heads of public security brigades of the police stations rehabilitated and equipped by the SSR project. They are now in a position to carry out supervisory and coaching functions such as providing additional support and backstopping to the ISF officers trained over the years. A post-training evaluation was carried out among the participants and through which they expressed their willingness to programme a second phase of training in order to consolidate their skills in community policing.

3) Evaluation of sectoral training courses and trainers

Under activity 1.2, the evaluation workshop aims to dissect the weaknesses and strengths of the sectoral training programme in order to optimize an improvement of the training content and the tools and techniques adopted, as well as the appropriate modalities for the smooth functioning of the mobile training teams in the future. 29 trainers, including 8 women and 12 young people under 35 years of age, from the mobile training teams thus contributed to the enrichment of the sectoral training sessions on community policing and governance of the security sector and to the training sessions on care and child victims of violence. The evaluation workshop was thus organized in three stages over three days.

On the one hand, on the first day, the results of the training activities carried out were presented. On the second day, the performance of the different trainers was pedagogically evaluated. Finally, the last day closed with 29 recommendations and conclusions drawn from these evaluations for the next phases in order to improve the working methodology of the mobile training teams.

Among the most important, it is interesting to note the adoption of a knowledge assessment at the end of each training in the form of a MCQ, the involvement and active participation of the various stakeholders in the care of women and children victims of violence in sectoral training, the organization of a study day in partnership with the Higher School of Internal Security Forces, among others.

Workshop for the Evaluation of Sectoral Training in Community Policing and Governance of the Security Sector, from 2 to 4 March 2020, Sousse.

During the month of July 2019, UNDP implemented a training of trainers on how to host and provide care to women victims of violence. The five days training has allowed to gather 18 trainers of the MoI and allowed to discuss the following topics: - How to elaborate an adapted training curriculum towards ISFs when training on SGBV - How to transfer competences to ISFs when related to interpersonal skills and listening techniques - How take in charge women victims of violence when accompanied or unaccompanied by children.

Sectoral training sessions in terms of community policing mechanisms and security sector governance, provided by the community policing MTT, , December 2019

In December 2019, 126 ISF members working in the pilot stations of the National Police and Guard in the South- West and the North-West of Tunisia have received training on community policing mechanisms and security sector governance during sectoral sessions. These training sessions were successfully provided by members from the Mobile Training Team upstream created by the Tunisian MoI and trained with the support of UNDP to strengthen capacities and skills of ISF members' in the matter.

In September 2019, UNDP has implemented a workshop during which 41 MoI staff members have been trained on following topics; good governance of the security sector, community policing, LSCs, SGBV and PVE. The workshop allowed to introduce the priorities of UNDP regarding the SSR.

The workshop made it possible to consolidate the training modules in the presence of MoI trainers before their introduction to the Ministry of the Interior for validation and adoption. During this workshop, the development of a guide on the use of simulation centres was launched and will eventually provide simulation centre staff with a practical guide designed to facilitate the use of their respective workspaces and make the results of their work more effective.

UNDP, in collaboration with the IM, inaugurated a new simulation centre for training in local police in July 2017 at the National Security Training Centre located in Carthage Byrsa. This new centre provides a concrete response to the recommendations issued by the MoI in the framework of the ministerial policy on Local Police aiming to provide training that is better adapted to a quicker professional integration of young recruits from the ISF. In addition, it has at its disposal advanced pedagogical tools to provide practical training in this field for the Ministry's staff.

The inauguration ceremony of the new centre was held in the presence of the Director General of Training of the National Security Police, the Director of the Carthage Byrsa National Centre for Continuing Education, representatives of the Ministry of the Interior, UNDP representatives and representatives of the embassies of Canada, Japan and the United Kingdom. 30 agents were trained by the project and made it possible to make the simulation centre functional both in terms of equipment and human resources.

Activity 2.1. Disseminate training modules, guides and SOPs for ISF

Standard operating procedures are the necessary set of instructions and recommendations to ensure the proper functioning of a particular and organized unit, derived from professional references, general principles of corporate culture and ethics.

The SOPs is a procedural guide in which one can find precise and technical jargon and also the description of the tasks of the ISF, the use of equipment to receive and record according to international standards women and girls who are victims of violence but also and above all the general policy of community policing. Finally, this guide aims to regulate the guiding principles of the use of force, such as the use of chemical irritants during crowd control, and the procedure for police custody in particular.

Activity 2.1. Disseminate training modules, guides and SOPs for ISF on SGBV

The efforts deployed in the framework of the partnership with CREDIF have led to the development of a training kit on the care of women victims of violence for officers and agents of the internal security forces, taking into account the following elements: - All the provisions of the Organic Law on the Elimination of Violence against Women, particularly those relating to care and institutions. - The sectoral protocols for the care of women victims of violence. - The sectoral protocol for the care of women victims of violence signed between the Ministry of Women, the Family and Children and the Ministry of the Interior, including the drafting of mini-guides aimed at improving coordination between the various services and sectors involved in care. - The intersectoral agreement signed by the 5 ministries on 15 January 2018. - The Essential package of services for the care of women and girls who are victims of violence developed by the United Nations agencies.

Guide for the training of trainers on violence against women and children and their care by the ISF

Finalisation of the Women Safety Audit (WSA) in 4 pilot locations

During the last quarter of the year 2018, UNDP carried out the different activities planned within the framework of the WSA in the 4 pilot localities of Zarzis, Sousse, Bizerte and Fernana. The meetings were based on surveys with citizens and work sessions. The WSA made it possible to identify the different types of violence suffered by women in the pilot localities.

The WSA's activities were implemented in close collaboration with the LSC, composed of representatives of local authorities, internal security forces and civil society organisations, based on interview guides written by CREDIF and UNDP. The individual interviews conducted in each pilot locality involved groups of 15 individuals (10 women and 5 men), while the focus groups brought together a total of 50 people in the 4 pilot localities. The activities carried out by the UNDP were carried out during the months of October and November in the 4 pilot localities.

As part of the 16 days of activism to fight violence against women, the joint project in partnership with UNDP and the Office of the United Nations High Commissioner for Human Rights to improve access to justice has mobilized to promote the implementation of the constitutional provisions assigning to the State the obligations to: "take the necessary measures to the elimination of violence against women" (art 46); as well as article 10 of law n ° 2017-58 related to the elimination of violence against women through the organization of a training on taking care of women victims of violence for the benefit of 12 members of specialized investigative units in crimes of violence against women and children in the governorate of Medenine as well as 07 magistrates from the same governorate.

In August 2019, UNDP has implemented 5 coaching sessions which allowed to gather ISF agents from 5 pilot stations in Médenine governorate, including 4 newly created stations. These coaching sessions were successively implemented in Djerba Houmet Essouk, Zarzis, Ben Guerden, Médenine (Southern district) and Sidi Makhlouf.

In April 2019, UNDP implemented a training of trainers which allowed to gather ISF members in charge of SGBV for two weeks. This training was articulated around 6 workshops and allowed to reinforce ISF members capacities and knowledge in regard to SGBV and how to handle such cases of violence.

Sectoral training sessions on SGBV

In December 2019, 02 sectoral training sessions on how to host and provide care to women victims of violence were successfully conducted. So, as part of the improvement care program for women victims of violence, the said sessions were provided by trainers from the Mobile Training Team (MTT) upstream created and trained with the support of UNDP to strengthen the capacities of specialized investigative units in violence against women and children helping them meet the new requirements of the organic law 58-2017 relating to the elimination of SGBV. So, 82 officers and executives of the specialized investigative units have received training in how to care for women and children victims of violence and were particularly trained on, provisions of the organic law 58-2017, integral approach in the fight against SGBV, rights and penal protection of women and children victims of violence and good practices on care for women victims of violence.

Activity 2.2: Provide support in the elaboration of a new gender mainstreaming strategy for the MoI

Integration and the institutionalization of the gender approach and equal opportunities workshops

In November 2019, 02 consultation workshops on how to support the process of developing the sectoral plan for the integration and the institutionalization of the gender approach and equal opportunities between women and men within the MoI were respectively held with the participation of members of the steering committee, sector cells and technical commissions. A total of 170 participants from MoI’s structures, of which around 25% are women, took part in these workshops. The ministry plans to work for gender mainstreaming and the promotion of equal opportunities, notably by strengthening the capacities of the steering committee and the technical commissions in charge.

Under activity 2.2, the Ministry of the Interior and UNDP jointly organized a national conference on 18 February 2020 in Tunis to launch the implementation of the Sectoral Plan of the Ministry of the Interior under Security Council resolution 1325, as part of the project to support community security. The conference was held under the high patronage of the Minister of Interior Hichem Fourati, in the presence of the UNDP Resident Representative and the representative of UN Women Tunisia and Libya and Mr. Mohamed-Ali Khaldi, Director General of the Directorate General of Human Rights, Ministry of the Interior and provided an opportunity to review achievements in the implementation and development of the Ministry of the Interior's sector plan for Security Council resolution 1325 (2005) and to inform on the major challenges to be addressed in this regard.

It was also pointed out that in January 2020 UNDP began a cycle of meetings with the Directorate-General for Human Rights to begin a series of activities relating to resolution 1325 while adapting it to the Tunisian reality in order to carry out the implementation of the Ministry's sectoral plan to combat terrorism, extremism and all forms of violence against women.

Finally, a brief review of the SSR project's activities relating to gender-based violence and gender and their inclusion in line with Resolution 1325 "Women, Peace, Security" was recalled. Secondly, Ms. Imen Testouri, Head of Department at the Directorate General of Human Rights, presented the methodology for developing the Ministry of Interior's sectoral plan for the national and local implementation of Convention 1325. Finally, Ms. Raoudha Bayoudh, Deputy Director of Social Prevention at the Ministry of Interior, member of the steering committee in charge of the preparation of the Ministry of Interior's sector plan of the 1325 resolution announced the Ministry of Interior's sector plan for the implementation of the 1325 convention. In addition, the national conference concluded on the prospects for cooperation with UN agencies and international organizations to support the implementation of UNSCR 1325.

Activity 2.3. Provide technical support to LSCs in the implementation of SGBV-related actions

On 2019 June 7, the first action conducted by Bizerte LSC entitled “Awareness rising for the prevention of violence against women”, consisting in an awareness rising public campaign and a workshop, was held. The awareness rising public campaign allowed to discuss SGBV related topics with more than 450 passers-by. The workshop allowed to gather more than 80 key actors involved in security reform efforts or women rights promotion at the local level.

This first action, conducted by Bizerte LSC, has allowed to sensitize security-related local key actors on violence against women and to highlight which joint actions would allow to identify the causes of such type of violence and to reduce it in Bizerte area. During this workshop, participants discussed how ISF work should be improved when hosting and accompanying women victims of violence through the contributions of civil society actors and local public authority representatives.

On 29 June, the first meeting of Sousse LSC was held and gathered local civil society representatives, local authorities of Sousse and several members of ISF from Sousse governorate. This meeting has allowed to define an action plan in accordance with the local security diagnosis. Following this meeting, LSC members decided to conduct a first action on 12 and 13 of July and which will be dedicated to struggle against SGBV in Sousse area through a public awareness rising campaign and a SGBV-dedicated workshop with local security stakeholders.

The project has also supported the Local Security Committees (LSC) of Marsa, , Fernana, Ben Guerdane, Sakkiet Ezzit, , Hammamet, Bizerte, Sousse and Naassen to give them the capacities to carry out their local security plans. citizens and security forces, prevention of school-based violence, and road awareness campaign have been addressed through the action of LSCs.

At Marsa, awareness-raising day on "Prevention of violence against women and young people".

On 27 October, the local security committee of Marsa organised, with the support of UNDP and in partnership with public actors and local associations, an awareness day in favour of the prevention of violence against women and young people. The initiative was implemented in collaboration with the Al Kawakibi Centre for Democratic Transitions and provided an opportunity to discuss preventive measures that could be put in place by the various stakeholders to curb this phenomenon affecting young people and women in particular.

In order to strengthen the fight against violence against women, 2 awareness-raising days were held on 1 and 2 November 2017 in Fernana, in the governorate of . The campaign organised by the LSC of Fernana brought together local public authorities, associations and members of the ISF around a common issue. Indeed, the campaign made it possible to discuss in a concrete manner the measures that could be undertaken jointly by the stakeholders taking part in the campaign in order to identify the different aspects of the economic exploitation of under-age girls, to envisage a common action plan to remedy this problem and to design an effective plan of action

On 25 and 26 November 2017, the LSC of , in the governorate of , organised an awareness campaign to prevent violence against women in schools. This action is part of the fight against violence against women (SGBV) at the level of the governorate of Sfax and took place during the 16 international days of activism against violence against women. About 500 citizens of the city of Sousse were reached by the awareness campaign and exchanged with the members of the LSC on the responsibility of each one in the eradication of this type of violence identified as a priority by the newly created LSC. The campaign was followed by a workshop which enabled the ISF agents of Sousse, the associations and the local authorities of Sousse to discuss joint actions that could be carried out in order to eradicate, or at least diminish, the impact of this phenomenon in the governorate of Sousse. This workshop brought together more than 50 participants.

Awareness-raising action at the international campaign #Orangetheworld, Medenine city, 1st December 2019

As part of the 16 days of activism for the elimination of violence against women, UNDP has organized in collaboration with the LSC and the ISF of Medenine an awareness-raising action at the international campaign #Orangetheworld. The action was held in Medenine city and was marked by a caravan of representatives of local CSO’s, local public authorities and ISF members. The caravan walked along the busiest streets of the city, passing through the weekly souk raising awareness of a wide and diverse public on the theme.

Activity 2.4. Provide technical support to MoI SGBV specialized units

36 Specialized Units strengthened to better care for women and children victims of violence

Thanks to CSSF, RSS project has just supported 36 Specialized Units for the Investigation of Crimes of Violence against Women and Children by providing them with a specific equipment pack for recording the hearings of victims. This support is aimed at strengthening the technical capacities of the staff of these units and is part of the security sector reform support project implemented in partnership between UNDP and the Ministry of the Interior.

This is a second grant, bringing the total number of beneficiary Units to 68 out of the 128 Units established and deployed by the Ministry of the Interior under Organization Act No. 58/2017 on the elimination of violence against women.

The handover of the equipment took place today in the presence of representatives of the General Directorate for External Relations and International Cooperation at the Ministry of the Interior and of the National Police and National Guard structures.

Activity 3.2. Provide technical support to LSCs in the implementation of PVE-related actions

The Local Security Committee of Sidi Hassine organised on 27 September 2017 an awareness day for the integration of young people and the prevention of delinquency at the Public Library of Sidi Hassine. Supported by UNDP, this action was the result of the committee's partnership with the delegation, the municipality of Sidi Hassine and the components of local civil society. As part of the implementation of the committee's 2017 action plan, the action focused on mobilising the actors concerned by the economic integration of young people who have dropped out of school, particularly the local authorities, the national education and vocational training institutions for employment with a view to preventing young people from becoming involved in delinquency.

The local security committee of Hammamet organized in February in its municipality an open social debate on the prevention of violence and drug addiction in schools in partnership with the municipality, the delegation and the internal security forces of the National Guard of the Manaret El Hammamet police station.

The meeting was an opportunity to raise awareness among a public of young schoolchildren and professionals from the school education sector. Representatives of local CSOs were also able to interact with experts in the field of prevention as well as with representatives of regional education and children's offices. In addition, a number of topics were presented by security experts, lawyers, family judges and doctors specialising in drug addiction and were discussed during the exchanges with the public concerned. The day was finally closed with recommendations and conclusions drawn by the stakeholders.

“Access to citizenship for young pupils” through awareness-raising campaign on the community policing approach in schools

The committee's action in coordination with the pilot post consists of a one-day awareness campaign. This campaign will be deployed within the school institution in order to allow a better proximity to the students and to allow them direct access to the administrative services of the pilot post on the spot.

For this purpose, UNDP is supporting the committee and the post of Sidi Makhlouf by offering its logistical support to ensure the smooth running of the event but also and above all to provide young people with public services, such as the identity card, which is essential for the baccalaureate examination.

The awareness-raising campaign will thus make it possible to present the new community policing approach and its main advantages that it intends to offer to the region's young people. It will also be an opportunity to present the practices of community policing to young people who are curious and wish to learn more about the impact of the change brought about by the application and implementation of community policing by officers and executives of the National Guard in the Sidi Makhlouf region. This campaign aims to encourage youth to interact with ISF in a new

and peaceful setting to better address the security challenges in the region, provide a new approach to service delivery by internal security forces and reach a target audience.

This campaign aims to achieve four specific objectives, the granting of national identity cards for students summoned to take the Baccalaureate exams, promoting the communiting policy approach to educational institutions, foster a better relationship between the ISF and the youth of Sidi Makhlouf and enable the pilot NG station of Sidi Makhlouf to offer administrative and outreach services to students living in rural areas that are difficult to access from the cited station.

Activity 4.1. Support local security assessments and action plans

Activity 4.2 Support LSCs in pilot localities during the implementation of their actions (Covid and others) Every weekend during Ramadan 2019, the Local Security Committees of Fernea, Sidi Hassine, Bizerte and Sakiet Ezzit, respectively, have set up artistic, cultural and recreational activities aimed at the local population with the sole aim of promoting tolerance, dialogue and renouncing violence. While more than 4,000 people attended these events in the governorate of Bizerte alone, children, women and men from each region concerned were able to enjoy shows, concerts and film screenings on the prevention of violent extremism. These different actions therefore illustrate the ability of the LSC to provide, in a discretionary manner, an alternative response to the classic seminars and speeches on PVE, which are sometimes less adapted to local needs. The participatory approach including the community and civil society organisations is thus deepened in the field of PVE.

The citizens' initiative of the Local Security Committees of Fernena, Sidi Hassine, Bizerte and Sakiet Ezzit for the renunciation of violence and the promotion of tolerance and dialogue The participation and support of several actions planned by the LSC in the framework of the implementation of action plans to show a remarkable commitment of the civil society to operationalise the recommendations and actions of the LSC and this through the positive interaction of the associations with the actions carried out and their commitments to participate and support the LSC. As part of the implementation of the Tunisian model of community policing in the governorate of Médenine, representatives of 48 local civil society organisations are trained in partnership and co-production mechanisms for security, including 27 women (15 under 35 years old). The training focused on the following 6 themes: the community policing approach (Principles and pillars, Structural and technical potential), the mechanism for implementing community policing (Local Security Committees, diagnosis and action plan), the role and involvement of civil society in the operational framework of community policing, the contribution of civil society to strengthening community resilience (Preventive approaches), the new institutional configurations and their contributions to security and, finally, problem-solving techniques in the context of community policing. Strengthening the involvement of 67 individuals from local communities and CSOs from Ben Guerdane and Bizerte in community policing In the framework of the implementation of the strengthening of the involvement of local communities and CSOs in the PPR to crises and bringing ISF closer to the population through the improvement of the quality of their services, the project has strengthened the involvement of local communities and CSOs in the preparation, prevention and response to crises through a training workshop on community Policing and LSC mechanisms on 04 and 05 May 2017 in Ben Guerdane. During the training, the Tunisian model of Community policing Policing experimented within the pilot zones and focused on problem and conflict resolution (CAPRA Method) was exposed. The capacity of the LSC partners to analyse and identify local priorities and to formulate their contributions in dealing with problems relating to their communities was strengthened through practical work on the integration of skills. The beneficiaries, including 20 representatives of civil society in the Ben Guerdane region, 07 representatives of local security committees in the pilot areas and 04 representatives of local authorities exchanged their experiences in terms of crime prevention and violent extremism within their communities and received the consultation methods used to ensure that the security needs of the populations were taken into account. At the end of the training, they were able to acquire sufficient skills to build an initial consensus among members of civil society and to understand the LSC mechanisms (roles and functioning). The experts who provided the training were able to observe and monitor the development of the expertise of association members in the prevention of crime and violent extremism. A total of 32 participants took part in the workshop.

LSC training workshop in dialogue facilitation and consensus building, 9 December 2017 in Hammamet. In partnership with UNDP's "Tamkeen" project, the project worked to strengthen the capacities and knowledge of LSC members through a training cycle in "conflict management, dialogue facilitation and consensus building" organised on 7, 9, 18, 19 and 20 December for members of the LSC of Marsa Ouest, Naassen, Sidi Hassine El Attar, Manaret El Hammamet, Bizerte, and Fernana. The training is part of a global approach to consolidate social cohesion through conflict prevention and local management. By favouring the culture of dialogue, this training cycle is a continuation of the activities undertaken by the Tamkeen project since 2013 in this area, which have already enabled the creation of a network of local skills in facilitating dialogue with civil society organisations (CSOs). Given the centrality of the preventive dimension in the community policing model, an inclusive and concerted approach has been favoured with all the local actors among the administrative and security structures and authorities, and the components of local civil society. The aim of this approach is to strengthen the immunity and resilience of society against the risks of violence erupting, by developing a national management and prevention capacity through the promotion of dialogue. 140 members of the local security committees of Bizerte, La Marsa Ouest, Naassen, Sidi Hassine El Attar, Manaret El Hammamet and Fernana have been trained in dialogue facilitation and consensus building. organised in Ain Drahem, in the governorate of Jendouba. As a result, the members of the LSC and representatives of the CSOs concerned were able to identify the security problems relating to their region, to analyse them and to express their needs from a responsible and transparent coordination structure bringing together a diverse network of partners, such as: the security forces, local elected representatives, sector heads, associations and citizens. A total of 34 representatives of civil society and the local authorities of Fernana took part in this training on the mechanisms of the local security committees and the principles of the community policing. 05 LSC training workshops in dialogue facilitation and consensus building in Ben Guerdane on 2 and 3 February 2018, in Hammamet on 16, 17 and 18 February 2018 and on 23, 24 and 25 February 2018 respectively, and 2 workshops in Sousse, 2 and 3 March 2018. Organize a forum of the LSCs to share their experiences and exchange on best practices UNDP supported the LSC by strengthening their capacity and knowledge in terms of the CP Mechanism during the Forum of Local Security Committees in Tunisia held in Sousse in April 2017 for this purpose. Placed under the sign: "For a Police resolutely closer to the population", the Forum was an opportunity for all the partners to review the work undertaken by the seven local security committees since their establishment and allowed the sharing of their experiences, particularly in terms of crime prevention and the mechanism of LSC and Local Police.

Forum of Local Security Committees in Tunisia, 08 April 2017, Sousse The participants, i.e. 3 members of each LSC, the 07 delegates from the pilot areas, the 07 heads of pilot stations and 06 members of the Ministry's steering committee were able to agree on their respective action plans for the next phase. Representatives of technical and financial partners of the project took part in the Forum. The Ministry also invited national and local media to cover some plenary sessions of the Forum. Rehabilitation and equipment of the National Security Operations Room

Under activity 5.1, which aims also to strengthen the crisis management capacities of key institutions, particularly with regard to information systems, data collection, analysis and transfer, as well as decision-making mechanisms, UNDP completed the rehabilitation and equipment of the National Security operations room in December 2017. The space thus rehabilitated will make it possible to support the Directorate General of National Security in building the operational management capacities of territorial public security units and also in building the capacities of the officers working there. This intervention also aims to ensure better management and coordination with the various public security commissariats in general and the pilot commissariats in particular.

Activity 5.3 Provide support to the IT team of the MOI and the trainers on using tools

7 trainers were trained on the "Management Dashboard" application.

Under activity 5.3, 7 trainers were trained on the "Management Dashboard" application at the Ministry of the Interior's IT centre from 25 to 26 March 2020. Thanks to this training, they now have a methodology and a training guide on the "Management Dashboard" application.

The 7 trainers were thus able to benefit from the exposure of the content of the transactional part of the application, share their feedback from the training already provided, deduce the appropriate training methodology and finally discuss the drafting of the trainer's guide.

This training thus responds to the lack of modern management mechanisms and tools in the administrative structures with horizontal competences of the MoI.

Finalization of a Training Guide for Management Dashboard’s Trainers

Following the training of the 7 trainers on the management dashboard application, the SSR project finalized during the reference period a Guide for these trainers which is composed of different chapters. The Guide contains training needs, pedagogical objectives, training beneficiaries, training methodology and content. In addition, the guide aims to provide a framework for the evaluation system of the ISFs' skill acquisition levels, motivational elements and finally a pedagogical sheet as well as various pedagogical recommendations.

Product 6. Provide relevant update on human rights, gender and conflict sensitivity this quarter.

In response to the expressed needs of ISF in regard to the reinforcement of their knowledge in matter of human rights, UNDP, has during the workshop on SSR held in September, underlined the importance of setting a new mindset amongst MoI staff members accordingly to the new legal framework adopted after the adoption of a new constitution. During the workshop, new laws as the law n° 2017-58 combatting violence against women or law n°2018-11 against discrimination were discussed and explained to ISF members taking part into the workshop. with the MoI, is working on the institutionalization of the LSC as an efficient platform to let citizens and ISF work together on local security-related concerns while fully respecting human rights.

Activity 6.1. Support MoI in the operationalization of the security sector governance and human rights framework (code of conduct, new inspection policy and complaints mechanisms)

Submission of the draft government decree laying down the code of conduct for ISF

The draft government decree establishing the code of conduct for ISF has been submitted to the Ministry of the Interior. This submission was preceded, on 10 and 11 January 2017, by a workshop for a final rereading of the draft code of conduct on the basis of the observations and recommendations collected. The participating members of the dedicated working group thus had the opportunity to review the final version of the code on the basis of the various inputs received via the web portal, the structures of the ministry or civil society organisations. In the same vein, the submission to the ministry of the draft government decree establishing the code of conduct for ISF took place during the same period, preceded by a workshop for a final review of the draft code of conduct on the basis of the observations and recommendations collected in January 2017. During the second quarter of 2017, the competent structures and committees concerned were charged with examining the ISF' draft code of conduct in order to speed up its promulgation.

Submission of the draft report on the referential legal framework of Community policing in Tunisia and consultation of the different structures of the Ministry on the report.

As part of the implementation of the strengthening of the legal, regulatory and institutional framework of the security forces, UNDP submitted the draft report on the legal reference framework of the Community policing in Tunisia to the Ministry for approval in January 2017. Concerned through a comprehensive and participatory review by the members of the dedicated working group, the report particularly aims at two expected results, namely, on the one hand, the redefinition of the mandate and missions of the internal security forces as well as the legal framework of their action, and on the other hand, the appropriation of the new legal and institutional framework by the security agents and the facilitation of its operational implementation. This report will serve as a reference in terms of legal reform.

20 officers from the pilot stations of the Greater Tunis area sensitised on the draft Code of Conduct

Four awareness-raising workshops on the draft Code of Conduct on behalf of the staff of the four pilot posts in Greater Tunis were held during the first half of 2017. The main objective being to popularise the said code, raise awareness among agents on the importance of its content and involve them more in its effective implementation with a view to improving the quality of services offered to citizens. Also, a total of 20 officers of the National Guard and Security from the pilot posts of Marsa Ouest, Sidi Hassine El Attar, Naassen and Manaret Hammamet were sensitised on the draft Code of Conduct.

the project, in partnership with the MoI, finalised the development of a guide of standard operating procedures (SOPs) for the ISF. This guide entered, during the 3rd quarter of 2017, in the experimentation phase in the pilot stations in preparation for its adoption by a legal text and its generalisation throughout the Tunisian territory.

Activity 6.3. Reinforce the security sector integrity and accountability framework

As part of the implementation of internal security audit capacity building, the project supported the Ministry in launching a new survey, this time with a national scope, on citizens' satisfaction with the services of the security forces. The national scope of such a survey is more than necessary in a measure of generalisation of the project to implement the community policing model on Tunisian territory.

Completion of the national survey on citizens' satisfaction with the services of the security forces on the territory of the Republic

Precautionary and coordination measures have been implemented by the Ministry and the UNDP to guarantee the necessary conditions for the smooth running of the survey. The results of the survey were taken up during a preliminary restitution workshop organised by the UNDP on behalf of the MoI. The national survey made it possible to assess the needs of citizens in terms of security, and in particular it emerged that more than 4 out of 5 of the citizens interviewed emphasised that they only come into contact

with the security forces for administrative services, confirming the need to separate judicial services from administrative services as recommended by the new community policing approach.

Finalisation of the final report of the modelling of the Community policing approach, December 2017.

Also the final report on the modelling of this approach was finalised, in particular through the holding of a workshop aimed at enabling the different structures of the Ministry of the Interior to contribute to the development of the said report before its official submission for ministerial approval. The workshop held in December 2017 enabled the members of the dedicated steering committee, as well as representatives of the General Directorates of Security and the National Guard and representatives of the ISF planning department, to discuss the report on the modelling of the Community policing approach and to make recommendations for its consolidation. These recommendations were mainly aimed at the development and finalisation of the final report on the modelling of the community policing approach before its official submission for approval by the MoI.

Official submission of the action plan for the implementation of the Ministerial Inspection Policy, consultation of the different structures of the Ministry on the action plan for the implementation of the Ministerial Inspection Policy and development of a new ministerial policy for the control system within the Ministry of Interior.

As part of the implementation of the project support, the dedicated steering committee deliberated on the new ministerial policy and formulated a finalized version and an action plan for its implementation in December 2016. In January 2017, the action plan for the implementation of the Ministerial Inspection Policy was officially submitted for the Ministry's approval. Following the official submission of the action plan for the implementation of the Ministerial Inspection Policy in January 2017, the relevant structures of the Ministry were tasked, during the 2nd quarter of 2017, to examine the said plan for approval.

Activity 7.1. Support central and local citizens' spaces to enhance ISF agents capacities in regard to citizens welcome and interpersonal communication

Training cycle on reception management and communication In the framework of the reinforcement of result 3.2 aiming to define a global training policy responding to the new missions of the security services and result 3.4 aiming to integrate the new pedagogical tools and make them used by the ISF personnel, a training cycle was held during March 2018 at the Bir Bouregba National Guard School.

The objective of the cycle was to underline the importance of relational interactions in the mission of welcoming ISF personnel and the good reception of the citizen within the pilot posts and the citizen space through the development of the conditions of an efficient communication and a quality exchange between citizens and ISF. The training cycle took place around 3 training sessions held respectively on 5, 6 and 7 March, 12, 13 and 14 March and 26, 27 and 28 March 2018.

This cycle brought together 50 agents, including 12 women, and several scenarios were presented to the participants in order to familiarise them in real situations with the skills necessary for good management of the reception of citizens by the ISF. The cycle thus made it possible to present the knowledge necessary for the good reception of citizens, good communication practices and knowledge applied to the physical reception of citizens, how to manage complaints, interpersonal communication, techniques for managing difficult situations during reception and the presentation of the best techniques for taking care of the citizen.

Product 6: Preparedness and response to COVID-19 is ensured

In view of the exceptional context of the proliferation of Covid-19 in Tunisia and at the request of the Ministry of Interior, a new product, namely Product 6 was signed in March 2020 to ensure and support the preparation and response to COVID-19. This request was reflected in the willingness of the MOI to strengthen the logistical capacity of the intensive care units of the ISF hospital and to support, in particular, local plans for an adequate response to COVID-19 through the 16 LSC set up. Potential victim of Covid-19 because in direct contact with Tunisian citizens, the ISF are undeniably at the heart of this unprecedented health crisis.

Thus, a pack of 6 Electronic Resuscitation Ventilators meeting the needs of the hospital has been officially handed over to its competent services.

Reception and installation of medical equipment required by ISF hospital staff, April 12 The objective is to enable the hospital to handle potential cases of contamination that may occur within the National Security, National Guard or Civil Protection according to international standards. LSC and Covid-19 From policing to innovative services at time of crisis The LSC of Sidi Hassine, west of the capital, has been distinguished since mid-April by the launch of an innovative project consisting of the delivery of money orders and postal transfers to their respective beneficiaries in order to prevent them from moving around and running the risk of being contaminated. The cash money orders are dispatched by the local post office and then delivered to the beneficiaries under the supervision and control of agents of the internal security forces in Sidi Hassine. Also involved in this operation of delivery of pensions and postal money orders for pensioners, members of the local security committee of the municipality and local CSOs.

The SSR project supported the Namaa Fernana association which organized a hygiene campaign in partnership with the communes of Fernana and ISF in Beni Matar and Djouda, 17 June Secondly, this program aims to achieve four specific objectives and to strengthen the relationship between the officers of the "Fernena" National Guard Station and the local community in the region with a view to creating a peaceful living space for all citizens and finally develop a more proactive vision of the role of public space planning in the production of safety. Furthermore, the goal of this action is to develop a sense of citizenship and good manners among young target groups who are perpetrators of incivility or degradation and a better participatory methodology for the development of a territorial security and prevention strategy against the epidemic. Through this program, the LSC of Fernena is immediately involved in the concrete but also and above all in the operational aspect. In other words, an important and indispensable work of consultation will be carried out upstream with all the actors of the mechanism including the Fernana National Guard station, the local authority, the municipality, the scooter, the Red Crescent, the civil society and finally the administrations at the local level. These actors each bring their own skills, favoring interconnections to improve the efficiency of the actions carried out on the ground. In addition to this complementarity, the skills of the Hammamet municipality's departments providing significant technical support in the field are also added, which gives this program a real capacity for action and reaction.

Assessment of Context

Political instability and legal trends

It must be noted that the year 2019 was undeniably marked compared to the others by the anticipation of the Tunisian presidential elections scheduled for this year, following the death of President of the Republic Béji Caïd Essebsi; they therefore had a direct impact on the work of the MI, which supervised the securing of the electoral process. As a result, the MoI focused more on securing the implementation of the presidential elections and, as a result, fewer activities were implemented under the project toward the end of the year, without disrupting its original objectives.

As a result, the main challenge from 2017 to 2020 was the lack of visibility on the political scene, which had an impact on the work of the MoI as the presidential elections heralded the establishment of a new government with a new Minister of the Interior. In other words, these events demonstrate that security sector reform remains dependent on the effectiveness of institutional and regulatory reforms and the Ministry's ability to reach out to the population. It continues to face slow administrative reforms, political blockages, and a lack of resources to implement them.

Security instability

Despite a general improvement in the security situation since 2017, two simultaneous terrorist attacks in Tunis in 2019 testified to the persistence of certain terrorist groups in Tunisia and demonstrated that violent extremism remains a priority for the Tunisian state in order to ensure the completion of its democratic process begun in 2011. It must be noted that these attacks targeted not only members of the internal security forces and the unit specializing in the fight against terrorist crimes, but also and above all through the barracks of the National Guard, (in)directly the institution itself of the Ministry of the Interior. In other words, these suicide attacks highlight the fact that the internal security forces remain a priority and main target for terrorists in Tunisia.

In addition, in early March 2020, two suicide bombers committed suicide by explosives near the US Embassy in the Tunisian capital, killing one police officer and injuring four others, as well as a civilian. While the embassy in question was not specifically targeted, they specifically targeted the ISF, who were the primary targets. Ultimately, these terrorist attacks occurred in a political environment accentuated by the country's political instability.

End of project marked by the proliferation of COVID-19

On the one hand, the end of the reference period was unfortunately marked by the emergence and proliferation of the global pandemic of COVID-19 in Tunisia. Consequently, the Tunisian government authorities acted preventively to contain the spread of the virus and prepare for its health and social consequences.

These authorities invoked constitutional articles giving them the power to respond to the health situation in order to guarantee the country's security. While the security situation in Tunisia has deteriorated due to rising social tensions which have had some impact on security sector reform, all the objectives of the project were fully met.

Lessons Learned

The project remains conscious that the security sector reform involves a large spectrum of stakeholders in addition to the MoI, therefore the project is improving its coordination efforts aiming at coordinating more with different national and international actors working on this reform. This coordination would avoid any type of overlapping and allow to establish synergies between all stakeholders. The project has also deepened its partnerships with national public key actors, particularly with the Head of Government, MoFA, Ministry of Women, Family and Children through the establishment of regular coordination meetings. These partnerships aim to promote a joint action to address multisector reforms, those aiming to guarantee a better statute to women and young in Tunisia. UNDP will ensure the sustainability of the project through a better ownership of the project by the Ministry of Interior by involving the key actors in all the project activities with a specific focus on the senior managers. The project is aware of the need to strengthen the commitment of national partners and is working to further realize this commitment. Moreover, the sustainability of the project over the long-term will be guaranteed by the launching of a training of trainers on community policing and creation of “training mobile teams” which purpose is to train a greater number of ISF officers and to provide expertise through tailormade trainings on community policing. UNDP will work closely with the MoI on identifying new coaches (change agents) that will follow up the implementation of community policing on a wider level. The project will focus more on the ownership of project objectives by beneficiaries. The ownership of the project is already developed at an institutional level; however, a particular attention will be paid in order to increase the ownership of the project by the grassroot level beneficiaries, in particular new LSC which are part of the scaling-up strategy in the pilot governorate of Medenine. The selection of the governorate of Medenine as pilot region for community policing approach will offer the project the opportunity to fine tune the approach at regional level before its generalization to other new governorates. There is a high demand from ISF members for additional training, thus underling their willingness to benefit from further technical support from UNDP. This demand is not only related to community policing approach, but also to human rights and rule of law principles. An important opportunity is offered to the project as local civil society organizations ask for more support through the provision of technical and thematic expertise and the implementation of networking actions which could allow them to benefit from the experience of CSOs existing in the other pilot localities where the project is implemented. Faced with the Covid-19 crisis, the local safety committees implemented crisis plans following a local diagnosis. These committees were able to act as quasi-permanent crisis cells leading efforts to meet the urgent needs of their localities. The coordinated actions of the LSC enabled the collection of donations, the distribution of food products to the most needy and assistance to the elderly and vulnerable. These actions are at the heart of the committees' activities, directly affecting a large audience of several hundred people. The LSC have also ensured the disinfection of public places, crowd management and the implementation of road safety actions in support of ISF, public authorities and local CSOs. Finally, the implementation of the project is an opportunity to raise interest on behalf of the local population (especially youth) towards the LSC, however there were queries concerning the accessibility to these LSC and clear criteria of membership. The format of these LSC can evolve to better respond to the needs of flexibility and openness, to allow the integration, in a comprehensive manner, of civil society actors especially those involved in SGBV and youth empowerment at local level.
