Transformations of the Cultural Landscape of Donbas During the Armed Conflict 2015–2017
Studia z Geografii Politycznej i Historycznej tom 6 (2017), s. 305–326 http://dx.doi.org/10.18778/2300-0562.06.13 Roman Slyvka, Liubov Slyvka, Yaroslava Atamaniuk Transformations of the cultural landscape of Donbas during the armed conflict 2015–2017 The main objective of the article – to show the different trajectories of the cultural land- scape in controlled and uncontrolled parts of the war-torn Donbas. The cultural landscape of Ukraine significantly changed during the twentieth century. The main factors of these transformations were ideological, military and geopolitical. The sub-ordinate position of Ukraine within the USSR allowed communist leaders to enforce sovietisation of the cultural landscape. This policy was especially noticeable in the great industrial region of Donbas. Achievements of independence by Ukraine and democratization of country' public life have led to transformation/conservation of the cultural landscape, which corresponded with political culture of individual regions. The war in the Donbas has become a catalyst for the processes of creating different types of cultural landscape on the different sides of the contact line. The policy of creating a cultural landscape has become an instrument of political socialization and mobilization of the population. This process is not complete, and can contribute to the crystallization of new subregional identities on different parts of contemporary Donbas. Introduction The conflict in Donbas deepened those political divisions that began to be observed in Ukrainian society since the 1990s. There are a number of visible elements of Donbas' cultural landscape, which indicates the drastic changes. -

- 1 - 1 Daily Report 32/2021 10 February 20211 Summary The SMM recorded ten ceasefire violations in Donetsk region. In the previous reporting period, it recorded 42 ceasefire violations in the region. The Mission recorded 40 ceasefire violations in Luhansk region. In the previous reporting period, it recorded five ceasefire violations in the region. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and again saw containers inside and near the southern edge of the area near Zolote. The Mission facilitated and monitored adherence to localized ceasefires to enable operation and maintenance of critical civilian infrastructure and a transfer of funds. The SMM continued following up on the situation of civilians, including at five entry- exit checkpoints and two corresponding checkpoints of the armed formations in Donetsk and Luhansk regions. The SMM’s freedom of movement continued to be restricted, including at a checkpoint of the armed formations near Bezimenne and on a road near non- government-controlled Korsun, Donetsk region.* Ceasefire violations2 Number of recorded ceasefire violations3 Number of recorded explosions4 1 Based on information from the Monitoring Teams as of 19:30, 9 February 2021. - 1 - 1 Daily Report 112/2021 17 May 20211 Summary In Donetsk region, between the evenings of 14 and 16 May, the SMM recorded 1,173 ceasefire violations, including 53 explosions. In the previous reporting period, it recorded 197 ceasefire violations in the region. In Luhansk region, between the evenings of 14 and 16 May, the Mission recorded 192 ceasefire violations, including 67 explosions. In the previous reporting period, it recorded 74 ceasefire violations in the region. A man was injured due to undetermined explosive objects in Dovhe and a girl was injured due to gunfire in Voznesenivka (formerly Chervonopartyzansk), Luhansk region. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded ceasefire violations inside the disengagement area near Petrivske and SMM unmanned-aerial vehicles spotted people inside the disengagement areas near Zolote and Petrivske. The Mission facilitated and monitored adherence to localized ceasefires to enable the operation of critical civilian infrastructure. The SMM continued following up on the situation of civilians, including at three entry-exit checkpoints and the corresponding checkpoints of the armed formations in Luhansk region. During March 2014 ASG Ivan Šimonović visited Ukraine twice, and travelled to Bakhchisaray, Kyiv, Kharkiv, Lviv, Sevastopol and Simferopol, where he met with national and local authorities, Ombudspersons, civil society and other representatives, and victims of alleged human rights abuses. The SMM recorded fewer ceasere violations in Donetsk region and more in Luhansk region compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed calm situations in each. Its access remained restricted in the disengagement areas and elsewhere, including near Siedove and Samiilove.* It followed up on reports of shelling at a grain production facility in Yasynuvata. The Mission saw weapons in violation of withdrawal lines near Netailove. It observed Ukrainian Armed Forces positions in southern areas of Verkhnotoretske. In Luhansk city the SMM saw Russian Federation ags placed alongside “LPR” ags outside certain buildings. It facilitated and monitored repairs and maintenance of essential infrastructure in Vesela Hora. The SMM visited three border areas not under the control of the Government. In Donetsk region the SMM recorded fewer ceasere violations[1], including, however, more than 170 explosions, compared with the previous reporting period (about 100 explosions). While in government-controlled Svitlodarsk (57km north-east of Donetsk) on the evening of 30 November the SMM heard 80 undetermined explosions and small-arms and heavy- machine-gun re 3-5km south-east and 6-7km east and south. On 1 December, while at the same location, the SMM heard 33 undetermined explosions 4-7km south-east. -

In the previous reporting period, it recorded 12 ceasefire violations in the region. • Between the evenings of 18 and 20 September, the Mission recorded in total four ceasefire violations in Luhansk region. In the previous reporting period, it recorded no ceasefire violations in the region. • The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. During evening and night hours, an SMM long-range unmanned aerial vehicle spotted people inside the latter two areas. • The SMM observed weapons in violation of withdrawal lines in non-government- controlled areas of Donetsk and Luhansk regions, including 21 multiple launch rocket systems. • The Mission facilitated and monitored adherence to localised ceasefires to enable repairs to and the operation of critical civilian infrastructure. • The SMM continued following up on the situation of civilians amid the COVID-19 pandemic, including at an entry-exit checkpoint and the corresponding checkpoint of the armed formations in Luhansk region. • The Mission’s freedom of movement continued to be restricted, including at checkpoints of the armed formations near Staromykhailivka, Staromarivka, and Zaichenko, all in Donetsk region.* 1 Based on information from the Monitoring Teams as of 19:30, 20 September 2020. Summary Compared with the previous 24 hours, the SMM recorded more ceasere violations in Donetsk and Luhansk regions. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM facilitated and monitored adherence to the ceasere to enable repairs to essential civilian infrastructure as well as damaged houses in Marinka and Krasnohorivka. It continued to facilitate the operation of the Donetsk Filtration Station. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at two weapons storage sites in non- government-controlled-areas of Donetsk region, as well as Novoamvrosiivske and Makiivka and close to Voznesenivka, a non- government-controlled area of Luhansk region near the border with the Russian Federation.* Ceasefire violations[1] In Donetsk region, the SMM recorded more ceasefire violations, including about 70 explosions, compared with the previous 24 hours (about 45 explosions). More than half of the ceasere violations were recorded in areas south-east of Svitlodarsk (government-controlled, 57km north-east of Donetsk). In Luhansk region, the SMM recorded more ceasere violations (of which more than half were recorded in the security zone), including about 200 explosions, compared with the previous 24 hours (85 explosions). More than half of the explosions were recorded in areas south of Syrotyne (government-controlled, 71km north-west of Luhansk) and south-east of Zolote-2/Karbonit (government-controlled, 62km west of Luhansk) (see the disengagement areas section below).
