Community Relations Services Toolkit for Policing Understanding Bias: A Resource Guide Bias Policing Overview and Resource Guide The Community Relations Service (CRS) is the U.S. Justice Department’s “peacemaker” agency, whose mission is to help resolve tensions in communities across the nation, arising from differences of race, color, national origin, gender, gender identity, sexual orientation, religion, and disability. CRS may be called to help a city or town resolve tensions that stem from community perceptions of bias or a lack of cultural competency among police officers. Bias and a lack of cultural competency are often cited interchangeably as challenges in police- community relationships. While bias and a lack of cultural competency may both be present in a given situation, these challenges and the strategies for addressing them differ appreciably. This resource guide will assist readers in understanding and addressing both of these issues. What is bias, and how is it different from cultural competency? The Science of Bias Bias is a human trait resulting from our tendency and need to classify individuals into categories as we strive to quickly process information and make sense of the world.1 To a large extent, these processes occur below the level of consciousness. This “unconscious” classification of people occurs through schemas, or “mental maps,” developed from life experiences to aid in “automatic processing.”2 Automatic processing occurs with tasks that are very well practiced; very few mental resources and little conscious thought are involved during automatic processing, allowing numerous tasks to be carried out simultaneously.3 These schemas become templates that we use when we are faced with 1. -

New Zealand Journal of Employment Relations, 42(3): 29-45 Gender pay equity and wellbeing: an intersectional study of engineering and caring occupations JUDITH K PRINGLE*, SHARYN DAVIES**, LYNNE GIDDINGS*** and JUDY McGREGOR**** Abstract This article discusses the complexity of gender pay within the occupations of engineering and caring. Applying an intersectional framework, we examine the role the gender pay gap plays in the perceived wellbeing of women engineers and care workers. The salient identities (micro level) for the two groups were identified through analysis of the professional context (meso) and the socio-political environment (macro). The two participant groups were situated in different class positions. The intersections of identities revealed unexpected advantages and disadvantages for women seeking fair and decent pay, with various implications for perceived wellbeing. Key Words Pay gap, women engineers, care workers, intersectionality, wellbeing Introduction The call for ‘equal pay for equal work’ has rung out for decades, yet the gender pay gap remains. Along with early motivational theorists (Herzberg, Mausner & Snyderman, 1959; 2010), we argue that fair pay is foundational for wellbeing at work. While much of the previous wellbeing research have used survey responses, we explore this topic by probing deeper into participants’ experiences by using qualitative methodology. Through two linked case studies, we discuss perceptions of women professional engineers and women care workers in aged care facilities, in terms of equal pay and pay equity, respectively. While the two cases are not strictly comparable in sectoral terms, each afforded valuable information on the difficulties of achieving equal pay (engineers) and pay equity (care workers). -
Equal Pay Act in the Courts: a De Facto White-Collar Exemption
THE EQUAL PAY ACT IN THE COURTS: A DE FACTO WHITE-COLLAR EXEMPTION JULIENE JAMES* The Equal Pay Act of 1963, though initially considered a victory for working women, has proven unsuccessful for women executives, administrative personnel, and professionals. This Note argues that plaintiffs bringing Equal Pay Act claims have faced courts whose interpretationof the law has effectively excluded women in higher level positions. Through an examination of the Act's history and the history of similar exemptions in New Deal legislation, this Note argues that ideas about work, imported from early conceptions of managers, executives, and professionals in New Deal legislation, continue to influence courts' interpretation of the Act. This Note offers two alternative solutions to this problem: The first prescriptionis to reexamine the history surrounding the Equal Pay Act with the aim of including workers who effectively have been excluded by judicial interpretation. The second is to reinstate in the Equal Pay Act the exemption as originally enacted so that the apparent inclusion of the these groups does not discourage legislative attempts to correct the problem.
