Sport Entries is the official registration process for athletes selected and qualified to participate in the . The Sport Entries team ensures that only eligible, classified and qualified athletes that are confirmed by their respective National Paralympic Committees (NPC) to represent their nation in accordance with the rules of the International Paralympic Sport Federations (IF) are formally “entered” to participate in the Games.

This manual is designed to provide National Paralympic Committees (NPCs) with the Paralympic Sport Entries process, relevant policies, and instructions for completing the online registration for athletes participating in the Sochi 2014 Paralympic Winter Games and to assist NPCs in using the online Sport Entries and Qualification (ePEQ) system to complete the entries of their athletes to the Sochi 2014 Paralympic Winter Games.

The IPC has established the following general policies and rules for the Paralympic sport entries process. NPCs are obliged to fully understand these policies and rules, and to respect them in the lead-up to and during the Sochi 2014 Paralympic Winter Games.

2.1. Classification Master List

Athlete-specific classification data (sport class and sport class status) will be uploaded to the ePEQ system from Classification Master Lists provided to Sochi 2014 by the IFs before the ePEQ system goes live on January 13, 2014.

Sport class status N (‘New’) is assigned to athletes who have not been internationally classified according to the relevant sport rules. N-status athletes are not eligible to be entered in the Sochi 2014 Paralympic Winter Games. Exceptions will be dealt with on a case-by-case basis by the IPC Governing Board for all on the Paralympic program.

All athletes at the Sochi 2014 Paralympic Winter Games must comply with their respective sport’s eligibility criteria as stipulated in the Sochi 2014 Paralympic Winter Games Qualification Guide. This also applies to athletes submitted by their NPCs as substitutes between the Final Entries deadline and the DRM. It is also essential to the Sport Entries process that substitutes be registered on the Long List by the accreditation application deadline. If this is not the case, their substitution will not be considered by the IPC, even if they meet all eligibility criteria.

The sport of Wheelchair Curling requires a ‘Confirmed’ sport class status for the Sochi 2014 Paralympic Winter Games.

Information on sport class and sport class status is required in order for Sochi 2014 to process an NPC’s entries. Missing sport class information will prevent an athlete from being entered, because the sport class is strictly related to an event. If an NPC disagrees with the sport class information provided in the ePEQ system, or if no sport class information is shown, they should contact the relevant IF.

Modifications to an athlete’s sport class and sport class status in the ePEQ system may only be made by the Sochi 2014 Sport Entries team. The procedure to enact a change is as follows:

1. The NPC informs the relevant IF that they believe a change is required to an athlete’s sport class or sport class status. 2. The IF verifies the change.

3. The IF informs the Sochi 2014 Sport Entries team of the change in sport class or sport class status.

4. The Sochi 2014 Sport Entries team manually updates the ePEQ system.

5. The Sochi 2014 Sport Entries team informs the NPC that the change has been made and that they can access the online system to enter the athlete concerned.

6. The NPC accesses the ePEQ system and inscribes the athlete concerned.

There is no need for a re-entry (new inscription) to be made if an athlete has already been entered into an event and then changes sport class. The Sochi 2014 Sport Entries will update the ePEQ system and it will be reflected in the inscription that was made previously.

After entries close on February 21, 2014, athlete substitutions will only be considered for an NPC under extraordinary circumstances. The substitute athlete must have met the conditions of the qualification criteria as outlined for the respective sport and have submitted a completed application for accreditation and signed IPC Eligibility Code Form by the deadline of December 2, 2013. Substitutions may only be made for an athlete who withdraws due to injury, illness or other extraordinary circumstances. Absolutely NO substitutions will be permitted after the official NPC sport entries sign-off conducted at the DRM. For substitution prior to an NPC’s DRM, an Official Substitution Request Form must be completed by the NPC. Official Substitution Request Forms will be available to all NPCs after February 21, 2014. Regardless of the situation, all substitutions are subject to final review and approval by the IPC.

2.3. Declaration of Participation Rule

By submitting a delegation’s Sport Entries no later than February 21, 2014 and in the case of alpine skiing (including snowboard), biathlon and cross-country skiing, NPCs are considered to have officially declared the participation of their athletes in the specified event(s). From this point forward, the athlete is required to compete in the specified event, unless he/she has officially withdrawn from competition because of injury, illness or other special medical circumstance. NPCs must complete an Official Athlete Withdrawal Form, which will be available to all NPCs during the Sochi 2014 Paralympic Winter Games. The IPC must approve the withdrawals prior to the beginning of the competition.

An athlete will be found in breach of the Declaration of Participation Rule, if the athlete does not start a race that he/she is entered in for any reason other than those listed above: injury, illness and or other special medical circumstance. The athlete will be disqualified by the IPC from all remaining competitions at the Sochi 2014 Paralympic Winter Games if the athlete does not compete for any other reason. For example, in alpine skiing, an NPC who enters an athlete in downhill and super-G, but decides upon arrival that the athlete will only compete in the downhill for any reason, is subject to the Declaration of Participation Rule. The respective athlete must compete in all events originally specified on February 21, 2014.

2.4 athlete Program Rule

The Athlete Program Rule specifies that NPCs are not permitted to enter any athlete into additional events to those already specified in the Sochi 2014 Paralympic WinterG ames Final Entries Report. The rule also applies to any proposed substitute athlete or athlete eligible for re-entry due to a change in sport class. After the close of entries on February 21 2014, all NPCs are subject to this rule.

2.5 athlete Sport Class Changes

An athlete’s sport class change may occur during the Classification Evaluation Period, March 5-6, 2014, and/or the Classification Competition Period, March 7-16, 2014 (from the time of the respective NPC Delegation Registration Meeting). The athlete must meet the criteria outlined in the Sochi 2014 Paralympic Winter Games QualificationG uide for the newly assigned sport class in order to be considered for re-entry.

All athlete sport class changes must first be approved by the sport’s chief classifier. An athlete’s re-entry is subject to the athlete meeting all of the conditions for the specific sport. All re-entry applications are subject to final review and approval by the IPC.

An athlete re-entry during the Classification Evaluation Period due to a sport class change will only be considered for the following sports: • Alpine Skiing • Biathlon • Cross-Country Skiing

All re-entries are subject to: • the Technical Delegate’s approval. The Technical Delegate will conduct a review of all the athletes’ sport class and event changes; • the IPC evaluation and approval.

*More information about re-entry is pending confirmation by IPC and the respective IFs. Information will be communicated to NPCs once this information is available.

In line with the requirements set out in the IPC Handbook, each athlete must sign an IPC Eligibility Code Form in order to be eligible to participate in the Sochi 2014 Paralympic Winter Games. If the athlete is under the age of 18 and/or if the athlete, as a result of intellectual impairment, has been the subject of any procedure under the athlete’s national legislation and regulation whereby a trustee, guardian or like person has been appointed to take care of their legal affairs or enter into contracts for them, the form must also be countersigned by the athlete’s parent or legal guardian. The IPC Eligibility Code ormF will be distributed electronically to NPCs, and must be printed, signed and returned in electronic or paper form to Sochi 2014 Accreditation no later than February 14, 2014. To ensure a successful Sport Entries process, Sochi 2014 has implemented an updated version of the online sport entries system (ePEQ) which was used at the Vancouver 2010 and London 2012 Games. The system will enable NPCs to submit their sport entries by entering athletes into events for which they have qualified and are eligible.

The Sport Entries system will be pre-populated with athletes’ data from the accreditation system. This means that NPCs will only submit each athlete’s information to Sochi 2014 once through the accreditation application process, closing on December 2, 2013.

The Sport Entries and qualification process has been developed in three parts in order to manage the official registration of athletes.

Descriptions of the phases are as follows:

Phase 1: Confirmation of Qualification NPCs must confirm qualification slots usage as outlined in the Sochi 2014 Paralympic Winter Games Qualification Guide.

The qualification tracking and verification process is specific to each discipline. The Sport Entries team is working with each of the International Paralympic Sport Federations (IFs) to apply the relevant qualification criteria. IFs will submit the names of athletes who have met the qualification criteria and are eligible for competition in the Sochi 2014 Paralympic Winter Games. In addition, the IFs will also notify Sochi 2014 of re-allocated slots available after the end of the qualification period.

Phase 2: Application for Accreditation (October 1, 2013 – December 2, 2013) By no later than December 2, 2013, NPCs must submit their application for accreditation in the online accreditation system (eACR) for all eligible athletes and guides that have the potential to be selected to compete in the Sochi 2014 Paralympic Winter Games.

Prior to the start of sport entries, all athlete and guide applications will be verified and approved by the respective IF to ensure that the eligibility and qualification requirements have been met.

Phase 3: Sport Entries (January 13, 2013 – February 21, 2013) NPCs must provide the final list of names of their respective qualified athletes who will be competing in the Sochi 2014 Paralympic Winter Games. Following Pre-DRMs the online Sport Entries system will be activated for NPCs. All Paralympic Sport Entries must be completed in full and submitted to Sochi 2014 no later than midnight 23:59 (GMT+4), February 21, 2014. The IPC will validate all Sport Entry data.

5.1. general Instructions

An electronic entry must be completed for each athlete or team entered in the Sochi 2014 Paralympic Winter Games. All entered athletes or teams must be eligible and must have qualified to compete according to the qualification system of the respective IF, respecting the quotas per discipline/event and per NPC.

Please note the following: • NPCs should carefully study the general and sport-specific instructions for the online entries system before processing their entries. • When an athlete or team has been entered into an event, all required event-specific information must be completed in full. • For certain disciplines/events, selected fields on the online entries system will be pre-populated with information drawn from the respective IF’s database. • If an NPC disagrees with any of the pre-populated data, comments may be filed in the NPC Comments field for each entry. • The online entries system provides NPCs with the ability to manage, edit, delete, review, and share their entries information by exporting their entries before final submission.

5.2. system Access and User Account

The online Sport Entries system will be available to NPCs from January 13, 2014 onwards. Each NPC must indicate who will manage its online entry applications.

The username and password for the ePEQ system will be the same as the eACR system. However, if the person chosen to undertake the Sport Entries is different from the one who did the accredita- tion registration, a new User Account Application Form signed by the NPC Chef de Mission, President or Secretary General has to be completed.

The ePEQ can be accessed through a dedicated web address athttps://seq.sochi2014.com .

Step-by-step instructions and accompanying screenshots of how to use the ePEQ system can be found in the Technical Guide to using the ePEQ system in Appendix A at the end of this manual. NPCs will also find separate sections for each sport, which clearly details all information required to complete the entries for that particular sport or event.

5.3. online Final Entries Submission

Upon the final submission of entries in ePEQ, the designated entries person will declare that they have been duly authorized to act on behalf of their NPC as its representative for the registration of its athletes for the Sochi 2014 Paralympic Winter Games. The exact wording of the declaration is as follows: • The athletes listed in the NPC’s Entries Report (see Report Preview tab) are identical to the athletes submitted by the NPC through the online entries submission process. • The NPC’s Entries Report is final and the NPC shall not submit any new entries unless the NPC’s Official Substitution Application Form(s) has/have been officially approved by the IPC. • I have been duly authorized to act on behalf of the NPC as its representative for the registration of its athletes for the Sochi 2014 Paralympic Winter Games.

5.5. technical requirements

The ePEQ system is compliant with Firefox 3.0 or higher, or Internet Explorer 7.0/8.0 or higher. The ePEQ system requires Adobe Reader 9.3.0 or higher.

The table below provides an overview of the Sochi 2014 Paralympic Winter Sport Program and the type of inscription for each event. Detailed instructions on how to perform athlete inscriptions on the ePEQ system can be found in Appendix А: Technical Guide to using the ePEQ system.

Individual i Individual inscriptions are required for all athletes participating in an individual event.

NPCs must first select the qualified athlete and must then choose the event in which they wish to enter him/her before adding the required sport-specific data. Details of the fields required for each sport and discipline are provided in chapter 6.

Group g Group inscriptions are required for all disciplines/events where two or more athletes combine to represent their NPC.

NPCs that have qualified for the Ice (IH) and Wheelchair Curling (CU) competitions will have their teams added to the database by Sochi 2014. NPCs should click on Group Inscription to find these teams, and should then select the athletes from the available list.

6.1. generic Entry Fields All information provided by NPCs to Sochi 2014 Accreditation will automatically be imported into the ePEQ database and will appear in pre-populated fields. The data fields that NPCs can expect to see pre-populated for every athlete include the following: • Preferred Family Name • Preferred Given Name • Organization (the organization that the athlete will represent; for example, Russian Federation) • Gender • Date of Birth • Discipline (the discipline in which the athlete will compete) • Registration Number (generated through accreditation) In addition, the following fields will be pre-populated for every athlete using the Classification Master List provided by the respective IF: • Sport Class • Sport Class Status

In order to access ePEQ, the authorized NPC user must enter his/her username and password. You also have the option of using the system in French.

Screen 2 Welcome Screen

The Main menu has two tabs; Data Entry for athlete inscriptions management and the Utility tab for revision, check and submission of data. Any important messages and information will be displayed below the Main Menu.

Screen 3 Data Entry tab

The Data Entry tab has three options – Athletes, Individual Inscriptions and Group Inscriptions. The Athletes option is used to review the corresponding NPC’s long list of athletes. The Individual Inscriptions and Group Inscriptions options are used for entering individual athletes or teams into events.

The Utility tab provides four options – Athlete Inscription Export, Organization Broken Quotas, Report Preview and Final Entries Submission. The first three options help to review and manage entered data. The Final Entries Submission is the final step after inscribing and reviewing all entries.

i PART 2: INDIVIDUAL INSCRIPTIONS

Screen 5 Data Entry > Individual Inscriptions

Several search and filtering options can be used to find athletes for individual inscriptions. Reg. Number, Preferred Family and Given Name can be used to find a particular athlete. Filtering options Discipline, Event, Gender or Entry Status can be used to filter out the long list of athletes.

The screen is accessed by clicking on any athlete’s name in the search results (Screen 5). All available events linked to the athlete’s discipline will be available for inscription.

After clicking on the Add Inscription button on the desired event, the event Individual Inscription window will pop-up and the athlete can be inscribed by clicking Submit button. Please check the pre- populated data or provide data depending on the event requirements. In case of a discrepancy in a pre-populated field, the user is able to provide feedback in the NPC Comment box. When all data has been checked/provided, click Submit and the inscription is saved.

After submitting the inscription, the event that the athlete is entered in is listed under the Inscribed Events header and all remaining available events that can be entered is listed under the Available Individual Inscriptions header in the Individual Inscription Detail screen.

Entries can be edited, re-submitted or deleted any time before the final entries submission. After the final entries submission, the data cannot be edited or deleted.

g PART 3: GROUP INSCRIPTIONS

This section allows the user to inscribe athletes into already created teams for (IH) and Curling (CU) or create new ones.

3.1 GROUP INSCRIPTIONS (already created teams)

After selecting a group by clicking on the designated row or creating a new one using the Add New button, the Group Inscription Detail screen appears. Here, the user will be able to make a selection of athletes from the long list for that particular team and fill in all required event-related information. Athletes can be selected by clicking on the green plus + button on the left.

A pop up window of athletes in that particular event appears after clicking the button + . The user can select one or multiple athletes at one time to populate the screen before. The user can also use the Registration Number or Prefer. Given Name field to search for athletes.

After selecting the athlete(s), click on the Submit button and the selected athlete(s) are populated in the table. Please fill all required fields for each athlete’s event specific data before clicking Submit to complete the Group Inscription.

PART 4: SUPPORTING FUNCTIONS

Screen 13 Utility > Athlete Inscriptions Export

All submitted entries can be exported using the Athlete Inscriptions Export option. The Gender and Discipline fields can help to filter the file for export if the user does not wish to export all athletes at once.

1. Hold down the Ctrl key to select more than one discipline form the list. 2. Click Search. 3. Select athletes from the filtered list. 4. Click Athlete Data Export.

Excel is recommended for viewing the exported file.

This option provides the user with a list of disciplines for which a quota rule has been broken.

Screen 15 Utility > Report Preview

The Report Preview function allows the user to view and cross-check all submitted entries in a .pdf report as it appears in the final submission of your entries to the Sport Entries team. Just click on the Report Preview button.

Screen 16 Utility > Final Entries Submission

The final step of the Sport Entries process is the final entries submission. The ‘I agree’ checkbox should be ticked in order to submit entries. A .pdf copy of the report will be generated after the Submit Entries button is clicked. After this step, access to the system will be turn to ‘Read only’ and any changes, withdrawals etc. must be communicated directly to your dedicated Sport Entries coordinator.

Where can I find the qualification criteria for each sport? Qualification criteria for each sport can be found in “Sochi 2014 Qualification Guide” on the IPC website at http://www.paralympic.org/Events/Sochi2014/Qualification

Do I need an internet connection to access the ePEQ system? Yes. A stable internet connection is required to work with the ePEQ system.

How and when will I receive my username and password to access ePEQ? Your NPC’s user name and password will be the same as the eAccreditation system.

What if I forget my password? There is a ‘Forgot Your Password’ link on the sign-in screen. Click on the link and follow the instructions to retrieve your password via email.

What should I do if I want to change the person chosen to undertake the NPC entries? A new User Account Application Form signed by the NPC Chef de Mission, President or Secretary- General has to be completed and sent to [email protected].

When can I access the ePEQ system? The ePEQ system will go live on January 13, 2014, and will remain open for NPCs edit until the “Submit Entries” button on Final Entries Submission screen is clicked indicating that you have finalized your NPC’s entries.

Do I have to complete all my entries at the same time? No. Information can be saved and edited, deleted or reviewed at any time prior to the final entries submission.

What should I do if I do not have all of the information required by the system? Am I prevented from submitting my entries? No. Entries can be processed even if some of the required information is not provided. It has to be noted that full information will be requested during DRM or the Technical Meeting for the respective sport and this might lead to delays.

Will I have a specific person to talk to about Sport Entries issues? A dedicated member of the Sport Entries team will be assigned to each NPC until DRM. This point of contact will also be part of the Sochi 2014 Organizing Committee team during the pre-DRMs and will answer any questions or help resolve any issues regarding the entries process.

What should I do if I find a discrepancy with the pre-populated data? An “NPC Comments” field is provided for NPCs to indicate disagreements with the preloaded data. The Sport Entries team will cross-check and clarify the information concerned as soon as possible.

Do I have to sign the Final Submission Report and send it back to Sochi 2014 Organizing Committee? No. The Sport Entries team is able to see each NPC’s final report online.

The system will be switched to read-only after the Sport Entries deadline at 23:59 (GMT + 4) on February 21, 2014. It will not be possible to edit any data on the system after this deadline.

Is there a dedicated help-line which I can call whenever I face problems while using the system? A 24-hour hotline will be available from January 13, 2014 to February 21, 2014. The hotline number is +7 928 234 1750.

Who should I contact if my athlete’s sport class and/or sport class status is incorrect in the ePEQ system? Please contact your dedicated Sport Entries coordinator. We will proceed to verify this information with the respective IF.

I acknowledge that this is an important document, which governs my participation as a Participant in the Sochi 2014 Paralympic Winter Games e important obligations on all participants. Both this Code and the various documents referred to should be read carefully.

Understanding that as a Participant in the Sochi Games, I am participating in an event which has ongoing international and hist and in consideration of the acceptance of my participation therein, I agree:

1. rded during the Sochi Games, the IPC and anyone authorized by the IPC shall be entitled to keep these images and to use them for any purpose in relation to the promotion of the Paralympic Movement;

2. that all photographs and moving images taken by me at the Sochi G venue during these competitions, shall be used solely for personal and non-commercial purposes, unless prior written consent is obtained from the IPC;
