The Appendices include: Appendix "A" Scheduled Cleaning Operations (attached to Appendix "B") Appendix "B" Statement of Work Appendix "C" Security Requirements Check List (SRCL) Appendix "D" Additional Building Information Appendix "E" Information on Incumbent Employees Appendix "F” Collective Agreement Appendix "G" Complete List of Names of all individuals who are currently Directors of the Bidder 1.2 Summary 1.2.1 To provide Janitorial Services including all labour, material and equipment for Public Works and Government Services Canada (PWGSC), located at the Canadian Forces Station (CFS) buildings Leitrim, 3545 Leitirm Road, Ottawa, Ontario, Canada. The services must be provided in accordance with the Statement of Work EJ196-190035 attached at Appendix "B". 1.2.2 The period of any resulting Contract will be for a period of two (2) year(s) plus up to three (3) additional consecutive twelve (12) month periods, under the same conditions. Canada may exercise this option at any time by sending a written notice to the Contractor 60 days before the contract expiry date. The option may only be exercised by the Contracting Authority, and will be evidenced, for administrative purposes only, through a contract amendment. At the time option year 2 and option year 3 are exercised, the rates in the Basis of Payment will be increased or decreased by multiplying the rates by the percentage change in “The Consumer Price Index”, major components, selected sub-groups and special aggregates, provinces, Whitehorse and Yellowknife, not seasonally adjusted” (“CPI”) for the appropriate province for the 12 month period ending two months before the expiration date of the current period of the contract (“period”). The CPI which will be used is published in Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12, for the appropriate province all-items CPI of the period as described above. 3 Solicitation No. - N° de l’invitation Amd. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html ) website. 1.2.4 The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA). 1.2.5 There is a mandatory site visit associated with this requirement where personnel security screening is required prior to gaining access to the site. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process.     The Golden Spur The Newsletter of the Canadian Association of Forces Linemen December 2017 PRESIDENT’S MESSAGE Best wishes, Merry Christmas and a very Happy New Year to all serving members, retired Linemen, their friends, families and all friends of the Line Trade. It’s been a great year for the Canadian Association of Forces Linemen and an excellent year for the Line Trade. The stand-up of 77 Line Regiment continues to move forward, and now with the amalgamation of 1st, 2nd and 3rd Line Work Centers under a unified chain of command will no doubt enhance the Trade’s ability to support the Canadian Armed Forces anytime and anywhere. The challenges for the new Regiment will certainly be demanding but rewarding in the end. I would also like to acknowledge the retirement of Mike Huard and give thanks to his 40 plus years of dedication to the DND, the Forces and, of course, to the Line Trade. We have included, in this addition of the Golden Spur, articles from the new 77 Line Regiment newsletter, “The Cable” I’m sure you will enjoy reading them. Last year’s scholarship award winner, Kayla Duffett wishes to pass on her thanks to the association for their support and is still maintaining honor roll marks with a 90 percent average. This year was saw new changes in the national executive leadership for the Association with the addition of new members with myself as President and Yvan Tremblay as Vice President. All our new National Executive members have done outstanding work and in particular Julien continues to upgrade our website which can be seen at http://cafl.org/.

The aim is to present a new Non-Public Funds (NPF) funding distribution model for implementation at the commencement of FY 11/12. BACKGROUND 2. After reviewing funding distribution options (ref B), the Environmental Commands agreed that Option D had the most universal appeal and requested further refinement. 3. The model at reference B, Option D, negatively affects four bases (Suffield, Montreal, Leitrim and RMC). The funding model presented at Annex C is the most equitable solution that could be found by the Tiger Team. Alternate proposals resulted in a large negative outflow for other bases. While a complete solution was not found for aforementioned bases, Annex C minimizes their negative net change while achieving national equitability to the greatest extent possible. Each base that suffers a negative net change is addressed individually later in the “Unique Circumstances” section. 4. Work has commenced with VCDS with respect to reference A and the Outside Canada (OUTCAN) units: CFSU(E), CFSU© and CDCS (W). PRINCIPLES OF FUNDING DISTRIBUTION 5. The “New Deal” funding distribution methodology minimizes “prescriptiveness” in order to permit flexibility by the local chain of command to address local requirements. The funding provided by DGPFSS is only one part of a Base’s overall funding.
