9 Constable’s Comment While all of Jersey’s 12 parishes are now twinned with towns across the water in Normandy (or Britanny in the case of St Clement-Cancale), St Helier is the only parish that has added twinnings with Germany (Bad Wurzach 2002) and Portugal (Funchal, Madeira 2012). Occasionally I face criticism from ratepayers for the emphasis I place on twinning, and for the modest amount of funding the three twinning committees received in our annual budget. Some UK councils have gone so far as abandoning the twinning agreements they have, some of committee organised superb events on both days this year, which were formed in the first decade after the ending of while the Portuguese Food Fair will once again attract World War II. ‘Jollies for dignitaries’, is a jibe that is sometimes thousands to the Waterfront this month. For all the criticism of the former Waterfront Enterprise Board, they Tdid manage to get some things right. The remodelling of the approach road to the Elizabeth Harbour is a case in point. This road was originally built as part of the Underpass Scheme, and was a dreary and utterly utilitarian approach road. WEB made the wise decision to upgrade this into a dual carriageway, creating an avenue with sense of arrival for those approaching from the ferry terminal. This project included generous tree planting down the sides and middle, along with equally generous landscaping. Pavements are segregated from the roadway, and stylish street lights complete the scheme. The end! Logic should have dictated that the The potential to complete this remains – trees are now slowly maturing, and look remodelling continued right up to the and perhaps the Jersey Development fantastic illuminated with lights at Elizabeth Harbour, cutting through the Company should include the Castle Street Christmas. That would have created a really SCORE: 6 OUT OF 10 My one criticism is that the scheme isn't impressive avenue from the terminal right long enough. Actor and writer, John Nettles, was the special guest at this year’s commemoration of the Bombing of St Helier held on the Albert Pier at the end of June. He was joined by several islanders who had personal stories to tell of the event. Local resident and actor, Sean Arnold, was among those who gave readings from contemporary accounts of the attack, which heralded the arrival of the occupying forces on July 1st 1940 and Mr Nettles spoke movingly about the raid. Thanks to Graeme Delanoe for his photographs recording the occasion.
