Como empresa agrícola familiar, siempre hemos valorado las importantes contribuciones de los trabajadores agrícolas, ya que son una parte integral de nuestras comunidades, participantes esenciales en el suministro de alimentos de la nación, y administradores conscientes de la tierra. El corazón de nuestra organización es nuestra gente y seguimos comprometidos con su salud y bienestar.

Desde el comienzo de la pandemia de COVID-19, buscamos oportunidades para colaborar con los representantes de la industria, las organizaciones comunitarias y las agencias del condado. Esa colaboración ha sido continua, generando conciencia del virus, comunicando y adoptando medidas preventivas y asegurando que los trabajadores agrícolas se mantengan seguros mientras cumplen un papel elemental como trabajadores esenciales.

Villa Las Brisas se inauguró en la primavera de 2020, tras haber sido sometida a una renovación integral con el fin de proporcionar un entorno de vida de la más alta calidad a los trabajadores huéspedes de temporada. El año anterior adquirimos y remodelamos las antiguas instalaciones de vivienda para trabajadores agrícolas antes conocida como Campo Vanessa, y decidimos invertir para elevar el nivel de las viviendas agrícolas de nuestra comunidad, alineado con los valores de nuestra empresa. Además, la instalación cumple con los altos estándares de vivienda para trabajadores huespedes emitidos por el Departamento de Vivienda y Desarrollo Comunitario de California. A finales de abril, establecimos una relación proactiva con el departamento de Salud Pública del Condado de Ventura para revisar nuestros protocolos de seguridad e higiene de Villa Las Brisas de COVID-19. Después de conocer la propiedad, los funcionarios de salud del condado elogiaron el trabajo hecho en las instalaciones y no enmendaron ninguno de nuestros protocolos.

La seguridad de los trabajadores agrícolas sigue siendo nuestra mayor prioridad y aunque hemos seguido trabajando durante la pandemia de COVID-19 como una empresa esencial, instituimos medidas preventivas tempranas y protocolos para ayudar a reducir el riesgo de propagación en todas nuestras operaciones agrícolas y en las instalaciones operadas por nuestra compañía.

La detección de un brote entre los trabajadores huéspedes que se alojan en Villa Las Brisas fue el resultado de nuestras líneas de comunicación proactivas, transparentes y de colaboración con el departamento de Salud Pública del Condado de Ventura. Una vez que nuestro administrador de vivienda de Villa Las Brisas fue notificado de que los trabajadores huéspedes estaban experimentando síntomas de COVID-19, inmediatamente se puso en contacto con el Condado y siguió sus instrucciones explícitas.

MICOP y CAUSE han aprovechado esta oportunidad para desacreditarnos, denunciando injusticias y pasividad sin comprender plenamente el duro trabajo y la colaboración que se ha estado llevando a cabo para garantizar la salud y la seguridad de los trabajadores huéspedes. También han hecho declaraciones inexactas y erróneas que no representan la realidad, nuestro compromiso o acciones. Esto es decepcionante ya que hemos estado trabajando y comunicado activamente con ellos para aportar soluciones reales y significativas para apoyar el bienestar de los trabajadores agrícolas en asociación con el Condado y el Programa de Recursos para Trabajadores Agrícolas.

Si seguimos permitiendo que estas voces escriban el guion de la narración para nuestra comunidad en general, no sólo impedirá el progreso que hemos logrado, sino que desalentará a otros agricultores a dar un paso adelante de manera transparente cuando necesiten apoyo. Una pandemia debe ser un momento de unidad, de colaboración y de trabajo en equipo, el cual seguimos comprometidos a demostrar y apoyar.

Por ahora, queremos ayudar a aclarar cualquier concepto erróneo y confusión en torno a la salud y el bienestar de los trabajadores agrícolas de Villa Las Brisas. Hasta ahora, hemos sido informados por la Salud Pública del Condado de Ventura que todos los individuos afectados por COVID-19 están en condición estable, experimentando síntomas leves y continuarán recibiendo atención médica del Condado. Además, Salud Pública ha estado dirigiendo los protocolos de COVID-19 en el sitio de Villa Las Brisas, incluyendo órdenes de aislamiento, requisitos de alojamiento y prácticas de cuarentena.

Las personas que se alojan actualmente en Villa Las Brisas no son empleados de Reiter y no han trabajado en nuestra red de ranchos Reiter. En marzo, cancelamos proactivamente nuestro propio programa de trabajadores huéspedes H2A, anticipando un aumento en la demanda de trabajos agrícolas esenciales de las industrias desplazadas por la pandemia. Esto nos permitió poner las viviendas a disposición de otros empleadores agrícolas.

Los trabajadores huéspedes en las Villas son empleados por Elkhorn Packing Co., Venegas Farming, y Royal Oak Ag Services, que son tres contratistas independientes de trabajo agrícola (FLC). Todos ellos forman parte del programa de trabajadores huéspedes H2A que permite a los empleadores de Estados Unidos (incluidos los FLC), que cumplen los requisitos reglamentarios específicos, traer extranjeros a los Estados Unidos para llenar los puestos de trabajo agrícolas temporales.

Como empleador, los contratistas de trabajo agrícola proporcionan salarios, beneficios, supervisión y fomentan la relación directa con el trabajador huésped como su empleador, y también es responsable de: • Cumplir con los beneficios por enfermedad pagada y por enfermedad extendida Covid-19. • Proporcionar tres comidas al día y vivienda. • Proporcionar todas las herramientas, suministros y equipo de protección personal sin costo alguno. • Procedimientos de seguridad. • El transporte hacia y desde su lugar de trabajo mientras estén en los Estados Unidos.

Todos los contratistas (FLCs) mencionados arriba alquilaron espacio de vivienda de Villa Las Brisas como parte de sus requerimientos bajo el programa H2A. Hemos estado operando a un 46% de la capacidad aprobada desde que nuestra vivienda fue arrendada por las FLC’s, lo que permitió más espacio y un distanciamiento social adecuado.

Desde la apertura, establecimos los siguientes protocolos que operamos y cumplimos: • Limpieza y desinfección de baños y duchas dos veces al día. • Limpieza y sanitización de todas las áreas comunes de alto contacto diariamente. • Entrega de un kit de limpieza y desinfección con toallas desinfectantes, líquidos de limpieza y toallas de papel a cada dormitorio. • Protocolos de seguridad establecidos en relación con la pandemia de COVID-19 que incluyen habitaciones designadas para la cuarentena según lo requerido por las órdenes oficiales de cuarentena del Condado. • Establecimos protocolos de distanciamiento social para todas las áreas comunes. • Horas de comida escalonadas para fomentar el distanciamiento social.

Hemos adjuntado una copia de nuestros protocolos y procedimientos de COVID-19 a esta carta.

Aunque hemos hecho muchas cosas proactivas para prepararnos para la pandemia, hay aprendizajes que planeamos adoptar como parte de nuestra nueva “norma”. Los aprendizajes y descubrimientos de nuestras propias Clínicas FreSalud han sido un catalizador para nuestras mejores prácticas y protocolos a través de nuestra organización, incluyendo protocolos como administrador de vivienda, y un canal al Departamento de Salud del Condado. Esto es algo que planeamos seguir haciendo.

Además, Villa Las Brisas requerirá que cada empleador/FLC presente una copia escrita de sus protocolos sobre vivienda, transporte, procedimientos de seguridad COVID-19 y actividades en el campo como parte del contrato de arrendamiento. Aunque cada empleador individual se encarga de sus arreglos de transporte y vivienda, en el futuro, vamos a solicitar esos protocolos por adelantado. Si el empleador no tiene un conjunto de protocolos establecidos, Villa Las Brisas requerirá que adopten nuestras directrices para sus operaciones con el fin de asegurar la vivienda con nosotros.

Con respecto a nuestras operaciones agrícolas de Reiter, similares a las de Villa Las Brisas, cumplimos plenamente con los protocolos escritos de salud, seguridad e higiene que se adjuntan a esta carta. Dentro de las operaciones afiliadas a Reiter, hemos comunicado y recordado continuamente a nuestros empleados acerca de los beneficios de enfermedad pagados disponibles y los beneficios de enfermedad extendida en relación con COVID-19.

Sabemos y reconocemos que la noticia de un brote entre la comunidad de trabajadores agrícolas es preocupante, pero nosotros, junto con Elkhorn Packing, Venegas Farming, Royal Oak Ag Services, Salud Pública del Condado de Ventura y el Consulado de México en Oxnard, estamos en comunicación continua entre nosotros y con los trabajadores huéspedes, para asegurar su continua salud y bienestar. Con tanto interés expresado por la comunidad local para apoyar a los trabajadores agrícolas afectados por Covid-19 en Villa Las Brisas, nos pusimos en contacto con la Fundación Comunitaria del Condado de Ventura, que ha aceptado recibir donaciones de la comunidad en su nombre.

Apreciamos mucho su interés en mantener una línea de comunicación abierta, transparente y colaborativa. Nos gustaría extender una invitación al departamento de Salud Pública del Condado de Ventura y al Condado de Ventura, para utilizar Villa Las Brisas como una instalación de alojamiento temporal para los miembros de la comunidad local que requieren aislamiento debido a la pandemia de COVID-19.
