Your Majesty, Your Excellencies, Ladies and Gentlemen, It is almost six years to the day – 28 April 2009 – that we celebrated the start of construction on Maasvlakte 2, in the presence of Her Majesty Queen Beatrix. This event took place on the edge of the first Maasvlakte. We had just started the reclamation activities, and as you looked out to sea, you could just make out a tiny hump of sand, some 3 kilometres off shore. Over the past six years, many people have worked very hard to create Maasvlakte 2, and to add another 2000 ha of land to the Kingdom of the Netherlands without fighting, and to realise a world class, extremely modern container terminal at this site. An accomplishment of which we all can be exceptionally proud. In the Dutch language quite a few expressions have a maritime context. One example is ‘in zee gaan met iemand’: ‘to go to sea with someone’. We all know this means that you’ve decided to join forces; to team up; to work together. Because you share the same goal, and because you trust one another. If there’s one expression that is particularly appropriate for APM Terminals and the Port of Rotterdam, it’s that we met elkaar in zee zijn gegaan, we have gone to sea with each other. APM Terminals and the Port of Rotterdam already signed the contract for this terminal as early as June 2006: nine years ago.

Om de havens van Europoort te kunnen bereiken is parallel aan de Nieuwe Waterweg het Calandkanaal gegraven. Na Europoort werd de Maasvlakte aangelegd. De eerste voorbereidende werken daar- voor vonden plaats in 1965. Om de mondingen van de Nieuwe Waterweg en het Ca- landkanaal van elkaar te scheiden werd in de jaren 1969-1971 de Splitsingsdam aan- gelegd. In 1973 meerden de eerste schepen af in de havens van de Maasvlakte. Door deze ontwikkelingen was het nodig de gehele bebakening van de Maasmond te moderniseren. De eerste fase van het project bestond uit de aanleg van twee lichtenlij- nen in de periode 1970-1971: een centrale lichtenlijn met witte lichten (112°) op de Splitsingsdam en een tweede lichtenlijn met groene lichten (116°) op de smalle land- tong van Rozenburg, om de ingang van het Calandkanaal te markeren.

The Betuweroute is a 160 kilometre dedicated freight railway line connecting the port of Rotterdam with the German Ruhr area. If the line could, in the near or more remote future, attract a large share of transit freight, it will be of considerable importance for the competitive position of the port of Rotterdam relative to Hamburg and Antwerp. We use a transport network model that includes the three ports and allows for transport by road, rail and inland waterways to and from the Ruhr area. We run model simulations for scenario’s with and without the Betuweroute and with and without marginal social cost pricing. The results show that, although the Betuweroute is a welfare reducing investment, it may indeed be of crucial importance to the port of Rotterdam. Introduction In the past, ports were fairly insulated from competitive forces, each port serving its own, more or less captive hinterland (Haralambides, 2002). Trade barriers, national borders and inadequate hinterland infrastructure were mainly responsible for this situation. Nowadays, European ports are facing major external challenges, including the grouping of container shipping lines into powerful consortia, resulting in downward pressure on prices, increased efficiency levels in maritime transport and the importance of logistical chains (Farrell, 1999).
