The London Chess League (Www FOREWORD - Phil Ehr Dear Chess Friends, Around this time last year, I wrote to some of you as Director of Junior Chess and Education, predicting that we would see more junior training events, especially for promising players seeking to compete in the offi- cial international youth championships. The prediction was partially fulfilled by independent organisations. The prediction was not fulfilled in that the ECF did not itself organise training events for these promising players. That shortfall illustrates the strengths and weaknesses of our Federation. We are inherently strong in the sense that independent organisations often take the initiative. We often show weakness when the ECF seeks to rally volunteer resources toward an ambition. Writing now as Chief Executive, I would encourage you to reflect on the positive chess activity recorded in this Yearbook and imagine how the ECF can foster more and better chess. Funding for chess was identified in the 2013 ECF elections as our primary impediment. Andrew Paulson, a majority of the ECF Council and I decided to address that funding shortfall by aiming to update the image of chess and attract significant sponsorship of English chess. Progress toward those goals has been made, but sadly for a variety of reasons, those ambitions are now delayed as Council meets in April to consider Mr Paulson’s continuation as our President. The internal conflict exposed by Board proceedings challenges the premise that the lack of fund- ing is our primary problem. Many of us see that basic aspects of governance must be addressed alongside, if not prior to soliciting outside funding. Council recognised that in October by tasking the Board to recom- mend within two years a new relationship between the membership and the Council. The Board’s structure, whereby directors can operate without close mutual support (apart from budgetary compromises) encourages stove-piped actions. In these circumstances, a common strategic vision and common set of priorities relies more on bureaucratic boundaries than common interests. Rounding off this rather bleak portrayal are ques- tions I hear too often: ‘What does the ECF do?’ ‘What should the ECF do?’ So, my prediction and plea for 2014 is for the membership and Council to recognise that there is a necessity for the Federation to act as a ‘national governing body’ and advance chess in the round. To the extent that chess is a sporting activity, the ECF must deliver and support others who deliver quality service across mul- tiple demographics -- youth, amateurs, women, seniors and professionals. To the extent that chess is an edu- cational tool and discipline in its own right, the ECF must deliver and support others proliferating chess in schools. To the extent that we desire chess to enrich British culture, the ECF must recognise that a multi- faceted ‘English chess heritage’ exists and support it. In short, we need to change our collective attitude and transform our structure to succeed as the national governing body. I hope your pride as a chess player, arbiter, trainer or organiser will inspire you to remain active and help where you can. Enjoy looking back on 2013. Get excited about the future! Methodsː 66 male students in their 20s are divided into 2 groups of experiments (34 students) and control (32 students) all participating in the chess experiment program. Resultsː After the time of applying tactical coordination exercises, the results of tests performed by the experimental groups and control groups both increased, but the experimental group’s growth was more superior than control group’s (Means of of all 6 tests were significant difference with P <0.05). It shows that the rationality and effectiveness of the tactics coordination exercises selected to be included in the chess curriculum to improve the calculating capacity for students after a period of 4 months of experiment. À quoi penses‐tu dans l'avion du retour ? Je pensais aux très bons moments passés avec la délégation française (l'ambiance était très bonne), au cadre exceptionnel (la Patagonie c'est quand même plus sympa que la plupart des endroits dans lesquels on va habituellement, notamment la Sibérie) et bien évidemment au titre obtenu à l'arraché (au départage grâce à une victoire lors de la dernière partie), le tout dans des conditions éprouvantes. Au final, une expérience forte et unique. À Puerto Madryn, ton séjour a été assez "chaotique" mais avec le recul quel souvenir conserves‐tu de ce championnat forcément très particulier pour toi ? Ce serait plutôt le non-souvenir des pingouins que je ne suis pas allé voir pendant la journée de repos. On dira que j'ai été trop sérieux sur le coup mais je dois avouer que pour l'excursion il fallait se lever à l'heure où je suis allé me coucher ! Par la suite tu enchaînes avec une belle Coupe du Monde à Khanty‐Mansiysk en Russie. Tu es éliminé par Boris Gelfand, futur vainqueur de l'épreuve. On a le sentiment que tu avais les moyens de le sortir. Peux‐tu nous raconter ce match ? Évidemment cette Coupe du Monde m'a laissé un peu sur ma faim, puisque j'ai été éliminé en 1/8e de finale alors que j'étais venu avec des ambitions plus élevées.
