    FOREWORD - Phil Ehr Dear Chess Friends, Around this time last year, I wrote to some of you as Director of Junior Chess and Education, predicting that we would see more junior training events, especially for promising players seeking to compete in the offi- cial international youth championships. The prediction was partially fulfilled by independent organisations. The prediction was not fulfilled in that the ECF did not itself organise training events for these promising players. That shortfall illustrates the strengths and weaknesses of our Federation. We are inherently strong in the sense that independent organisations often take the initiative. We often show weakness when the ECF seeks to rally volunteer resources toward an ambition. Writing now as Chief Executive, I would encourage you to reflect on the positive chess activity recorded in this Yearbook and imagine how the ECF can foster more and better chess. Funding for chess was identified in the 2013 ECF elections as our primary impediment. Andrew Paulson, a majority of the ECF Council and I decided to address that funding shortfall by aiming to update the image of chess and attract significant sponsorship of English chess. Progress toward those goals has been made, but sadly for a variety of reasons, those ambitions are now delayed as Council meets in April to consider Mr Paulson’s continuation as our President. The internal conflict exposed by Board proceedings challenges the premise that the lack of fund- ing is our primary problem. Many of us see that basic aspects of governance must be addressed alongside, if not prior to soliciting outside funding.
