References ............................................................................240 FOREWORD Legendary former United Nations Secretary General Dag Hammarskjöld is believed to have said that “forgiving is forgetting in spite of remembering”. If the international community cannot afford to forget the wounds, scars, and tombs left behind in the trail of war, it is also its solemn duty to remember those who risked their own lives to restore our lost humanity. Such was the case of the two true heroes portrayed in this important and timely book: Luiz Martins de Souza Dantas and Raoul Wallenberg, the former a Brazilian career diplomat, the latter a Swedish humanitarian, both honorable standard-bearers of the finest traditions of their respective countries’ well-known, longstanding commitment to peace, diplomacy, and human rights. Souza Dantas and Wallenberg took “the pen is mightier than the sword” old adage into their own hands, even taking it one step further, as they actively rescued scores of Jewish men, women, and children from the lethal claws of fascism during World War II. For those who still believe in the false dilemma between flag and mankind, there could have been no better example than that set by these two “righteous men”. *** The “scourges of war” that had “twice brought untold sorrow to mankind” in the 20th century, to evoke the poetic images enshrined in the preamble to the UN Charter, were the supreme watershed 7 Aloysio Nunes Ferreira in the international community’s handling of war and peace. The international order shaped since 1945 – however imperfect it was and still is – has seen that war was for all practical purposes basically outlawed and that respect for human rights became universal law. In other words, the enormity of the tragedy suffered by mankind was such that reliance upon the heroism of individuals such as Souza Dantas and Wallenberg needed to be replaced by a global architecture of norms and institutions able to deal with large-scale atrocities and to prevent them from ever happening again. The examples of truly extraordinary individuals inspired the institution-building effort to uphold and protect the core values of human rights, fundamental freedoms and peace for all. Armed aggression, massive human rights violation, and genocide should have no place in an interconnected world, governed by internationally-recognized rules. But time and again it is proven that it is always too early to scrap their names off the dictionaries and pretend they were the dark face of a by-gone era. The reawakening of ultranationalist movements, partial to bigotry, xenophobia, and racism, even in modern democracies known for attaching a great premium to democracy and human rights, is a belated wake-up call. For the mother of all human rights violations and humanitarian catastrophes is disrespect, disregard, and disdain for the “other” – for what one perceives as “different”. Brazil is committed to an open, rules-based international order whereby human dignity is given pride of place. Brazil currently features one of the world’s most modern and liberal immigration legislations. I am proud to say that I introduced the bill that was eventually voted into law when I was serving in the Brazilian Senate. The new law grants immigrants the same rights enjoyed by Brazilian nationals. No one seeking a better life for oneself and one’s kinship should be treated as a lesser person. 8 Foreword The heroic deeds performed by otherwise normal men who facing extraordinary circumstances chose to behave extraordinarily, placing selflessness over self-interest – their careers and their own lives – and mankind over narrow interests outlast the crimes that they have managed to avert or at least mitigate. The actions of Souza Dantas and Wallenberg narrated in the following pages are nothing short of a moral beacon showing the way in turbulent times. *** In his foreword to this book, President Fernando Henrique Cardoso hints at the idea that war tends to bring out the best and the worst in the human race. It is well-documented throughout history – a tradition which this book competently follows – that even in the deadliest of war theaters, hatred, violence, and evil are often-times matched by equal amounts of solidarity, kindness, and nobility, which keep the human spirit human. With the exception of the endorsement by a relative few, as the International Red Cross (1863), Save the Children (1919), those concepts became widely accepted only decades later. The League of Nations, an outcome of the Versailles Treaty of 1919, already had failed in its mission to protect citizens and maintain peace and was replaced with the establishment of the United Nations only in 1945, which in turn took a long time to become effective in the field of International Humanitarian Law. But in those troubled times when States failed to guarantee the integrity of their civilian citizens, men and women of principle acted on their own to defend the dignity and survival of many people, and among those heroic individuals were two great diplomats, a Brazilian and a Swede, who are exemplars of two very important traits for the career: diplomacy requires both passion and perspective.

Carl-Erik Johansson 1917-2000 Nils William Olsson· Genealogists in Sweden and Swedish-America are mourning the death of Carl-Erik Johansson, who died in Salt Lake City 20 March this year at the age of 82. The cause of death was diabetes and heart failure. With the demise of Carl­ Erik, Swedish-America has lost its most eminent genealogist and student of family history. Carl-Erik was born in Malmo, Sweden, on 21 October 1917, the son of Carl I. E. Johansson, a saddler and manufacturer of leather goods, and his wife Syster Emilia. After elementary and secondary schools, Carl-Erik volunteered for service in the Swedish Army, where his ability and knowledge soon caught the attention of his officers. They recommended him for further studies, from which he was graduated with honors as number one in his class. He next received an appointment to the elite Royal Svea Life Guards in Stockholm, where he eventually, through exemplary service, reached the rank of captain.

    Henrik Strömsten Military and nature An environmental history of Swedish military landscapes Master’s thesis in Global Environmental History 1 2 Abstract Strömsten, H. 2016. Military and nature: An environmental history of Swedish military land- scapes. Uppsala, Dept of Archaeology and Ancient History. This thesis, an environmental history of a selected number of Swedish military training environments, is based on observation of military landscapes with a permanent presence of military-related objects and activities, all of which leave their traces in the environment, and how continued military activity is legiti- mised with environmental arguments. By also observing military policies and documents, I look into how the Swedish military frame their own training environments, and how ‘environmentalist’ discourses is adopted to justify past and present activities. The military landscapes must also be considered in a wider context of geopolitics and security; hence I also include an historical analysis of military land appropria- tion and defense policy in Sweden. An important contribution with this thesis, besides provide a Swedish context to studies of military landscapes, lies also in testing a historical ecological framework in analyses and methods when approaching research on military landscapes, as I consider this thesis as a pilot-project on Swedish military landscapes providing incentives for further studies. The Swedish military landscapes studied in this thesis have both a centennial and decadal presence of military activities. Some training sites such as Marma and Revinge, which are also Natura 2000 areas, have had a military presence since the 19th century, and the various military structures and buildings pro- mote a kind of military biography, an identity tied to landscapes, reinforcing military presence.

    “In Some Situations You Have to Bang Your Head into the Wall in Order to Get Respected ” A Qualitative Study of Female Cadets’ Experiences whilst Studying at the Swedish Military Academy and Serving in the Swedish Armed Forces By Irja Malmio, Stéphanie Björklund, Johan Österberg & Sofia Svénsen In 1980 it became possible for Swedish women to apply to the Armed Forces. While its purpose was first and foremost to widen the recruitment base, this move was also partly a response to a changing societal environment in the Cold War’s final decades, which called for a greater emphasis on diversity.1 However, despite the fact that Sweden is one of the most gender-equal countries in the world, the number of women serving in combat positions in the Swedish military still remains low, and they are also markedly underrepresented higher up in the hierarchy.2 Ever since women started to enrol in the armed services, there has been a growing awareness that there is a problem with female representation, and several attempts have been made to increase their numbers. In recent years, the Swedish Armed Forces (SAF) have undergone a profound transformation in that regard, in large part implemented as a response to Resolution 1325 passed by the UN Security Council in 2000. The conversion to this new framework was also an echo of larger changes in a world where new technology was leading to complete renewals in many areas, and where the military’s main focus lay on peacekeeping operations rather than on operational combat skills.3 In order to respond to these developments, it has become a necessity not only to recruit more women to the services but also to increase the number of females in leading positions.

    Black Markets and Desertion: Soldiers’ Criminality in Petri Talvitie Helsinki 1748–1757 Introduction This article examines the issue of soldiers’ criminality in mid-eighteenth-century Helsinki, the most important garrison town and naval base in the eastern part of Sweden (i.e. modern Finland) after the Russo-Swedish War (1741–1743). It seeks to answer the following questions: what kinds of crimes were soldiers typically convicted of, and what does the structure of criminality tell us about soldiers’ behaviour during peacetime? Is it justifiable to argue that the presence of the armed forces was a source of trouble for the townsfolk? The period under investigation is interesting, because at that time thousands of soldiers had been transported to Helsinki to construct a new sea fortress, Sveaborg, in the town as well as on the nearby islands. Suddenly a small coastal town with ca. 1,500 inha- bitants was packed with soldiers from nearly all corners of Sweden. Soldiers’ criminality is not a new theme; several historians have touched upon the issue, though only a handful of studies have specifically concentrated on the military population.1 One of the major arguments in Scandinavian historiography has been that soldiers were more inclined towards violence – especially serious violence, such as homicide – than all other social groups during the early modern period. This was certainly the case in rural areas during the seventeenth century as well as in late seventeenth-century Stockholm. Soldiers’ propensity for vio- lence has been explained by referencing their experiences of war and the fact that garrison soldiers were often armed with swords.

    Civilians and Military Supply in in Supply and Military Civilians Civilians and uring the early modern centuries, gunpowder and artillery revolution- ized warfare, and armies grew rapidly. To sustain their new military Military Supply in Dmachines, the European rulers turned increasingly to their civilian subjects, making all levels of civil society serve the needs of the military. This volume examines civil-military interaction in the multinational Early Modern Finland Swedish Realm in 1550–1800, with a focus on its eastern part, present-day Finland, which was an important supply region and battlefield bordered by Russia. Sweden was one of the frontrunners of the Military Revolution in Edited by the 16th and 17th centuries. The crown was eager to adapt European models, Petri Talvitie and but its attempts to outsource military supply to civilians in a realm lacking Juha-Matti Granqvist people, capital, and resources were not always successful. This book aims at explaining how the army utilized civilians – burghers, Modern Early Finland peasants, entrepreneurs – to provision itself, and how the civil population managed to benefit from the cooperation. The chapters of the book illustrate the different ways in which Finnish civilians took part in supplying war efforts, e.g. how the army made deals with businessmen to finance its military campaigns and how town and country people were obliged to lodge and feed soldiers. Belfrage, Texas Entomologist Mary Colwick Orbeck* Friendless and practically forgotten by his family, friends and the world, Gustaf Wilhelm Belfrage, the Swedish-born entomologist, who spent a score of years in the United States, discovering countless new specimens of bugs and insects, died in poverty in a miserable hovel in Norse, TX in 1882. More than a century later, Belfrage's life accomplishments are now being recognized on an ever-widening scale, not only in Texas, as well as the rest of the United States, but also in Sweden, the country where he was born. Let us therefore take a closer look at this remarkable Swedish Texan, who, though his name lives on in the scientific literature on both sides of the Atlantic, his life nevertheless remains a mystery, a life of enigma, pathos and loneliness.
