Baseline Information Weldon settlement

The proposed East Northamptonshire Greenway lies between the town of Oundle and village of Weldon is a suburban Weldon within the East Northamptonshire District and the county of Northamptonshire. The route was surveyed from the west to the east, and therefore begins at Tot- tenhoe Lodge as shown on Image 81. On the other 1side of the gate is a pastoral field primarily used by stock associated with Provost Lodge Farm. As shown on the image, at this point the route presents a largely steep gradient leading onto the Provost Lodge Farm. Furthermore across the middle of the image, a very shallow brook is visible which further creates a considerable obstacle for a potential greenway passage. SUMMARY EASTERN PART SURVEY In summary, the sub-sections from location point A to location point D, are considered as appropriate and put forward as an intial section of the proposed route along the eastern side of the survey area.

Initial discussions have been undertaken with the landowners at Provost Lodge Farm, via LGL and ENC, to gauge the level of interest of re-routing the greenway to run along the 1/1 northern edge of Glapthorn Cow Pasture as opposed to running it along the existing bridle- way through the farm. As described within the slides, Causin Way, sub-section D-E, was considered to be of signifi- cant unsuitability to accommmodate the route, due to the high volume of traffic and speed along this road as well as the existing narrow verges. OS Maps: online mapping and walking, running cycling routes As a mid-point of the surveying process, a meeting on site was organised between repre- sentatives of Lockhart Garratt and ENC, the Wildlife Trust and Councillor Vowles, as well as the owners of Provost Lodge Farm. On account of the fact that the proposed route passes through their property, the presence of the owners was important in the consultation pro- cess.

Once on site, the section along Causin Way was studied closely and dismissed as an option for the route, due to the above mentioned reasons. Furthermore, as shown in sub-section LGL3-LGL1, the optional route through Public Bridleway MZ1, has also been dismissed due to concerns with the steep gradient running half way through the field, which would elimi- 11/15/2018 https://osmaps.ordnancesurvey.co.uk/52.50630,-0.52479,16 nate any opportunity for wheelchair users or reduced mobility users, outside of construct- ing a large bridge which would have largely adverse effects on the landscape setting.

Lodge Farm, is considered appropriate for the development of a greenway route. However 93 . post-survey discussion with the farm owners, raised several issues of the appropriateness of a route going through an active farm, where stock is kept.

Therefore, as a resolution to the issues above, a new route along the northern edge of Glapthorn Cow Pasture is proposed to replace the section of D-LGL1 or Option LGL1, and connect Public Bridleway MZ1 to Public Bridleway MG6. https://osmaps.ordnancesurvey.co.uk/52.50732,-0.52805,18 11/15/2018 On the map opposite, images 92 and 93 show where the discussed alternative to these two options lies. This proposed route is currently lying on private land and is undesignat- ed. A suitable solution could be achieved, however, by diverting the existing alignment of Public Bridleway MZ11 along this route, noting the requirement for a suitable offset from Glapthorn Cow Pasture SSSI.

The section marks the start of the western part of the survey. It runs along Benefield Road for the short distance of 200m.

As shown in the images, the road is relative- ly narrow however the verges for this par- ticular stretch are considered wide enough to absorb the 2m greenway proposed. 94 98

Images 94-96 show the road and the verge along the east side of the road, where the Public Bridleway NS4 terminates.

Image 97 illustrates the western side of the road and the verge along this side. Similar- ly, it is considered to have the qualities to 99-101 absorb the construction of a greenway. I H 94-98 Benefield Road traffic runs at 60mph with moderate traffic throughout the day. There- 95 99 fore, some consideration needs to be given into slowing the traffic down where the greenway crosses the road.

Image 99 shows the bridle gate marking the entrance of Public1/1 Bridleway MT5.

Images 100 and 101 illustrate the verge to the west leading up to the bridleway en- trance, where a standard bridlegate in a good condition is available and well sign- 96 100 posted.

This sub-section is considered suitable for the construction of greenway, and would require some changes to the road layout by introducing a pedestrian crossing and some vegetation clearance along the verge in OS Maps: online mapping and walking, running cycling routes order to provide safe passage.

This section of the survey illustrates the route along Public Bridleway MT5. Images 102 and 103 show the beginning of the route which is primarily surfaced by grass with a strong tree line along the north side, which defines the edge of Langley Coppice.

The route slopes gently as the junction with Public Bridleway MG3 and Public Bridleway MT1 is approached, which then resumes on to a flat surface through Langley Coppice. 102 106 No signposts are present at this point, and therefore the route can be potentially confusing.

Image 104 shows the point at which a narrow brook crosses the bridleway, however no wa- ter is present and it does not present any issue I to the construction of a greenway along this stretch. 102 103 Image 105-107 continue to illustrate the route as it enters Langley Coppice for a brief 500m, 104 where the surfacing changes to tarmac with 103 107 grass verges marking the woodland along both 105 sides.

106 Image 108 shows the point at which the route 107 leaves Langley Coppice and continues onto a more rigid surfacing towards the open fields 108 within Deenthorpe Airfield boundary. No way- J marking is present, however the route is rela- 109 tively easy to follow up to this point.

Image 109 marks the point at which Public Bridleway MT5 continues into the open fields 104 108 across Deenthorpe Airfield. At this point the route becomes undefined and there is no clear indication of the direction of the path.

This section is considered to be suitable for the construction of a greenway.

105 109 SECTION J-K

Along this section of the route, the path begins to lose definition and is no longer clearly indicated. The route goes through a number of agricultural fields and there is no defined surface to follow. There is a lack of waymarking or signage past the farm track that becomes visible at the 110 113 117 exit of Langley Coppice.

Images 110 and 112 show the route, through the current agricultural fields, which form a part of Deenthorpe Airfield.

Further on, image 111 shows J the informal entrance into 110 another section of the bri- 111 114 118 111 dleway MT5, easily confused 112 and poorly signed. 113 114 115 Image 113, presents an issue 117116 with the route on account of 118 the presence of a deep ditch

K119,120 which separates the two 1/1 sides of the field. From there on, images 114 and 115 illustrate the continuation of this path, passing through 112 115 119 the different fields, some cov- ered by taller grasses/crops,and others considerably easy to walk through.

Images 116-117 show the end of the agricultural path, meeting a farm track leading to Deenthorpe Airfield. At this point the public bridleway ends and Public Footpath MG19 begins towards Yoke Hill junction.

Further on images 119-120 show the exit point at Yoke Hill leading on to Oun- dle Road. A wooden bridle gate is present at this point and marks the end/ start of the bridleway. 116 120 With regard to the accommodation of the greenway route, this section is considered to be appropriate. Taking into account the proposed residential development of Tresham Garden Village within Deenthorpe Airfield, the route is deemed to be

K1 Oundle Road 121 123 126 129 This section outlines Option 3 to the proposed route, which forms a loop starting from Oundle Road into Public Bridleway MG1 and continuing into K4 Public Bridleway MG22 to the south where it ends at the entrance of Laundimer Woods. The route is completed through the undesignated public road 122 leading back onto Oundle Road. 129 The section is divided into 3 sub-sections however will be considered as a whole. Along sub-section K1-K2 (images 121-123), the route is easy to navigate through with an entirely grassed surface, however a slope of significant gradient is present half way through where a small brook crosses the path (loca- tion 122). This presents a considerable concern for the construction of a greenway, as the erection of a bridge will be necessary to mitigate the crossing K2123 across the brook and alleviate the magnitude of the slope. This therefore will require a significant engineering consultation into resolving the issue. 128 124 The second sub-section K2-K3 presents a more favourable stretch of flat grassed path which would be entirely suitable for a greenway. However it is -cur 127 125 rently largely used by farm traffic, which may need some consideration in order to mitigate the safe use of the greenway. 126 K3 Sub-section 3 (K3-K4) illustrates the remainder of the section leading into Oundle Road, currently undesignated as public right of way. However it is a public track primarily used as an access road for farm traffic and the residents of Laundimer House.

The route overall is considered appropriate for the construction of a greenway, with the exception of the consideration which will need to be given to the brook crossing within sub-section K1-K2. SECTION K4-K

The following sub-section illustrates the section along Oundle Road in further detail.

Images 130-136 represent different locations along the route, as shown on the map opposite, to provide a bet- ter understanding of the overall setting of the surveyed section. At location 130, visibility is clear of the road leading into 130 134 the Weldon. However, image 131 shows the opposite side of that road and the sharp bend coming up on the right, which presents a significant safety issue.

As the route approaches Yokes Hill, the verge to the left becomes more narrow and a large ditch follows through to the entrance of the Public Bridleway MG19. (Image 134) However the verge to the right is flat and can potentially 131 135 accommodate the route of a greenway. (Image 135)

The main concern for this section is the speed limit of 60mph along Oundle Road, which raises the threat for a greenway running parallel to it. In order to mitigate the issue, a number of actions would need to take place 138 including the introduction of traffic light controlled 136 137 K pedestrian crossings and a traffic restriction of up to 135 20-30mph,which may prove difficult to justify for this 132 136 134 main road. 133 Further mitigation would be to construct either an 132 overpass or underpass, which could potentially have an 131 adverse effect onto the landscape setting and further 130 require complex engineering work. The financial implica- K4 tions of this could be significant. 133 Image 136 continues on to show the entrance into Pub- 137 lic Bridleway MG19 leading back onto Public Bridleway MT5. The entrance into the bridleway is well set back from the road and provides a safe refuge. Signage at this part is worn down, and needs replacement (image 137). The entrance into the bridleway, is relatively unmanaged and would need clearance and improvement.

Overall, this section is considered to be unsuitable for a greenway that runs across the whole distance shown on the map, as it would require a number of significant interventions, either through engineering works or by reshaping the infrastructure of the road along the proposed stretch, in order to accommodate a safe passage for all ability users. 138 Therefore the route is most likely to be dismissed as an option within the final proposals. SECTION K-L 1/1

The next section of the proposed route, follows on from the end of Public Bri- dleway MT5, previously discussed in sections I-J and J-K. The route follows Public Bridleway MT11 which leads into Weldon Park SSSI.

At the entrance of the section, as shown in images 139-142 vegetation is over- grown and unmanaged, which has lead OS Maps: online mapping and walking, running cycling routes to the path being completely absorbed 139 142 146 into the small woodland at the junction of the two bridleways.

149 148 At the time of survey, waymarkers 147 were found in places along this section, L 146 however difficult to distinguish from 10/30/2018 145 the actual route becausehttps://osmaps.ordnancesurvey.co.uk/52.50099,-0.60151,18 of overgrown 144 vegetation and shrubs. 143 Image 143 shows the exiting point, where the path becomes visible and 140 143 147 140 141,142 139 easy to navigate through, and the route continues to a flat well managed K grassed surface as shown in image 143. The path follows the edge of Weldon Park1/1 SSSI, and is defined by fencing around the Deenthorpe Airfield grounds to the right.

Image 144 marks the continuation of the route leading to the back of 144 148 Deenthorpe Airfield and buildings, as 141 shown in image 146. The path along this section between location 145 and 147, is again unmanaged and overgrown, which has resulted in the exist- ing pathway being blocked out by vegetation (image 144) and no route through is available to the next section of the bridleway.

Therefore images 148-149 show the route currently being used to rejoin the bri- OS Maps: online mapping and walking, running cycling routes dleway, and image 149, shows where the entrance into the bridleway is blocked from the opposite side. A waymarker is visible here, which helps direct the bridle- way users. 145 149 Overall the route is judged to be of good even ground and adequate width to ab- sorb the requirements for a greenway, and therefore is considered suitable for the construction of the greenway. 10/30/2018 https://osmaps.ordnancesurvey.co.uk/52.49718,-0.59745,18 SECTION L-M

The following section covers the remaining route of the proposed route options, from section K-L, along the edge of Weldon Park SSSI.

Resuming from the previous slide, Public Bri- dleway MT11 follows a straight path with a very slight ascent towards the top of Weldon Park, however it is not considered to present a signifi- cant concern. Images 150-152, show the charac- ter of the pathway, moderately flat with grassed verges and width of about 3-4m, with fields along 150 153 the western side demarcated with a fence and currently set to pasture.

Further along, image 153 shows where the path should present an entrance into the northern edge of Weldon Park, however this is currently overgrown and not clearly marked. Images 154 and 155 continue to show the even surface that carries on along the northern edge of Weldon Park, with a ditch of depth of approximately 1m along the edge of the park. This however would not need to be mitigated, as the SSSI already 151 154 requires a 5m stand off and the remaining path 154 153 provides enough room to accommodate the 152 greenway. 155 151 150 Image 156 shows the end of this proposed route, 156 and is marked by the presence of the hedgerow M line, where construction work on the new de- L velopment within Weldon is already becoming visible, and furthermore providing a link into the upcoming development within the settlement of Weldon.

The section between locations 151 and156, 152 155 is currently not designated as PRoW and will therefore require negotiations with the relevant landowner.

This section is considered to be suitable for the construction of a greenway, with minimal alter- ations necessary, such as clearance and replace- ment of signs and waymarkers.

This section concludes the proposed routes. 156 SUMMARY WESTERN PART SURVEY

Following the survey of the proposed route within the Western Part study area, a number of potential issues have been identified.

Within the sub-section H-I, the proposed routes require passage along Benefield road. The road is not of a busy nature, and presents a wide verge which can accommodate the greenway through the introduction of pedestrian crossing, with some vegetation clearance necessary.

Sub-section J-K is considered key within the boundary of the routes as it creates a strong link with the new development of Tresham Gar- den Village. The route from there splits into sub-sections K-M, along the edge of Weldon Park, and K1-K4 into the wider southern context of the village of Weldon.

The survey showed the section of K1-M as providing a potentially good route for the greenway construction, however a high volume of vegetation clearance would need to take place, and furthermore an extensive planted buffer would be required to protect the designated Weldon Park SSSI.

The second sub-section K1-K4, presented the issue of crossing Oundle Road , which is considered to be a busy, high speed highway, which would require considerable thought into the safety aspects of the greenway crossing this road. However the remainder of the route was considered suitable for the greenway.

With the following issues in mind, the next chapter will discuss three refined proposed routes, considered to be suitable for the accom- modation of the East Northamptonshire Greenway.

The final route proposed by Lockhart Garratt is shown as the Green Route and has been proposed in order to tie in with the Tresham Garden Village Masterplan. This report seeks to provide an overall character of the proposed routes for a new greenway within East Northamptonshire, linking the settlements of Oundle to Weldon. A key element within the route are the two new developments proposed within the area, one of a larger scale within the land of Deenthorpe Airfield and proposed as Tresham Garden Village, and another one presenting as an extension to the settlement of Weldon, and of smaller scale: Weldon Park development. The condition of existing bridleways and footpaths within the study area have been assessed in consideration of their suitability to accommodate the construction of a greenway for all ability users, therefore key qualities discussed within the assessment have been accessibility, topography, existing surface cover and condition, signage, as well the experiential qualities of the routes, including tranquillity, views/vistas present and overall experience and difficulty of navigating through.

Initially, ENC presented LGL with a preferred route, which was then assessed through a desktop study and further routes were proposed as alternatives to some parts of the preferred route, in order to alleviate some of the potential issues identified with the preferred route. Some of those issues were primarily focused around the safety of the route when crossing or running along high- ways such as Causin Way, and through the property of local farms.

The complete preferred route along with the alternative routes, were then dissected into two sections which informed the route for the eastern and western study, with a halfway point marked by the Public Bridleway NS4, bound by Benefield Road and Main Road/Unnamed Road going into the settlement of Southwick. Moreover, the two sections were split into sub-sections for the easement of the assessment, and to provide more detail into the different parts that comprise the route. The sub-sections have each been considered in terms of the above mentioned criteria and judged to be suitable or unsuitable for the greenway route.

At the end of the eastern and western surveys, a summary was provided to outline the key issues and opportunities found within the sections discussed and the most appropriate routes were put forward in section 7, under the headline Refined Proposed Routes.

The three Refined Proposed Routes, consisting of Blue, Red and Green Route, have been discussed in order of suitability, with the Green Route considered as the most suitable. All three routes, follow the same course within the eastern part of the survey, and provide three alternative links through and in to the new developments presented in the western section of the study area.

The Green Route is put forward as the most suitable and is further developed into a proposal for the East Northampthonsire Greenway, through a detailed map showing the illustrative location of potential entrances, interpretation boards and other features, as well the necessary mitigation measures required to establish it as a safe passage for all ability users. Furthermore, a cost breakdown is provided for the construction of the greenway.

In summary the Green Route, provides a good opportunity for establishing a greenway, with minimal landscape interventions and optimum links into the wider network of Public Rights of Way, as well as linking to the Weldon Park development and proposed Tresham Garden Village.
