    Chapter 1: INTRODUCTION Trevor Jones Geoscience Australia 1.1 Cities Project Perth Cities Project Perth is a natural hazard risk assessment study of the city of Perth by Geoscience Australia (GA) and its Federal, State and Local collaborators. Cities Project Perth has produced authoritative knowledge on the risks from sudden-onset natural hazards in Australia’s fourth largest city and the capital of the state of Western Australia (WA). Cities Project Perth is the most recent multi-hazard risk assessment undertaken by GA and collaborating agencies (notably the Bureau of Meteorology (BOM) and local governments), following earlier studies of the Queensland cities of Cairns (Granger et al., 1999), Mackay (Middelmann and Granger, editors, 2000), Gladstone (Granger and Michael-Leiba, editors, 2001) and South-East Queensland (Granger and Hayne, editors, 2001). GA also published the single- hazard report Earthquake Risk in Newcastle and Lake Macquarie, New South Wales (Dhu and Jones, editors, 2002). This study is aimed at estimating the impact on the Perth community of several sudden-onset natural hazards. The natural hazards considered are both meteorological and terrestrial in origin. The hazards investigated most comprehensively are riverine floods in the Swan and Canning Rivers, severe winds in metropolitan Perth, and earthquakes in the Perth region. Some socioeconomic factors affecting the capacity of the citizens of Perth to recover from natural disaster events have been analysed and the WA data compared with data from other Australian states. Additionally, new estimates of earthquake hazard have been made in a zone of radius around 200 km from Perth, extending east into the central Wheatbelt.

    Tropical Cyclone Alby 27/03/1978 to 04/04/1978 (i) General "Alby" was the fifth tropical cyclone of the season to operate in the Northwestern Australian Region. It was also the most noteworthy. "Alby" reached maturity on 2 April 1978 with an estimated central pressure of 930 mb and was one of the more severe storms to operate off the coast of Western Australia. During Tuesday 4 April "Alby" accelerated towards the lower west coast as it slowly degenerated into an extra-tropical depression. As it passed to the southwest of the continent it caused strong to storm force winds over a large area of the southwest of Western Australia. A wind gust observed at the Perth Regional Office was the highest on record for the month of April. The highest wind gust recorded throughout the lifetime of "Alby" was 150 km/h at Albany. Five people died as a result of the destructive effects of "Alby". Widespread damage caused by wind, dust, fire and the sea was estimated to cost the community about $50,000,000. In terms of damage it is estimated that "Alby" was the most devastating storm on record to affect the southwestern areas of Western Australia. (ii) Development The development of "Alby" was monitored chiefly by using satellite imagery. Few ship reports were received from the area in which the system deepened. The first confirmation that the system had deepened to tropical cyclone intensity was from the ship "Martha Bakke" located about 385 km westnorthwest of the centre at 300000 GMT. That gale force winds extended so far from the centre indicated that the development of "Alby" was already well under way, thereby confirming the satellite evidence.

    62015.001.001.0288 INSURANCE THEIVES We own an investment property in Karratha and are sick and tired of being ripped off by scheming insurance companies. There has to be an investigation into colluding insurance companies and how they are ripping off home owners in the Pilbara? Every year our premium escalates, in the past 5 years our premium has increased 10 fold even though the value of our property is less than a third of its value 5 years ago. Come policy renewal date I ring around for quotes and look online only to be told that these insurance companies have to increase their premiums because of the many natural disasters on the eastern seaboard, ie; the recent devastating cyclones and floods like earlier this year or the regular furphy, the cost of rebuilding in the Northwest. Someone needs to tell these thieves that the boom is over in the Pilbara and home owners there should no longer be bailing out insurance companies who obviously collude in order to ask these outrageous premiums. I decided to do a bit of research and get some facts together and approach the federal and local member for Karratha and see what sort of reply I would get. But the more I looked into what insurance companies pay out for natural disasters the more confused I became because the sums just don’t add up!
