    ICT Prisoner File This document accompanies the list of prisoners detailed in ICT’s latest prisoner list, which is updated regularly. The prisoner list at http://www.savetibet.org/files/documents/2009-03- 08_Prisoner_list_FULL.pdf includes only Tibetans detained after March 2008, but the document below includes cases of Tibetans sentenced before then. ICT has been able to identify more than 600 people who have been detained since protests began across the Tibetan plateau on March 10, 2008. We believe that some of those Tibetans have since been released, usually after undergoing extremely brutal treatment while in detention. The list below provides more detail on individuals named on the full prisoner list. There are many hundreds of names we have not been able to confirm due to the Chinese authorities’ efforts to block information flow. ICT’s prisoner list includes names in Chinese and will be updated to include Tibetan names and further information as it becomes available.     Tibetan Range Wars: Spatial Politics and Authority on the Grasslands of Amdo Emily T. Yeh ABSTRACT This article focuses on one of the most disturbing features of life on the Tibetan grasslands today: intractable, violent conflicts over pasture. The author argues that understanding spatial and historical dimensions of the process through which Amdo was incorporated into the People’s Republic of China (PRC) helps us make sense of these conflicts. State territoriality attempts to replace older socio-territorial identities with new administrative units. However, histories remain inscribed in the landscape and lead to unin- tended consequences in the implementation of new grassland policies. The author draws on Raymond Williams’ insight into residual formations to theorize the relationship between range conflicts and secular state officials’ lack of authority. At the same time, dispute resolution by religious figures challenges both triumphalist readings of state domination and romantic notions of Tibetan resistance. INTRODUCTION In stark contrast to the ideology of self-sufficiency which led to forced collectivization almost half a century ago, China’s integration into the global market economy now necessitates that the Tibetan plateau be trans- formed into ‘a prosperous modern livestock base’ (Lobsang, 1998: 77). Minority pastoralists in China’s economic periphery are seen as an obstacle to the achievement of the wealth and status China deserves. This is par- ticularly true in Amdo, one of the three major ethno-linguistic regions of Tibetan cultural geography, referring to parts of present-day Sichuan, Qinghai, and Gansu provinces. A television programme aired in Hongyuan county, Sichuan, in 1998 announced the need to ‘smash the traditional pastoral ideas’ and ‘liberate the herders’ thoughts’, in order to ‘force herders to learn to turn their assets into market goods’.

According to the meeting agenda, I will represent the Sichuan Development and Reform Commission in making a brief introduction to the basic situation of eco-compensation in Sichuan Province. Let me first present to you the main work on eco-compensation that we have carried out in Sichuan. The Sichuan provincial government has, for a long time now, attached great importance to the ecological civilization construction, which is a bit different from that of the national level. Sichuan formed a specialized team for provincial ecological civilization structural reform and introduced a series of measures and policies. In July 2016, the Eighth Plenary Session of the Tenth Provincial Party Committee passed the decision of building a beautiful Sichuan by promoting green development, and made overall arrangements of pushing forward green development. The establishment and improvement of non-gratuitous use of natural resources and the eco-compensation system will be actively pursued, thus effectively facilitating the protection of the ecological environment. There are several aspects covered by our eco-compensation efforts. 1) Forest eco-compensation. Since 2008, the state has included the new key public welfare forests in Sichuan’s Natural Forest Protection Project in the central government’s forest eco- compensation program. Since 2011, the state subsidy system for management and protection and the eco-compensation system for collective public welfare forests have been established throughout the province.
