Four Legs to Stand on: Taiwan’s Fight against COVID 19 Jiunn-rong Yeh In a time of unprecedented global pandemic, Taiwan has demonstrated to the world its strength and success in combating the spread of COVID-19. Statistic shows that since the first confirmed case on 21 January 2020, there have been only 486 confirmed cases with 7 deaths. Of those confirmed cases, around 80 percent (394/486) were imported cases of returning Taiwanese nationals and inbound foreign visitors.1 The numbers exhibit not only the achievement of controlling the pandemic as a whole, but reflect that there was no large-scale community spread. It is intriguing to wonder how a democracy so close to China, in geometric or business terms, and yet so remote from the World Health Organisation (WHO), could control the virus outbreak so well in this global crisis in comparison to other parts of the world? Success has not come without a price. Taiwan learned hard lessons from the past tragic experience of SARS (Severe Acute Respiratory Syndrome) in 2003. This built a strong base for responding to a pandemic promptly, including the outbreak of COVID-19 this time. One could also argue that strong institutional capacity-building has also contributed to the “Taiwan miracle.” In this essay, I would argue that Taiwan has made the most of her democracy, technology, law and community in fighting against the COVID-19 pandemic that has swept the globe in an unprecedented way. It is the combination of these four forces that has made Taiwan’s fight against global pandemic as successful as we have observed so far. -

Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past. -

New Challenges and Opportunities in the Taiwan Strait: Defining America’s Role By Thomas J. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC. -

The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. Few people predicted that in September 2008 this process would be thrown into turmoil by the deepening of the global financial crisis. Policies that had been devised for improving cross-strait relations in the context of growth in world trade and investment have had to be reassessed in the context of a recession in Taiwan and a serious slowdown of the mainland economy. How this interplay between economic policy and public opinion plays out will be crucial for shaping the future of cross-Strait relations. While it is too late to predict the outcome, this paper will explore the importance of cross-Strait economic relations for Taiwan’s politics, make a preliminary assessment of the political impact of the economic crisis on cross-strait relations and point to some speculative scenarios for the future. -
