INTRODUCTION

This Transport Assessment and Travel Statement is intended to form part of the Planning Application for the Redevelopment of the site at 1-3 Elwood Street in .

The application involves the addition of aproximately 1,970 sqm (gross internal area) to the existing Children's Services Building run by Council, this will create a total area of 2,846 sqm (gross internal area) of accommodation. As a result of this development, the number of employees working at the site will increase from 31 to approximately 178 staff. In addition, there will be a corresponding increase in the number of visitors to the site including the Service Users and Other Agencies such as the Police and NHS staff.

SITE LOCATION AND TRANSPORT LINKS

The site is in Highbury, in the north of the Borough of Islington, close to the boundaries with the London Boroughs of Haringey and Hackney which are located to the north and east respectively.

The site is located in a residential street that has a mixture of private and socially rented properties. The site has very good public transport links with Arsenal Underground Station only 5 minutes walk to the west and two bus stops serving three bus routes in the nearby Blackstock Road.

The north-south thoroughfare of Blackstock Road (A1201) lies immediately to the east, and to the west, beyond the Arsenal FC , lies the main north-south artery of Holloway Road (A1).

Immediately to the west of the site is St John’s Church of England Primary School, whose playground is adjacent to the eastern boundary of the site. The majoity of traffic serving this school is on Conewood Street, as such, the School currently has a negligable impact on the Elwood Street site.

The site has frontages to Elwood Street to the north and to Conewood Street to the south - with the main entrance on Elwood Street, beyond a small car park. Local Area Map from Google maps

CYCLING

The site is easly accessible to bicycle users. There are designated London Cycle Network routes in close proximity which provide connections to other parts of the local and wider areas (see map). In addition there are quieter roads recommended by cyclists in close proximity to the site.

PPG13 paragraph 78 identifies that cycling has the potential to substitute short car trips particularly those under 5km and as such form part of a longer journey by public transport. In view of this the application site is ideally placed to ensure that staff and visitors to the building have the benefit of using this mode of transport as an alternative to travelling by car.

The proposals will provide 18 secure, covered cycle spaces - providing spaces for at least 10% of staff.

RAIL

The site is well served by rail services: with the following nearby London Underground and Mainline Rail Stations:-

Arsenal (Picadilly Line) Drayton Park (National Rail) London Cycle Network Routes Finsbury Park (National Rail, Picadilly and Victoria Line).

The above are all within a 10-15 minute walk from the site and provide wider connections to other parts of the Capital as well as the National Rail and Bus Network.

PUBLIC TRANSPORT ACCESSIBILITY LEVEL (PTAL)

The PTAL rating is the standard method of calculating the accessibility of a site by Public Transport.

The extract from the PTAL Rating Area Map (left) indicates a PTAL level of 5 which demonstrates a very high level of accessibility. This is in line with the majority of sites in Islington and Central London and provides strong justification for Islington's Policy of limiting car parking numbers for new Council developments.

CAR TRAVEL

The Site is accessible by car, although there are currently only 7 off-street car parking spaces provided for staff and building users.

In line with Policy T21 of the Islington, UDP the proposed development will not provide additional off-street car parking facilities for regular Islington staff (with the exception of disabled staff). For car parks associated with existing employment premises, mobility standards state that 2% of the total car park capacity, (with a minimum of one space) should be provided for disabled parking. On this basis two spaces have been provided to cater for disabled staff/visitors.

On-street parking along Elwood Street, including adjacent to the Site is currently given over to Resident Parking bays. The Planning Application proposes the removal of two of these bays to provide a short term drop-off/pick-up point for the building users. The removal of these bays would assist in the reduction of vehicular movements within the Borough, in line with the Council's long-term aims.

The Drop-off bays are essential for Service Providers (such as Fosterers and Special Guardians) using the building who, on occasion, travel long distances and/or look after more than one child and, as such, access by Public Transport is impractical. In addition, taxis would occasionally be required to ferry children from other services in the borough who would require a dedicated drop-off/pick-up point adjacent to the building's entrance. They would also be required for deliveries.

The bays would only be in use during normal office hours (8.30AM-6.00PM), after Photograph showing existing Car Park which time double yellow-line parking restrictions would be in force.

VEHICULAR ACCESS FOR DISABLED STAFF AND BUILDING USERS

A limited number parking spaces for disabled vehicle users (3) are being provided off- street within the Site -in line with Islington's Transport Policies. The parking area is located immediately adjacent to the main entrance and will be well-lit and benefit from passive surveillance by the building users.

A Workstyle Analysis of Islington's Children's 10 Social Care staff was carried out in February 2009.
