With the rapid development of China's economy, the food supply chain is becoming increasingly complex and difficult to supervise, and many problems need to be solved urgently. At present, China's food quality and safety risk management is still lack of preventive management measures, and the overall level needs to be improved. Food safety is at the core of the implementation of the "Healthy China" strategy, so it is necessary to vigorously promote aquatic product safety demonstration projects. The National Food Safety Plan of the 13th five-year Plan (Guofa (2017) No. 12) proposes to fully implement the food safety strategy, strive to promote the reform and innovation of regulatory systems and mechanisms and governance according to law, and promote the construction of a modern governance system for food safety. The development of the food industry should be enhanced so as to facilitate the construction of the healthy China. Food safety is the core of the "Healthy China" strategy. In order to demonstrate better food safety management practices at the national and local levels and reduce food safety risks on selected industrial chains, the World Bank Loan China Food Safety Demonstration Project selected the Ministry of Agriculture and Rural Affairs (MARA) and the State Administration for Market Regulation (SAMR) at the national level, while Shandong Province (Yantai City) and Guangdong Province are selected at the sub- national level to conduct demonstration activities on food safety improvements. Yantai is the key fishing area and the main producing area of dominant aquatic products in China, the renowned production base of high-quality agricultural products in northern China, and the unique animal husbandry industry base. According to the current situation of aquatic product safety, Yantai Municipal Government proposed to 1 Strictly Confidential Environmental and Social Management Framework for China Food Safety Improvement Project (Activities of Yantai, Shandong) carry out the China Food Safety Improvement Project in Yantai City (simplified as “Yantai Activities”). As part of the overall project, Yantai Activities are expected to be launched in 2021 with an implementation period of 5 years. 1.2 Description of Yantai Activities Yantai Activities under the project aims to learn from the best international practice on food safety production and management, and combine it with China's actual conditions and characteristics in the representative aquaculture value chain through the implementation of piloting activities. Yantai Activities will be implemented with four components, namely, 1) Institution building and regulatory performance, 2) Food safety supervision process, 3) Whole food safety value chain control and 4) Project implementation support, which will facilitate the transformation of traditional production, operation and supervision mode and realize the whole-process control from "source" to "dining table". The total investment of the project is 1.303 billion RMB, of which it is planned to apply for a loan of 100 million US dollars from the World Bank. In addition, the project will be complemented with counterpart funds from social capital and other sources of funding. The investment activities that may be involved in Yantai Activities are shown in Table 1.2-1 (based on the Feasibility Study Report dated December 3, 2020). SUMMARY The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on certain steel nails (nails) from the People’s Republic of China (China) for the period of review (POR) from August 1, 2018 through July 31, 2019. We initiated this administrative review with respect to 308 companies.1 We subsequently selected two of these companies as mandatory respondents, Shandong Oriental Cherry Hardware Group Co. Ltd. (Shandong Oriental) and Tianjin Zhonglian Metals Ware Co., Ltd. (Zhonglian). We preliminarily determine that Zhonglian made sales of subject merchandise at prices below normal value (NV). In addition, we preliminarily determine that nine companies, including Zhonglian, are eligible for a separate rate, 10 companies had no shipments, and 287 companies, including Shandong Oriental, are part of the China-wide entity. Finally, we are rescinding this review with respect to The Stanley Works (Langfang) Fastening Systems Co., Ltd. and Stanley Black & Decker Inc. Introduction The thesis of tone merger in northern Chinese dialects was first proposed by Wang (1982), and further developed by Lien (1986), the migration of IIb (Yangshang) into III (Qu) being a common characteristic. The present work aims to provide an update on the current state of tone merger in northern Chinese, with a special focus on Dalian, which is a less well-known Mandarin dialect spoken in Liaoning province in Northeast China. According to Song (1963), four lexical tones are observed in citation form, i.e. 312, 34, 213 and 53 (henceforth Old Dalian). Our first-hand data obtained from a young female speaker of Dalian (henceforth Modern Dalian) suggests an inventory of three lexical tones, i.e. 51, 35 and 213. The lexical tone 312 in Old Dalian, derived from Ia (Yinping), is merging with 51, derived from III (Qu), in the modern system. This variation across decades is consistent with dialects spoken in the neighboring Shandong province, where a reduced tonal inventory of three tones is becoming more and more frequent. However, the tone merger in Modern Dalian is incomplete. A slight phonetic difference can be observed between these two falling contours: both of them have similar F0 values, but the falling contour derived from Ia (Yinping) has a longer duration compared with the falling contour derived from III (Qu). Nevertheless, the speaker judges the contours to be the same. Similar cases of near mergers, where speakers consistently report that two classes of sounds are “the same”, yet consistently differentiate them in production, are largely reported in the literature.

    Summary on Marine and Coastal Protected Areas in NOWPAP Region (NOWPAP DINRAC, March 2010) 1. Overview This summary is based on the Database on Coastal and Marine Nature Reserves in the Northwest Pacific Region (NowpapNatureReserve, http://dinrac.nowpap.org/NowpapNatureReserve.php) which is developed and maintained by NOWPAP DINRAC. The data was collected and provided by the National Focal Points of DINRAC started from 2006 and updated periodically. The WDPA (World database of protected areas, http://www.wdpa-marine.org), and the Ramsar Sites Database (http://ramsar.wetlands.org) were also taken as reference. The summary intends to give an overview and understanding on current situation of marine and coastal protected areas (MPAs) in NOWPAP region. The MPAs - marine and coastal protected areas comprise the nature reserves, national parks, wetland protected areas (Ramsar Sites) in NOWPAP Region. The sea area mainly covers the Yellow Sea and Eastern Area of NOWPAP region. Based on the existing data, there are total 87 MPAs in NOWPAP region covers an area of 4,090,046ha (Table 1 to Table 3). The earliest MPA was established in October 1916 and the latest was in August 2007 (Table 4). The smallest area is 10ha in Japan and largest area is 909,000ha in China (Table 5). Statistics tables and figures below are conducted on number, area, protected level, protected type and protected objectives (species) for MPAs in NOWPAP (Table 6 and Fig.1 to Fig.5). Taking Yantai city, a typical bay city in China, as the example, its three representative ecosystem services: food supply (FS), carbon sequestration (CS) and water yield (WY) were chosen as study targets. Based on analyzation of six different aspects of the supply and variation characteristic of demand, this study tried to propose advices for comprehensive improvement of ecosystem services for spatial optimization. The results showed that: (1) ecosystem services supply was strong in central and southern areas of Yantai, while the northern coastal areas were relatively weak; (2) synergistic relationships were found of FS-CS, FS-WY and CS-WY both in 2009 and 2015, with the strongest one for FS-WY.
