Highlights/Key Priorities • President Piñera announced that by June 21 45,000 temporary homes will be established, 5,000 more than the number originally committed. • Following the expected rainfall in much of the south of the country, the National Emergency Office (ONEMI) declared a yellow alert between the regions of Valparaiso and La Araucanía. Meanwhile, ONEMI has recommended that citizens use the authorized shelters which have bathrooms and basic comforts. • The Emergency Committee (EC) of the Ministry of the Interior has set a deadline of June 11 for sanitary services to be established in the camps built by the government. • The Ministry of Foreign Affairs reports that the EC has set priorities for international assistance in the following items: blankets, mattresses, medical equipment, modular hospitals, water tanks with a capacity of 5 cubic meters and vehicles to facilitate the transport from emergency camps to urban centers (such as vans, school buses etc.). II. Situation Overview • The Head of State announced that by June 21 45,000 temporary homes will be established, 5,000 more than the number originally committed. In collaboration with the NGO Un Techo Para Chile , 33,690 temporary homes have already been built. • The Minister of Interior and the Minister of the General Secretariat of Government reiterated the call for people who are still in tents to move to the authorized shelters in order to protect themselves from the rain. In total the government has provided approximately 58 shelters that may house a total of 5,700 people. • The Department of Water Works of the Ministry of Public Work (MOP) and the EC are working to provide the 89 official camps identified by the EC with family/community sanitary modules. In the camps are housed approximately 3,700 families. • President Piñera sent to Congress the funding plan for reconstruction. Among tax measures, the plan includes the increase in corporate tax for large companies, a temporary increase in mineral royalties and a temporary increase of the real estate tax by 0.25%, involving 5% of the higher value properties not affected by the earthquake. • During this week several aftershocks have been registered in Maule and Bio Bio regions. No damage to people or infrastructure has been reported. On May 3, a strong aftershock measuring 6.4 degrees on the Richter scale was registered in the Bio Bio Region; its epicenter was located 56 kilometers south of Lebu. An aftershock measuring 5.1 on the Richter scale was recorded in the morning of May 5 in the Maule Region. Its epicenter was located 25 kilometers southwest of Constitution. On the same day another aftershock of magnitude 6.1 on the Richter scale was recorded in Maule and Bio Bio regions. Its epicenter was located 85 kilometers northwest of Cobquecura. Additionally, an aftershock of magnitude 5.5 on the Richter scale was registered on May 4 in the Antofagasta region. The epicenter was located 95 km northeast of Calama, near the border with Bolivia. III. Humanitarian Needs and Response Shelters/Temporary Housing Needs • The newspaper "El Mercurio " has reported that temporary houses provided by the NGO Un Techo Para Chile and by the government have problems due to rainfall. Response • The government began sending zinc tarpaulins and insulation to line the outside and inside of the affected houses. According to UNICEF, the EC is delivering insulation kits for temporary shelters to the municipalities, which will distribute them to families living in camps. • The Government is launching a bonus of 100,000 pesos (approx. USD 190) for families who need to strengthen their temporary homes in order to face the rain. The bonus is part of the second stage of the plan " Manos a la obra ", which included resources for 8 billion pesos (approx. USD 15 million) for housing repair. The government will deliver 4.5 billion pesos (approx. USD 4.5 million) to the mayors of the areas affected by the earthquake to acquire and distribute materials to people in need. The measure will benefit nearly 40,000 families. • The Minister of the General Secretariat of Government reported that the program " Manos a la obra " has benefited 23,860 households, which have received an average of 134,000 pesos (approx. USD 250) each in materials to repair their homes. • The regional authority of Santiago reported that a total of 4,069 temporary homes have been delivered to date to various districts of the Metropolitan region. These temporary homes were provided by the central government, municipalities, the ONEMI, the NGO Un Techo Para Chile and private donations. • To date, the NGO Un Techo Para Chile has built approximately 13,400 emergency homes and mobilized approximately 50,000 volunteers. • Two schools from the capital city launched a campaign called " A window for Chile ". Its objective is to distribute 10,000 windows for emergency homes that only have boarded windows without glass. Each window has a cost of 15,000 pesos (approx. USD 28) and the funds will be raised through donations from individuals and companies, in coordination with the Foundation Un Techo Para Chile . • FEDES NGO has distributed 700 hygiene kits donated by AmeriCares in Talcahuano. Each family received a bag containing toothbrushes, toothpaste, soap, bandages, bottled water, dermal care items, flashlight, sunscreen, cream and other items. Approximately 4,500 Ensure Nutrition drinks were also distributed along with thousands of diapers for young children. The NGO also distributed medical supplies donated by AmeriCares and wheelchairs donated by Free Wheelchair Mission in public medical facilities in Talcahuano. • As part of the project funded by the United Nations Central Emergency Response Fund (CERF), IOM is building 250 emergency homes in Parral and 250 in Cauquenes (Maule region). It has also identified the following areas to build the remaining houses in the Bio Bio region: Curanilahue, Colonel, Quirihue, Ninhue, Portezuelo and Tome. The repair kits will be delivered to Curepto Cauquenes and Linares (Maule region), while the hygiene and kitchen kits will be allocated to Curepto Parral Linares Cuaquenes Chanco and Constitución (Maule Region). 2 Water Sanitation and Hygiene • The Minister of the General Secretariat of Government reported that to date 99.8 % of urban drinking water supply has been restored. Only 0.2% of the population is still supplied by tank trucks. While in rural areas 70.3% of drinking water supply has been restored. Needs • According to UNICEF, approximately 270 sanitary units are needed for the 3,700 families living in official camps. One unit is designed to be used by up to 16 families. It is recognized that there are unofficial camps which have not been registered in the EC survey and because of this they are not given priority to receive this type of sanitation facilities by the government. • In order to achieve the goal that all camps have sanitary modules no later than June 11, the needs are as follows: o Identify suppliers that can manufacture and / or build family / community sanitary modules in sufficient quantities. o Ensure that the Municipalities, Sanitary Companies and other institutions build bonding works in order to connect family / community sanitary modules to water and sewerage networks or to build septic tanks and alternative water supply. Response • As part of the water and sanitation UNICEF project funded by the CERF: o UNICEF is developing printed and audiovisual material on hygiene promotion for O'Higgins, Maule, Bio Bio and La Araucanía regions. o In collaboration with OXFAM, UNICEF has provided training activities for hygiene promotion (hand washing, water management and water disinfection at home). Workshop trainings in solid waste disposal are planned in the region of Bio Bio in order to teach how to use the hygiene kits that will be delivered to camps. o In collaboration with OXFAM, UNICEF has rented three tank trucks that supply the following areas: Dichato / Coliumo, Talcahuano / Tumbes port and Lota (Bio Bio Region). It plans to hire four tank trucks to distribute water in the Maule region in mid-May. o In collaboration with OXFAM, UNICEF has installed the following number of 3,500 liters-tanks: 11 out of 25 in the Maule region and 18 out of 47 in the Bio Bio region. o UNICEF is purchasing nine purification kits for water quality check. o In conjunction with OXFAM, UNICEF has identified the camps where the sanitary modules for family / community will be installed. o UNICEF is identifying the camps in which the hygiene kits for 8,000 families will be distributed. • The Solidarity and Social Investment Fund (FOSIS), the Department of Hydraulic Works / MOP, the CE and UNICEF have defined the basic guidelines for the design, construction, use and maintenance of family sanitary modules. • Humanitarian agencies working in WASH (IFRC, Save the Children, World Vision, Caritas, OXFAM, etc.) are reporting to the EC official registry about which camps they are working with to provide family sanitary modules. • PAHO is implementing the plan for environmental health aimed at monitoring environmental risk factors (water and sanitation) complementing those activities undertaken by the Ministry of Planning and FOSIS. PAHO is working with the Environmental Health Department of the Ministry of Health (MINSAL) to coordinate the proposals on water and sanitation technology with the monitoring of environmental risk factors in camps. • The NGO Hogar de Cristo-Bio Bío region, in partnership with the Technical Training Center Crecic and Hualpén School, plans to install emergency showers for 100 people at Coliumo camp no. 1 (Bio Bio region). The showers will be installed in separate rooms for men and women and they will have connections to both hot and cold water, a resource that will be donated by Essbio company through a giant 3 1,200 liters-tank.
