Local Radio Review BBC Trust 180 Great Portland Street London W1W 5QZ [email protected] Monday 12th December 2011 Dear Sir / Madam I have recently been made aware of the proposed cuts to Local and Regional Radio programming. As Chairman and Owner of Wigan Rugby League Club I have invested significant time and effort, both personally and through my staff, into building strong relationships with BBC Radio Manchester, BBC Radio Merseyside and BBC Radio Lancashire. This was undertaken in my strong belief that these Radio Stations are an integral part of the communities that they serve, and that those communities love their sport and expect great content about their sport / Club on non‐commercial radio. I have taken great pride in offering exclusive, and at times unrestricted access to my Club for the local radio stations and their high quality, dedicated Rugby League programmes, something that I hope contributed to the Gold Award which was presented to Radio Manchester’s ‘Rugby League Extra’ programme at the recent Gillard BBC Local Radio Awards. I would hope that the relocation of the BBC to Media City in Salford would provide the springboard to strengthen the Corporations local and regional programming capabilities, not lessen this important medium as have been suggested. Not only does the threat of cuts have an impact on local communities throughout the North West, it also has severe repercussions for the sport of Rugby League. The quality of these programmes and passion of their Presenters, combined with the engagement they offer Rugby League fans and the opportunity to provide a consistent and important communication tool, gives the whole Sport a foundation without which it would struggle to compete against other commercial sports in its heartland areas. This would be devastating to the tens of thousands of people who play, watch, administer and support Rugby League at all levels throughout the Region. The North West is the place for sport. I ask you to please consider the massive negative impact that cutting local and regional specific radio programming will have on the communities that they currently serve with distinction. BBC Local Radio Service Licence
BBC Local Radio Service Licence. Issued May 2013 BBC Local Radio This service licence describes the most important characteristics of BBC Local Radio, including how it contributes to the BBC’s public purposes. Service Licences are the core of the BBC’s governance system. They aim to provide certainty for audiences and stakeholders about what each BBC service should provide. The Trust uses service licences as the basis for its performance assessment and as the basis for its consideration of any proposals for change to the UK public services from the BBC Executive. A service may not change in a way that breaches its service licence without Trust approval. The Trust presumes that any proposed change to a stated Key Characteristic of a licence will require it to undertake a Public Value Test. Should it decide not to carry out a Public Value Test before approving any such change, then it must publish its reasons in full. This Service Licence covers all BBC Local Radio stations in England. Each of the 39 stations is described in Annex II of this licence Part I: Key characteristics of the service 1. Remit The remit of BBC Local Radio is to provide a primarily speech-based service of news, information and debate to local communities across England. Speech output should be complemented by music. The target audience should be listeners aged 50 and over, who are not well-served elsewhere, although the service may appeal to all those interested in local issues. There should be a strong emphasis on interactivity and audience involvement.

What’s happening and when The frequency of the local Liverpool DAB radio is changing overnight on 19/20 April. It will affect around 1 million households in coverage (see coverage map attached) who will need to re-tune from the morning of 20 April to keep listening to their local DAB stations. Because of the new frequency, some consumers will need to do a full scan. The stations affected are BBC Radio Merseyside, Radio City, Radio City 2, Radio City 3, Radio City Talk, Smooth North West, Capital Liverpool, Heart North West, Heat, Kisstory and Absolute 90s Local broadcasters will start running trials this week on what is happening and the need to re-tune. It is important to note that consumers must re-tune after the frequency change has taken place. o Listeners on DAB digital radio in Liverpool will need to retune their DAB digital radio on the morning of Wednesday 20 April to continue to listen to local services on DAB digital radio, or to pick them up for the first time. o Retuning a DAB digital radio is a simple process. Simply press the auto tune or auto scan button on your DAB digital radio or go into the menu and press auto tune. If this does not restore all services, then listeners are recommended to run a full scan on their DAB digital radio. For advice on how to retune your DAB digital radio go to: http://www.getdigitalradio.com/retune o Listeners who use their DAB digital radio as an alarm clock set to local services are advised to use a different alarm system to wake up to on Wednesday 20 April.

Audiences are listening both to a wider range of stations and for longer in total than they were five years ago. Radio is also at the cutting edge of convergence. Audiences listen to radio not just over conventional sets but, increasingly, via digital television, mobile phones and the internet; and there is a growing range of data and multi-media services available over digital radio sets. Since Ofcom inherited regulation of commercial radio from the Radio Authority, we have taken a number of specific steps to help the industry develop and increase choice for audiences.
