HIGHLIGHTS OF THE REGULAR COUNCIL MEETING JANUARY 30, 2020 WEST SIDE SERVICING PROJECT TENDERS Council heard an update on the West Side Servicing Project, which provided tender and cost information for the project. Following discussion, Council voted in favour of: 1. Authorizing the County Manager to accept the tender from Pidherney’s in the amount of $6,436,552.24 and accept the quote of $73,555 for directional drilling work to complete the West of QEII Servicing Project – Underground Component. The funding for this project will come from the Water/Wastewater Reserve and the Community Resource Reserve. 2. Authorizing the County Manager to accept the tender from Timcon Construction Ltd. in the amount of $2,312,351.58 and accept the quote of $50,000 for third party underground work to complete the QEII Servicing Project – Wild Rose Lift Station Component. Funding for this project will come from the Water/Wastewater Reserve and the Community Resource Reserve. 3. Directing the County Manager to require that all existing developments within the Lacombe Joint Economic Area adjacent to installed municipal water and wastewater services be connected upon commissioning of such services. 4. Authorizing the County Manager to enter into agreements with property owners for the payment of water and wastewater deferred services charges in accordance with the following payment plan options: 1) one upfront lump sum payment; 2) annual installments over a five-year period with an interest rate of 6.5% or, 3) annual installments over a 10-year period with an interest rate of 6.5%. CAMROSE COUNTY, PONOKA COUNTY, COUNTY OF STETTLER ICF AGREEMENTS Council approved Intermunicipal Collaboration Frameworks (ICFs) between Lacombe County and Camrose County, Lacombe County and Ponoka County and Lacombe County the County of Stettler. With recent changes to the Municipal Government Act, Council agreed that Intermunicipal Development Plans are not required between 1) Lacombe County and Camrose County, and 2) Lacombe County and the County of Stettler. SYLVAN LAKE POGADL PARK RC(1) REQUEST Council tabled an RC(1) application from the Town of Sylvan Lake regarding funding for Pogadl Sports Park. CLUBROOT AND FUSARIUM UPDATE Lacombe County began monitoring for Clubroot in 2008 and for Fusarium in 2015. In 2019, Lacombe County found 17 cases of Clubroot (out of 49 total inspections). For Fusarium, none was found in any wheat fields tested, and three corn fields were identified as having trace amounts of Fusarium. Council received the 2019 Clubroot of Canola and Fusarium Graminearum Inspection Report and the Clubroot of Canola Policy AG(11) for information. SYLVAN LAKE INTERMUNICIPAL DEVELOPMENT PLAN (IDP) – EXTENSIONS REQUIRED Council agreed to request an extension from Municipal Affairs to complete the Sylvan Lake IDP. A letter will be sent from the eight municipalities involved with the IDP, including the Town of Sylvan Lake, Red Deer County, Lacombe County and the Summer Village of Jarvis Bay, Half Moon Bay, Birchcliff, Norglenwold and Sunbreaker Cove requesting an extension to complete this IDP by June 30, 2020. BYLAW NO. 1309/19 PONOKA IDP A resolution that Council give third reading to Bylaw 1309/19 to adopt the Ponoka County / Lacombe County Intermunicipal Development Plan was passed. BYLAW NO. 1320/20 EMERGENCY MANAGEMENT PLAN Council approved Bylaw No. 1320/20 – Emergency Management Plan, which saw updates made to the previous bylaw to ensure that aligns with changes made to the Alberta Emergency Management Act in 2018. The changes officially came into effect by way of the Local Authority Emergency Management Regulation as of January 1, 2020. As a result of this regulation, updates were required to Lacombe County’s Emergency Management Bylaw to ensure compliance. MIRROR DOG PARK DELEGATION After hearing a presentation from the Mirror Community Network regarding a permanent location for the Mirror Dog Park, directed the County Manager to prepare a report and recommendation to be presented at a future meeting. BDO CANADA LLP – 2019 FINANCIAL STATEMENTS/AUDIT PLANNING LETTER BDO Canada LLP will be conducting an annual audit of Lacombe County and presented to Council on the audit process and their audit plan. Council moved that the BDO Canada LLP plan for the audit of consolidated financial statements of Lacombe County for the period ending December 31, 2019 be received for information.
