BYLAW NUMBER 2020/18 BYLAW NO. 2020/18 is a bylaw of the County of Wetaskiwin No. 10, in the Province of Alberta, for the purpose of adopting the Intermunicipal Collaboration Framework (“ICF”) between the County of Wetaskiwin No.10, the Summer Village of Grandview, the Summer Village of Norris Beach, the Summer Village of Crystal Springs, and the Summer Village of Poplar Bay (the “Municipalities”) all in the Province of Alberta. WHEREAS The County of Wetaskiwin No.10, the Summer Village of Grandview, the Summer Village of Norris Beach, the Summer Village of Crystal Springs, and the Summer Village of Poplar Bay have common boundaries; and, AND WHEREAS The Municipalities share an interest to provide services in an efficient and collaborative manner, and, AND WHEREAS Pursuant to the provisions of the Municipal Government Act, R.S.A. 2000, Chapter M-26, as amended, a municipality must establish an ICF with other municipalities which share common boundaries; NOW THEREFORE, the Municipal Council of the County of Wetaskiwin No. 10, duly assembled, hereby enacts as follows: PART 1 – TITLE AND DEFINITIONS 1.1 This bylaw shall be known as the “South Pigeon Lake Intermunicipal Collaboration Framework.” 1.2 Wherever the singular or masculine is used throughout this bylaw, the same shall be construed to mean the plural or feminine respectively where applicable. 1.3 Definitions for the purposes of this bylaw include: (1) “Act” means the Municipal Government Act, R.S.A. 2000, Chapter M-26 as amended; (2) “Terms of Reference” means the terms of reference -

Bylaw No. 271-20 A BYLAW OF THE SUMMER VILLAGE OF VAL QUENTIN IN THE PROVINCE OF ALBERTA TO ESTABLISH THE FOLLOWING: A REGIONAL EMERGENCY ADVISORY COMMITTEE AND A REGIONAL EMERGENCY MANAGEMENT AGENCY TO PROVIDE FOR EMERGENCY MANAGEMENT FOR THE SUMMER VILLAGE OF VAL QUENTIN AND SUMMER VILLAGES THAT ARE PARTNER OF THIS BYLAW. WHEREAS the Council of the Summer Village of Val Quentin is responsible for the direction and control of its emergency response and is required, under the Emergency Management Act, Revised Statutes of Alberta 2000, Chapter E-6.8 , (hereinafter referred to as the “Act”) to appoint an Emergency Advisory Committee and to establish and maintain an Emergency Management Agency; AND WHEREAS it is recognized that an emergency or disaster of a jurisdictional or multi- jurisdictional nature could affect any or all of the Summer Villages that are partner of this Bylaw to such a degree that local resources would be inadequate to cope with the situation; AND WHEREAS the Ste. Anne Summer Villages Councils wish to enter into a regional emergency management partnership with each other for the purpose of integrated emergency management planning and operations; NOW THEREFORE, the Councils of the Ste. Anne Summer Villages, in the province of Alberta, duly assembled enacts as follows: 1. This Bylaw may be cited as the Ste. Anne Summer Villages Regional Emergency Management Bylaw. 2. In this Bylaw: (a) “Act” means the Emergency Management Act , Revised Statutes of Alberta 2000, Chapter E-6.8. (b) “Councils” means the Council of all partner Ste. Anne Summer Villages. (c) “Municipality” means Val Quentin as referenced in this Bylaw. -

September 10, 2015 Disposition 20789-D01-2015 ATCO Gas and Pipelines Ltd. 10035 - 105 Street Edmonton, Alberta T5J 2V6 Attention: Mr. Greg Caldwell Manager Regulatory ATCO Gas and Pipelines Ltd. and the Village of Kitscoty Franchise Agreement and Rate Rider “A” Proceeding 20789 1. On September 3, 2015, ATCO Gas and Pipelines Ltd. applied to the Alberta Utilities Commission for approval of a natural gas franchise agreement with the Village of Kitscoty. The application was filed according to Rule 029,1 and included a copy of the franchise agreement, municipal franchise fee rider schedule, and the natural gas franchise application form. 2. Notice of the proposed franchise agreement was advertised on August 14, 2015, in the Lloydminster Meridian Booster newspaper. No objections or concerns related to the proposed franchise agreement were received. 3. The proposed franchise agreement, attached as Appendix 1, is based on the standard natural gas franchise agreement template approved in Decision 20069-D01-2015,2 has a term of 20 years or less, and will be effective October 1, 2015. Kitscoty has commenced reading of Bylaw No. 03-2015 approving the franchise agreement. 4. The proposed franchise fee of 10 per cent, as shown on Rate Rider “A” schedule, attached as Appendix 2, maintains the current franchise fee. 5. The AUC considers that the right granted to ATCO Gas by Kitscoty to construct, operate and maintain the natural gas distribution system is necessary and proper for the public convenience and properly serves the public interest. 6. BYLAW 2021/18 BYLAW NO. 2021/18 is a Bylaw of the County of Wetaskiwin No. 10 in the Province of Alberta, for the purpose of adopting the Intermunicipal Development Plan (IDP) between the County of Wetaskiwin No. 10, the Summer Village of Argentia Beach, the Summer Village of Golden Days, and the Summer Village of Silver Beach (“the municipalities”) in the Province of Alberta. WHEREAS: The municipalities share common boundaries; AND WHEREAS: The municipalities share common interests and a desire to work together to provide services to their residents; AND WHEREAS: Pursuant to Section 631 of the Municipal Government Act, RSA 2000, Chapter M-26, as amended, an Intermunicipal Development Plan must be adopted by municipalities that have common boundaries. NOW THEREFORE: The Council of the County of Wetaskiwin No. 10, in the Province of Alberta, duly assembled, hereby enacts as follows: 1. That the Intermunicipal Development Plan (IDP) between the County of Wetaskiwin No. 10, the Summer Village of Argentia Beach, the Summer Village of Golden Days, and the Summer Village of Silver Beach, as attached and forming part of this Bylaw, be adopted. 2. This Bylaw shall come into full force and effect upon passing of the third reading and the corresponding passing of matching bylaws by the other municipalities. ATCO Gas North, a division of ATCO Gas and Pipelines Ltd. (ATCO Gas North) applied to the Alberta Utilities Commission (AUC or the Commission) for a Decision approving the addition of the Summer Village of Argentia Beach (Argentia Beach) to the Rider “A” Schedule. The Rider “A” Schedule lists municipalities and their corresponding franchise fees. 2. Notice of the application was published in the Wetaskiwin Times and on the AUC website on April 28, 2010. No objections to the application were received. ATCO Gas North has given the AUC consent to proceed with the application without a hearing. 3. The AUC notes that the change to the Rider “A” Schedule is a result of the provisions included in the Franchise Agreement between Argentia Beach and ATCO Gas and Pipelines Ltd. The Franchise Agreement was approved in Decision 2010-234 and issued in conjunction with this Decision. The franchise fee provisions included in the Franchise Agreement allow Argentia Beach to change the level of the franchise fee once per year to a maximum of 35 percent.
