DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance Preface The National Reviews were designed to produce basic data and information for the elaboration of the Pollution Reduction Programme (PRP), the Transboundary Analysis and the revision of the Strategic Action Plan of the International Commission for the Protection of the Danube River (ICPDR). Particular attention was also given to collect data and information for specific purposes concerning the development of the Danube Water Quality Model, the identification and evaluation of hot spots, the analysis of social and economic factors, the preparation of an investment portfolio and the development of financing mechanisms for the implementation of the ICPDR Action Plan. For the elaboration of the National Reviews, a team of national experts was recruited in each of the participating countries for a period of one to four months covering the following positions: Socio-economist with knowledge in population studies, Financial expert (preferably from the Ministry of Finance), Water Quality Data expert/information specialist, Water Engineering expert with knowledge in project development. Each of the experts had to organize his or her work under the supervision of the respective Country Programme Coordinator and with the guidance of a team of International Consultants. The tasks were laid out in specific Terms of Reference. At a Regional Workshop in Budapest from 27 to 29 January 1998, the national teams and the group of international consultants discussed in detail the methodological approach and the content of the National Reviews to assure coherence of results. -

Problematic coverage refers to analysis of the economy of the underdeveloped areas of the Tuzla Canton in dynamic and structural view. Second dimension of the research subject is spatial and it involves considering the economic-development positions of the underdeveloped areas of Tuzla Canton (and the changes in that view as well). Temporal dimension of the object of research is a long-term time horizon, until about three decades in retrospect, and a decade in perspective. Considering defined subject of the research, the general goal of the paper is evaluation of the economic development position of underdeveloped areas communities of Tuzla Canton in the cantonal economy and opportunities of improving their development.The research hypothesis of the paper reads: intensification of investments and changes in the economic structure of communities in an undeveloped areas of Tuzla Canton will significantly improve their development, thus the level of development of the Canton. The results showed significant differences in the regional development of the Tuzla Canton. Analysis of the data confirmed that the Tuzla Canton has quality of socio-economic basis for more intensive development and overcoming problems of unequal development, which is reflected in the substantial capacity of natural resources, favorable geo-climatic location, developed infrastructure, etc. -

Describe the important developments relating to the Bologna Process, including legislative reforms, since Bergen. Over the past two years in Bosnia and Herzegovina (BiH), some significant shifts have been recorded in the implementation of the Bologna Process. The biggest credit for this goes primarily to the public universities in BiH and the international community (first of all the Council of Europe, the European Commission in BiH and the Austrian Development Agency). As of this year, at all public universities in BiH, the implementation of the first cycle has started in compliance with the Bologna principles. The curricula have been reformed and adjusted to the two-cycle system of study; two models have been most often used: 3+2 and 4+1, depending on the university or the study group. Some faculties and universities had started the implementation of the first cycle as early as in the 2003/04 academic year, and next year we will be expecting the first generation of students bearing the title of Bachelor of Science. -

ZAKON O NACIONALNOM PARKU „DRINA“ Član 1. Ovim zakonom uređuju se granice, zone i režimi zaštite, pitanja upravljanja, zaštite i razvoja Nacionalnog parka „Drina“ (u daljem tekstu: Nacionalni park). Član 2. Nacionalni park je područje izuzetnih prirodnih vrijednosti, koje čini klisurasto- kanjonska dolina rijeke Drine kao jedna od najznačajnijih riječnih dolina Republike Srpske, sa brojnim staništima endemičnih i reliktnih biljnih vrsta, te izuzetnim diverzitetom flore i faune, koje je namijenjeno očuvanju postojećih prirodnih vrijednosti i resursa, ukupne pejzažne, geološke i biološke raznovrsnosti, kao i zadovoljenju naučnih, obrazovnih, duhovnih, estetskih, kulturnih, turističkih, zdravstveno-rekreativnih potreba i ostalih aktivnosti u skladu sa načelima zaštite prirode i održivog razvoja. Član 3. Na pitanja od značaja za zaštitu, razvoj, unapređivanje, upravljanje, finansiranje, kaznene odredbe i održivo korišćenje Nacionalnog parka koja nisu uređena ovim zakonom primjenjuju se posebni propisi kojim se uređuju pitanja nacionalnih parkova, zaštite prirode i drugi zakoni i podzakonski akti kojima se reguliše ova oblast. Član 4. (1) Nacionalni park prostire se na području opštine Srebrenica u ukupnoj površini od 6.315,32 hektara. (2) Opis spoljne granice Nacionalnog parka: Početna tačka opisa granice obuhvata Nacionalnog parka je u tromeđi opština Srebrenica, Višegrad i Rogatica (tačka A). Granica ide ka sjeveroistoku do tromeđe opština Srebrenica, Višegrad i Bajine Bašte u Srbiji (tačka B). Od tačke A do tačke B, granica ide jezerom Perućac, odnosno granicom između opština Srebrenica i Višegrad. Od tromeđe opština Srebrenica, Višegrad i Bajine Bašte u Srbiji (tačka B), granica ide do krune brane Perućac (tačka V). Od tačke B do tačke V, granica ide jezerom Perućac, odnosno granicom između Bosne i Hercegovine i Srbije. -

Operation Performance Evaluation Review Environmental Analysis & Audit and Assistance with Restructuring - Regional Railway - Bosnia and Herzegovina (Public Sector Technical Cooperation Operations) September 2009 ab0cd OPERATION PERFORMANCE EVALUATION REVIEW (OPER) PREFACE This Evaluation Report The subject of this Operation Performance Evaluation Review (OPER) are the public sector Technical Cooperation (TC) operations “Environmental Analysis & Audit” and “Assistance with Restructuring”, which involved, on commitment basis, a funding of €30,000 and €300,000, respectively. The funding was provided under the Italian Central European Initiative (CEI) facility as part of the Bank’s Technical Cooperation Funds Programme (TCFP). The TCs were meant to facilitate the Bank’s loan “Bosnia and Herzegovina: Regional Railway Project” (BDS05-175), the Bank’s second loan in this transport sub-sector in the country. The OPER has been executed by Wolfgang Gruber, Senior Evaluation Manager. Josip Polic, Principal Banker of the Resident Office (RO) in Sarajevo (Bosnia and Herzegovina) prepared the self-evaluation (TC) Project Completion Report (PCR) for the second TC; a PCR for the first-mentioned TC is not available. The operation team and other relevant Bank staff commented on an early draft of this report. The Basic Data Sheet on page [iii] of this report and the PCR in Appendix 4 are complementary to this OPER and designed to be read together. Information on the TC operations was obtained from relevant teams and departments of the Bank and its files as well as from external sector and industry sources. Fieldwork was carried out in June 2009. Appendix 1 presents a list of contacts. EvD would like to take this opportunity to thank those who contributed to the production of this report.
